MINUTES OF MEETING HELD MARCH 26, 1968
Mayor Gottfried called the meeting to order at 7:30 P.M.
a PRESENT: Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Frank Narlock, Donald Wieselmann and
m Walter Wollman. Also present were Attorney Richard S. Hippenmeyer
and City Clerk Bette Bowyer.
MINUTES: Alderman Budish moved to accept the Minutes of the Common
Council meeting of March 12, 1968, as mailed. Seconded by Alderman
Wieselmann, motion carried.
COMMITTEE REPORTS
FINANCE COMMITTEE: Alderman Linck presented the report of the Finance
Committee meeting held on March 20, 1968, and moved that the report
be accepted and placed on file. Seconded by Alderman Joost, motion
carried.
PUBLIC WORKS COMMITTEE: Alderman Wieselmann presented the report
a
of the Public Works Committee meeting held on March 21, 1968, and
moved that the report be accepted and placed on file. Seconded by
Alderman Wollman, motion carried.
PUBLIC SAFETY COMMITTEE: Alderman Narlock presented the report of
the Public Safety Committee meeting held on March 18, 1968, and moved
that the report be accepted and placed on file. Seconded by Alderman
Linck, motion carried.
PUBLIC WELFARE COMMITTEE: No report.
RULES, LAWS & ORDINANCE COMMITTEE: Alderman Joost presented the report
of the Rules, Laws & Ordinance Committee meeting held on March 21, 1968,
and moved that the report be accepted and placed on file. Seconded by
Alderman Narlock, motion carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that the Cancer Drive would begin very soon l and anyone wishing to help with this Drive should contact Mrs. Carol
Farrand, W190 S7416 Bay Shore Dr., Muskego.
Mayor Gottfried announced that the bids for Sewer Projects MSS l-68,
MSS 2-68 and MSS 3-68 were opened on Monday, March 25, 1968, and the
remaining bids would be opened on Thursday, March 28, 1968. He further
indicated that the bids that had been opened were very favorable.
UNFINISHED BUSINESS
l Ordinance iI96 - The Clerk gave the second reading of Ordinance 1196,
entitled, An Ordinance to Create Chapter 22 of the Municipal Code of
Muskego (Re: Open Housing). Alderman Wollman moved for the adoption
of Ordinance #96, seconded by Alderman Joost. Upon a roll call vote,
l the motion to adopt Ordinance #96 carried unanimously.

NEW BUSINESS
Resolution 1~43-68 - The Clerk read Resolution #43-68, entitled, Approval'
of Fire Protection Contract with Muskego Volunteer Fire Department.
Alderman Linck moved for the adoption of Resolution #43-68, seconded
* by Alderman Lentini. Upon a roll call vote, the motion carried
unanimously.
l Resolution l/44-68 - The Clerk read Resolution i/44-68, entitled, Denying
the Request for Vacation of Alley in Point Denoon. Alderman Lentini
moved for the adoption of Resolution f/44-68, seconded by Alderman
Narlock, motion carried. The Clerk read legal opinion advising that
a public hearing need not be held regarding this matter.
Resolution i/45-68 - The Clerk read Resolution #45-68, entitled,
Approving the Erection of Official Entrance Sign. Alderman Narlock
moved for the adoption of Resolution #45-68, seconded by Alderman
Joost. The Clerk read a communication directed,to the Common Council
from the Secretary of the Citizens Advisory Committee advising
that the proposed City Entrance Sign designed and adopted by
the Civic Improvement Committee be deemed the "Official City Entrance
Sign". Following discussion as to the previous plans of a City
Entrance Sign, Mayor Gottfried requested permission to have Mr. Wayne
Salentine speak. Mr. Salentine displayed a sample model of the
proposed sign. He further indicated that $200.00 towards the cost
of the sign had been proposed by the Chamber of Commerce. It was also
hoped to have other civic organizations share some of the expense.
Further discussion followed and Alderman Joost moved to refer Resolution
#45-68 to the Public Welfare Committee and that action be taken at the
next Council meeting. Seconded by Alderman Lentini. Upon a roll call
vote the motion carried unanimously.
Resolution #46-68 - The Clerk read Resolution #46-68 entitled,
Authorizing the Taking of Bids for the 1968 Sealcoating. Alderman
Budish moved for the adoption of Resolution #46-68, seconded by
Alderman Wieselmann. Upon a roll call vote, the motion to adopt
Resolution #46-68 carried unanimously.
Resolution 1~47-68 - The Clerk read Resolution #47-68,entitled, Approval
of the City Participating in College Avenue Reconstruction. Alderman
Budish moved for the adoption of Resolution i/47-68, seconded by Alder-
man Wieselmann.

Upon a roll call vote, the motion carried unanimously.
Resolution 848-68 - The Clerk read Resolution l/48-68, entitled,
Resolution Approving Erection of Additional Street Lights. Alderman
Linck moved for the adoption of Resolution i/48-68, seconded by Alderman
Narlock. Alderman Lentini moved to amend Resolution #48-68 by deleting
the words "Sandy Beach Lane and Woods Rd." Seconded by Alderman Narlock.
Alderman Budish spoke in opposition to the amendment as did Alderman
Joost and Alderman Wieselmann. Upon a roll call vote to amend Resolution
f/48-68, Alderman Lentini voted "aye" and Aldermen Budish, Joost, Linck,
Narlock, Wieselmann and Wollman voted "no". The motion to amend
a Resolution $148-68 did not carry. Upon a roll call vote to adopt
Resolution 1148-68, Aldermen Budish, Joost, Linck, Narlock, Wieselmann
and Wollman voted "aye". Alderman Lentini voted "no". The motion to
Adopt Resolution j/48-68 carried.
a Resolution #49-68 - The Clerk read Resolution f/49-68, entitled,
Establishing Procedure for the Servicing of Holding Tanks. Alderman

Wollman moved for the adoption of Resolution f/49-68, seconded by
Alderman Joost. Following discussion, Alderman Wieselmann indicated
that he felt the wording of the resolution needed clarification
and therefore moved to have Resolution i/49-68 referred to the Public
' Welfare Committee. Seconded by Alderman Narlock. Alderman Lentini
requested a recess in order to have the City Attorney re-word the
resolution. Mayor Gottfried declared a recess at 8:33 P.M. and the
meeting reconvened at 8:40 P.M. Alderman Wieselmann indicated that
he wished to retract his motion to refer Resolution #49-68,to the
Public Welfare Committee, with the consent of his second, and to
amend it in accordance with Attorney Hippenmeyer's suggestions.
Seconded by Alderman Narlock, motion carried. Upon a roll call vote
the motion to adopt Resolution #49-68, As Amended, carried unanimously.
Ordinance #98 - The Clerk gave the first reading of Ordinance 1198,
entitled, An Ordinance to Amend Ch. 7 of the Municipal Code of the
City of Muskego (Re: Keys Left in Automobiles)
Ordinance #99 1 The Clerk gave the first reading of Ordinance #99, entitled
Anr Ordinance to Amend Ch. 12 of the Mun. Code of the City of Muskego
(Possession of Intoxicating Liquors by Minors) Alderman Joost moved
to suspend the rules that would waive the second reading of Ordinance
l/99. Seconded by Alderman Narlock. Upon a roll call vote, the motion
to suspend the rules carried unanimously. Aid. Wollman moved to adopt Ord.9: Seconded by Ald. Narlock. Upon roll call, the motion to adopt Ord.99carr.e
Ordinance #lOG - .The Clerk gave the first reading of Ordinance #~&lmous'y
entitled, An Ordinance Amending Ch. 7 of the Mun. Code of the City
of Muskego.
Ordinance #lo1 - The Clerk gave the first reading of Ordinance i/101,
entitled, An Ordinance Related to Residence Requirements of City
Officers and Employees. Ordinance #lOl referred to the Rules,.Laws
& Ordinance Committee.
LICENSE APPROVAL - Alderman Budish moved for the granting of a Transient
Merchants License for C & S Concessions. Seconded by Alderman Linck,
motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication directed to the Common Council from the
Secretary of the Muskego Citizen's Advisory Committee regarding the
rezoning of a parcel of land in Sec. 2 from RS-2 to Industrial I-l Park.
Communication referred to the Plan Commission.
Alderman Narlock read a communication directed to the Common Council
and the Mayor from Attorney Dennis Wagner of the Law Firm of Carr,
Mazza and Wagner regarding Special Assessments of Sewer Installation.
Alderman Narlock moved to set a Public Hearing date regarding Sewer
Assessment Policies. Seconded by Alderman Wieselmann. Considerable
discussion followed with Attorney Hippenmeyer reviewing Attorney
Wagner's letter to the Mayor and Council and that if a Public Hearing
were held there would be no official action on previous sewer assessment
policies taken - it could only be an informational hearing. Alderman
Wieselmann moved to amend Alderman Narlock's motion by adding the
words "to a date prior to the next Council meeting". Seconded by
Alderman Lentini. Mayor Gottfried indicated that in the event another
Hearing is held, it should be held at a time when both Mr. Mielke and
Mr. Hammond could be present. Upon a roll call vote to hold a Public
Hearing prior to the April 9th Council meeting, Alderman Joost, Budish,
Linck and Wollman voted "no". Aldermen Lentini, Narlock and Wieselmann
voted "aye" The motion to amend Alderman"Narlock's motion did not carry.

Alderman Joost moved to amend Alderman Narlock's motion by adding
the words "and to have the date set by the Municipal Sewer Committee"
Seconded by Alderman Lentini. Upon a roll call vote, the motion
carried unanimously. a Alderman Joost commented that in the future it was his request to

have all correspondence directed to the Common Council go through
regular channels and not delivered by an Alderman at the Council
table.
Alderman Wollman moved to adjourn the meeting, seconded by Alderman
Wieselmann, motion carried. The meeting adjourned at 9:25 P.M.
