ccm19680409COMMON COUNCIL CITY OF MUSEEGO MINUTES OF MEETING HELD APRIL 9, 1968 ' Mayor Gottfried called the meeting to order at 7~35 P.M. l PRESENT: Mayor Jerome J. Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr., S. Robert Lentini, Roland Linck, Frank Narlock, Donald a Wieselmann and Walter Wollman. Also present were Attorney Richard S. Hippenmeyer and City Clerk Bette Bowyer. MINUTES: Alderman Budish moved to accept the Minutes of the Common Council meeting of March 26, 1968, as mailed. Seconded by Alderman Joost, motion carried. COMMITTEE REPORTS FINANCE COMMITTEE: Alderman Linck presented the report of the Finance Committee meeting held on April 3, 1968, and moved that the report be accepted and placed on file. Seconded by Alderman Joost, motion carried. PUBLIC WORKS COMMITTEE: Alderman Wieselmann presented the report of the Public Works Committee meeting held on April 4, 1968, and moved a that the report be accepted and placed on file. Seconded by Alderman Wollman, motion carried. PUBLIC SAFETY COMMITTEE: Alderman Narlock presented the report the Public Safety Committee meeting held on April 1, 1968, and moved that the report be accepted and placed on file. Seconded by Alderman Lentini, motion carried. PUBLIC WELFARE COMMITTEE: No report. RULES, I.Aws 6r ORDINANCE COMMITTEE: Alderman Joost presented the report of the Rules, Laws & Ordinance Committee meeting held on April 4, 1968, and moved that the report be accepted and placed on file. Seconded by Alderman Wollman, motion carried. PLAE COMMISSION - The report of the Plan Commission meeting held on March 19, 1968, were received and will be placed on file. a COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried expressed his gratification to everyone who has worked with him for the past several years. He expressed his thanks to Attorney Hippenmeyer for his guidance and to the Clerk and Deputy Clerk for the help given him. Also, he praised Mrs. Libbie Nolan of the Waukesha Freeman and Mrs. Vi Joy of Community Newspapers for their fair and un- biased reporting of city affairs. He further thanked all of the alder- men, especially Alderman Budish with whom he had worked when Muskego was still a Town. Mayor Gottfried expressed his best wishes to the new Mayor of the City of Muskego, and lastly, he thanked the people 0 of the City he had been privileged to serve over the past several years. UNFINISHED BUSINESS 0 Resolution #45-68 - The Clerk read Resolution i/45-68, entitled, Approving the Erection of Official Entrance Signs. Alderman Budish moved that Resolution #45-68 be deferred for another two weeks. Seconded by Alder- man Wollman, motion carried. Common Council April 9, 1968 Page 2. Ordinance #98 - The Clerk gave the second reading of Ordinance 1198, entitled, An Ordinance to Amend Ch. 7 of-the Municipal Code of the City of Muskego (Re: Keys in 'Auttiobfles); ,Aldennan Wollman moved for the adoption of Ordinance #98, seconded by Alderman Joost. Alder- man Wollman moved to amend Ordinance l/98, 5th and 6th Lines, to change the word "automobiles" to "motor vehicles". Seconded by Alderman Narlock. Discussion followed as to the definition of "motor vehicle". Attorney Hippenmeyer rendered legal opinion that a motor vehicle is any vehicle that is self-propelled, including a trackless trolley bus. Alderman Lentini moved to defer action on Ordinance #98 until further discussions could take place with Police Chief Kraus. Seconded by Alderman Joost. Upon a roll call vote to defer action on Ordinance #98, Aldermen Joost, Lentini, Linck and Wieselmann voted "aye". Aldermen Budish, Narlock and Wollman voted "no". The motion to defer action on Ordinance #98 carried. Ordinance i/l00 - The Clerk gave the second reading of Ordinance #lOO, entitled, An Ordinance Amending Ch. 7 of the Mun. Code of the City of Muskego (Re: Motor Driven Cycles). Alderman Wollman moved for the adoption of Ordinance #loo, seconded by Alderman Linck. Upon a roll call vote, the motion to adopt Ordinance #lOO carried unanimously. l NEW BUSINESS Resolution Y/50-68 - The Clerk read Resolution #50-68, entitled, Report of Board pf Canvassers of the City of Muskego. Alderman Budish moved for the adoption of i/50-68, seconded by Alderman Wollman, motion carried. Resolution #51-68 - The Clerk read Resolution #51-68, entitled, Denying the Request of Albert Shong for a Rifle Range. Alderman Linck moved for the adoption of Resolution #51-68, seconded by Alderman Lentini. Upon a roll call vote, the motion to adopt Resolution #51-68 carried unanimously. VOUCHER APPROVAL - Alderman Budisn moved for the payment of vouchers payable April 9, 1968. Seconded by Alderman Linck. Alderman Budish moved to amend the voucher list by adding a payment of $245.00 for an insurance policy for baseball leagues, to Family Insurhce Specialhts, making a total voucher payable amount of $118,000.90. Seconded by Alder- man Linck. Upon a roll call vote, the motion to pay the vouchers carried unanimously. LICENSE APPROVAL - None CITY OFFICIAL'S REPORTS The Clerk read the Financial Report showing a cash balance as of March 31, 1968, of $428,736.99. Report placed on file. The Clerk read the Building Report for the month of March, 1968. Same to be placed on file. COMMUNICATIONS AND MISCELIANEOUS BUSINESS The Clerk read a Claim dated March 22, 1968, from Clarence and Esther Hartman for damages done to property owned by them. Claim referred to Finance Committee and City Attorney. Common Council April 9, 1968 Page 3. Alderman Budish indicated that it was his feeling that further action on the claim against the City of Muskego from Clarence Hartman should be delayed until Alderman Wieselmann had an oppor- tunity to discuss the matter further with Mr. Hartman. Alderman Joost expressed his thanks to the people of the First Ward for having given him the opportunity to have served them for the past two years. He further indicated that it had been a pleasure to work with the Council, the Mayor and the office personnel. Alderman Lentini also expressed that he had enjoyed working with the Council and the Mayor and it was his hope that his successor would * enjoy the same opportunities that he has had.
