CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 9, 1968
Mayor Gottfried called the meeting to order at 8:23 P.M.
a PRESENT: Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Frank Narlock, Donald Wieselmann
and Walter Wollman. Also present were Attorney William Reilly and
City Clerk Bette Bowyer.
MINUTES: Alderman Narlock moved to accept the Minutes of the Common
Council meeting of December 26, 1967, as mailed. Seconded by Alderman
Budish, motion carried.
COMMITTEE REPORTS
Finance Committee: Alderman Linck presented the report of the Finance
Committee meeting held on January 3, 1968, and moved that the report
be accepted and placed on file. Seconded by Alderman Joost, motion
carried.
Public Works Committee: Alderman Wieselmann presented the report of
a
the Public Works Committee meeting held on January 4, 1968, and moved
that the report be accepted and placed on file. Seconded by Alderman
Budish, motion carried.
Public Safety Committee: Alderman Narlock presented the report of
the Public Safety Committee meeting held on January 4, 1968, and
moved that the report be accepted and placed on file. Seconded by
Alderman Lentini, motion carried.
Public Welfare Committee: - No Report
Rules, Laws & Ordinance Committee: Alderman Joost presented the report
of the meeting of the Rules. Laws & Ordinance Committee held on
January 4, 19E8, and moved ;hat the report be accepted and placed on
file. Seconded by Alderman Narlock, motion carried.
Plan Commission: The Minutes of the Plan Commission meeting held
on January 2, 1968, were received and placed on file.

Ordinance 890 - The Clerk gave the second.reading of Ordinance $190,
entitled, An Ordinance to Amend the Traffic Code of the Municipal Code
of the City of Muskego (Re: Mystic Dr. and Somerset Dr.) Alderman
Wollman moved for the adoption of Ordinance #90, seconded by Alderman
Joost. Upon a roll call vote, the motion to adopt Ordinance #90 carried
unanimously.
Ordinance 881 - An Ordinance to Create Section 1.04 (a) Municipal Code
of the City of-Muskego (Re: City Engineer). Alderman Wollman moved
that Ordinance #81 be taken from the table, seconded by Alderman Joost.
Upon a roll call vote, the motion to untable Ordinance $181 carried
unanimously. Alderman Wollman moved to amend Ordinance #81, 3rd para-
graph to read "There is hereby created a special committee of the Council,
composed of the Council President and two aldermen elected by the Council".
Also, Section (b) to read: "to review applicants with the Mayor and to
provide to the Mayor, an eligibility list of at least three (3) names." ,' e Motion seconded by Alderman Budish.

Alderman Wieselmann spoke in opposition to the amendments and moved
to defer action on Ordinance 881 for a period of two weeks. Seconded
by Alderman Lentini. Upon a roll call vote to defer action on
Ordinance #81, Aldermen Budish, Joost, Linck and Wollman voted "no".
Aldermen Lentini, Narlock and Wieselmann voted "aye". The motion to
a
defer action on Ordinance #Sl did not carry. Discussion followed
with Aldermen Wieselmann and Lentini indicating that it was their
feeling that they needed clarification as to the wording of Section (b).
Alderman Wieselmann requested one of the Aldermen who voted "no" on
the deferment of Ordinance #81 to reconsider. Upon a roll call vote
to amend Ordinance #81, Aldermen Budish, Joost, Linck and Wollman
voted "aye". Aldermen Lentini, Narlock and Wieselmann voted "no".
The motion to amend Ordinance #81 carried. Alderman Wieselmann moved
to amend Ordinance #81, Section (a) to read as follows: "to create
the procedure to be used in the selection of a city engineer". Also,
Section (b) to read: "to review applicants and to provide to the Mayor,
an eligibility list of at least three (3) names." Seconded by Alderman d
Lentini. Upon a roll call vote to further amend Ordinance #81, Alder-
men Budish, Joost, Linck, Narlock and Wollman voted "no". Aldermen
Lentini and Wieselmann voted "aye". Upon a roll call vote to adopt
Ordinance #81, As Amended, Aldermen Budish, Joost, Linck, Narlock
and Wollman voted "aye". Aldermen Lentini and Wieselmann voted "no".
The motion to adopt Ordinance #81, As Amended, carried.
a NEW BUSINESS
Resolution #l-68 - The Clerk read Resolution 81-68, entitled, Rejection
of Bids for City Garage Addition. Alderman moved for the adoption of
Resolution #l-68. Seconded by Alderman Wollman. Alderman Budish moved
to defer action on Resolution #l-68 for two weeks, seconded by Alderman
Wieselmann. Upon a roll call vote to defer action on Resolution #l-68,
Aldermen Budish, Joost, Lentini, Linck, Wieselmann and Wollman voted
"aye". Alderman Narlock voted "no". The motion to defer action on
Resolution #l-68 carried.
Resolution 1~2-68 - The Clerk read Resolution l/2-68, entitled, Approval
of a New Highway Dept. Employee (Ervin Arndt). Alderman Budish moved
for the adoption of Resolution 82-68, seconded by Alderman Wollman.
Upon a roll call vote, the motion to adopt Resolution 82-68 carried
unanimously.
Resolution $13-68 - The Clerk read Resolution #3-68, entitled, Approving
a
the Purchase of a Hydro Sand Spreader. Alderman Budish moved for the
adoption of Resolution Y/3-68, seconded by Alderman Wieselmann. Upon
a roll call vote, the motion to adopt Resolution #3-68 carried
unanimously.
Resolution #4-68 - The Clerk read Resolution 114-68, entitled, Approving
the Purchase and Installation of a Radio for the Department of Public
Works. Alderman Budish moved for the adoption of Resolution 84-68,
seconded by Alderman Wollman. Discussion followed regarding the high
cost of the radio. Alderman Joost moved to amend Resolution i/4-68
by changing the amount of $l,OOO.OO to $700.00. Seconded by Alderman
Budish. The motion to amend Resolution $14-68 carried. Upon a roll
call vote, the motion to adopt Resolution #4-68, As Amended, carried
unanimously.
a Resolution #5-68 - The Clerk read Resolution #5-68, entitled, Authoriz-
ing the Public Works Department to Sell Highway Equipment. Alderman
Budish moved for the adoption of Resolution #5-68, seconded by Alderman
Wieselmann. Upon a roll call vote to adopt Resolution #5-68, Aldermen l Budish, Joost, Linck, Narlock, Wieselmann and Wollman voted "aye".
Alderman Lentini voted "no".

Resolution #6-68 - The Clerk read Resolution 116-68, entitled, Resolution
Modifying Preliminary Resolution 8158-67 and Correcting Engineer's Report.
Mayor Gottfried reviewed the steps the Public Sewer Committee has taken
regarding the financing of the sewer project. Alderman Wollman moved
to suspend the rules that would interfere with the adoption of Resolution
a
#6-68, seconded by Alderman Budish. Upon a roll call vote, the motion
to suspend the rules carried unanimously. The Clerk read Resolution #6-68.
Alderman Wollman moved for the adoption of Resolution #6-68, seconded by
Alderman Budish. Upon a roll call vote, the motion to adopt Resolution
#6-68 carried unanimously.
Resolution #7-68 - The Clerk read Resolution #7-68 entitled, A Resolution
Relating to Final Determination of Special Assessments. Alderman Budish
moved for the adoption of Resolution #7-68, seconded by Alderman Wollman.
Alderman Linck moved to defer action on Resolution i/7-68 for two weeks
in order that he could further study the contents of Resolution 117-68,
thus being able to more clearly answer the questions directed to him by
property owners in his ward. Seconded by Alderman Narlock. A lengthy
discussion regarding the methods of fixing the assessment charges followed.
Upon a roll call vote to defer action on Resolution 87-68, Aldermen
Lentini, Linck, Narlock and Wieselmann voted "aye" and Aldermen Budish,
Joost and Wollman voted "no". The motion to defer action on Resolution
#7-68 for two weeks carried.
Due to the fact that Resolution i/7-68 was deferred for two weeks and it
is directly related to Resolutions 88-68, 89-68 and #lo-68, Mayor Gottfried
suggested that they be removed from the agenda. There was no objection
and it was so ordered.
LICENSE APPROVAL
Alderman Budish moved for the approval of an Operator's License for
Mr. Jerome Figlinski. Seconded by Alderman Joost, motion carried.
CITY OFFICIAL'S REPORT
The Clerk read the Treasurer's Report for the month ending December 31,
1967, showing a cash balance of $537,125.12. Report placed on file.
The Clerk read the Building Report for the month of December, 1967,
same to be placed on file. A copy of the Annual Building Report for
the year 1967 was received and placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Jack A. Radtke, Attorney for Gravel,
Inc., requesting a permit for auxiliary use of the asphalt plant in the
gravel pit. Communication referred to Public Welfare Committee.
The Clerk read a communication directed to Mayor Gottfried from 0. William
Greiner, Chairman, Little Muskego Lake Committee, inviting him and all
Council members to attend the public presentation by the Little Muskego
Lake Committee of the Feasibility Report recently completed by Mr. Casey
Kendziorski on January 15, 1968, in the Muskego High School gymnasium
at 7~30 P.M.
The Clerk read a connaunication directed to the City of Muskego from Mr.
Donald W. Otto requesting a six week extension of the C & C Construction
Company to complete their work on the sewage stabilization Pond Contract.

The Clerk read a communication from Thos. L. Kissell, Attorney for
Betty Ann Christman and Shirley R. Strehlow directed to herself, re-
questing permission to vacate an alley between Lots 9 and 10, Point
Denoon, in Section 32.
The Clerk read a communication directed to Barbara 3. Sands, Recording
Secretary, City of Muskego Plan Commission, from David R. Beierle,
Southwest Suburban Realty Co., Agent for Mrs. Killa, regarding the
rezoning of idle Isle Beach.from Wetland-Floodplain & RS3 Residence,
with OLS & OLR Overlay Zoning to RSM-Multiple family.
Alderman Wieselmann thanked the Council and anyone concerned for the
flowers and cards received by him during his recent illness.
Alderman Budish moved to adjourn the meeting, seconded by Alderman
Lentini. The meeting adjourned at lo:45 P.M.
