MINUTES OF MEETING HELD FEBRUARY 27, 1968
Mayor Gottfried called the meeting to order at 7:30 P.M.
PRESENT: Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Fra~nk Narlock, Donald Wieselmann and
Walter Wollman. Also present were Attorney Richard S. Hippenmeyer
and City Clerk Bette Bowyer.
MINUTES: Alderman Budish moved to accept the Minutes of the Common
Council meeting of February 13, 1968, as mailed. Alderman Wieselmann

PUBLIC SAFETY COMMITTEE: Alderman Narlock presented the report of
the P ublic Safety Committee meeting held on February 19, 1968, and
moved that the report be accepted and placed on file. Seconded by
Alderman Lentini and the motion carried.
PUBLIC WELFARE COMMITTEE: No report.
RULES. LAWS & ORDINANCE COMMITTEE: Alderman Joost presented the report
of the Rules, Laws & Ordinance Committee meeting held on February 22, 1968,
and moved.that the report be accepted and placed on file. Seconded by
Alderman Narlock, motion carried.
PLAN COMMISSION: The Minutes of the Plan Commission meeting held on
February 20, 1968 were received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that the Common Council would be meeting
with the School Board of the Muskego-Norway Schools at the Intermediate
School on March 11, 1968, at 8:30 P.M. for the purpose of discussing
mutual problems.
Mayor Gottfried announced that the bids for Sewer Projects MSS-1, MSS-2
and MSS-3 - 68 would be opened on March 25, 1968, at 4:00 P.M. and bids
for Sewer Projects MSS-4-68 and MSS-5-68 will be opened at 4:00 P.M.
on March 28, 1968.
UNFINISHED BUSINESS
Resolution #19-68 - Rejection of Bids for Fountainwood Drainage Ditch
Project. In answer to a question from Alderman Joost, Alderman Budish
indicated that all of the members of the Public Works Committee were
in agreement that the City would benefit greatly by purchasing its own
ditching equipment whereby the Highway Department could clean and widen
all the ditches in the City. He compared the figures of the bids

submitted on this project as to the cost of the City doing its own
work. He further indicated that this project would not be letjout on
bids again. Upon a roll call vote, the motion to adopt Resolution i/19-68
carried unanimously.
Ordinance i/92 - The Clerk read Ordinance #92, entitled, An Ordinance to
Amend the Municipal Code of the City of Muskego and to Establish an
Electrical Code for the City of Muskego. Alderman Wollman moved for the

adoption of Ordinance #92, seconded by Alderman Narlock. Alderman
Wollman moved to amend Ordinance 1192, Section I by adding the words
"which has been on file in the Office of the City Clerk and open to
public inspection for a period of more than two weeks" after the words
"Electrical Code". Seconded by Alderman Narlock, motion carried.
Alderman Lentini moved to defer action on Ordinance #92 and to direct
the City Attorney to prepare the necessary amendment which would
exempt qualified home owners from paying the $10.00 fee. Seconded by
Alderman Wieselmann. Upon a roll call vote to defer action on Ordinance
#92, Aldermen Budish, Joost, Narlock and Wollman voted "no". Aldermen
Lentini, Linck and Wieselmann voted "aye" The motion to defer action
on Ordinance 1~92 did not carry. Alderman Lentini moved for a recess
in order that the proper amendment could be drawn. Seconded by Alderman
Wieselmann. Upon a roll call vote to hold a recess, Aldermen Budish,
Joost, Narlock and Wollman voted "no"!' Aldermen Lentini, Linck and
Wieselmann voted "aye". The motion to hold a recess did not carry.

Alderman Wieselmann spoke in favor of deferring action on Ordinance
#92 for two weeks. Alderman Lentini moved to table Ordinance #92,
seconded by Alderman Wieselmann., Upon a roll call vote to table
Ordinance #92, Alderman Budish, Joost, Narlock and Wollman voted "no".
Aldermen Lentini, Linck and Wieselmann voted "aye". The motion to
table Ordinance #92, As Amended, did not carry. Upon a roll call vote
to adopt-Ordinance #92, As Amended, Aldermen Budish, Joost, Narlock
and Wollman voted "aye" Aldermen Lentini, Linck and Wieselmann voted
"no". The motion to adopt Ordinance i/92 carried.
Ordinance #93, As Amended - An Ordinance to Amend the Traffic Code of
the Municipal Code of the City of Muskego. (Re: Snowmobiles) Alderman
Linck moved for the reconsideration of the amendment he had offered
to Ordinance 1193 at the previous Council meeting. Seconded by Alderman
Wollman. Upon a roll call vote to reconsider the amendment, the motion
carried unanimously. Alderman Linck moved to remove the amendment from
Ordinance #93, seconded by Alderman Wollman. Upon a roll call vote,
the motion carried unanimously. Alderman Wollman moved to amend
Ordinance #93 by eliminating the list of subsections of Chapter 350,
Wis. Stats. and inserting the words "by adopting and-adding thereto Chapter
350, Wis. Stats. relating to snowmobiles. Upon a roll call vote, the
motion to amend Ordinance #93 carried unanimously.

Resolution #31-68 - The Clerk read Resolution #31-68, Authorizing the
Wis. Natural Gas Co. to Install Main. Alderman Budish moved for the
adoption of Resolution 31, seconded by Alderman Wieselmann, motion carried.
0 Ordinance #95 - The Clerk gave the first reading of Ordinance #95, An
Ordinance to Amend the Zoning Ordinance of the City of Muskego ( Re:
John Weseljack).
l Ordinance #97 - The Clerk gave the first reading of Ordinance 1197, entitled,
An Ordinance to Amend the Municipal Code of the City of Muskego and to
Establish a Sign Code for the City of Muskego.

Resolution #32@The Clerk read Resolution #32-68, entitled, Authorizing
Refunds Resulting from Erroneous Assessments. Alderman Joost moved for
the adoption of Resolution #32, seconded by Alderman Linck. Upon a roll
call vote, the motion to adopt Resolution #32-68 carried unanimously.
c Resolution #33-68 - The Clerk read Resolution i/33-68, entitled, Accepting,
Bid on City-owned Truck. Alderman Budish moved for the adoption of
* Resolution #33-68, seconded by Alderman Wollman. Upon a roll call vote,
the motion carried unanimously.
Resolution #34-68 - The Clerk read Resolution #34-68, entitled, Accepting
Bid on AC Crawler Tractor. Alderman Budish moved for the adoption of
Resolution #34-68, seconded by Alderman Wieselmann. Upon a roll call
vote, the motion to adopt Resolution $134-68 carried unanimously.
At 8:35 P.M. Mayor Gottfried declared a recess and the meeting reconvened
at 8~42 P.M.
Resolution #35-68 - The Clerk read Resolution #35-68, entitled, Accepting
an Offer for a State Grant-In-Aid in the Amount of $40,400.00. Alderman
Wollman moved for the adoption of Resolution #35-68, seconded by Alder-
man Budish. Upon a roll call vote, the motion to adopt Resolution
#35-68 carried unanimously.
l LICENSE APPROVAL
Alderman Budish moved for the approval of an Operator's License for
Gregory Longhurst, seconded by Alderman Linck, motion carried.
Alderman Linck moved for the approval of an Operator's License for
William Glynn. Seconded by Alderman Joost, motion carried.
Alderman Budish moved for the approval of an Operator's License for
Hattie Van Remmen. Seconded by Alderman Joost, motion carried.
Alderman Joost moved for the approval of an Operator's License for
James Peppers. Seconded by Alderman Linck, motion carried.
VOUCHER APPROVAL - None
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
l The Clerk read,a communication from Attorney Hippenmeyer directed to
Mayor Gottfried donceming the Accessory Use Permit for Gravel, Inc.
'Communication placed on file.
The Clerk read a communication from R. J. Kreuser, Chairman of the
Community Improvement Program, directed to Mayor Gottfried and Common
Council requesting the establishing of some form of operating a long
range budget for Capital Improvement. Communication placed on file.
The Clerk read communications from Irene Fohr and Gerald Fohr requesting
l the change of status of lots owned in Meadowdale Subdivision. Communications
referred to Plan Commission.
Alderman Joost moved for the reconsideration of Resolution #19-68. The

motion lost for lack of a second.
The Clerk read a communication directed to the Mayor and Council from
the City Plan Commission advising that it is their recommendation that

the Subdivision Control Ordinance be amended to reinstate Sec. VIII to
include the dedication of land for school and park purposes. Communication
referred to the Rules, Laws & Ordinance Committee.

Alderman Wieselmann read a communication directed to Mayor Gottfried
and Members of the Common Council.from Mr. Raymond R. Wallner regarding
the Sewer Assessment charges of the City of Muskego. Communication
referred to the Public Sewer Committee.
l Mayor Gottfried declared a recess at 9:05 P.M. for the purpose of
hearing a presentation by Mr. Robert Congdon, a representative of l Mfrs. Life Ins. Co., regarding a Pension Retirement Plan for City employees.
The meeting reconvened at 9:22 P.M.
Alderman Wieselmann moved to suspend the Rules in order that he could
introduce a resolution entitled, Authorization to Secure a Legal Opinion
on the Sewer Charges in the City of Muskego. Seconded by Alderman
Lentini. Upon a roll call vote to suspend the Rules, Aldermen Lentini,
Narlock and Wieselmann voted "aye". Aldermen Budish, Joost, Linck
and Wollman voted "no". The motion to suspend the Rules did not carry.
Alderman Lentini moved to adjourn the meeting. Seconded by Alderman
Wieselmann, motion carried. The meeting adjourned at 9:40 P.M.
