CITY OF MUSKEGO
MINUTES OF MEETING HELD DECEMBER 12, 1967
Mayor Gottfried called the meeting to order at 7~35 P.M.
PRESENT: Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.
S. Robert Lentini, Roland Linck, Frank Narlock a~nd Walter Wollman.
Also present were City Attorney Richard S. Hippenmeyer and City Clerk
Bette Bowyer.
ABSENT: Alderman Donald E. Wieselmann
At this point in the meeting Attorney Hippenmeyer administered the
oath of office to the seven newly appointed Patrolmen for the new
City of Muskego Police Department. They are as follows: Barry L.
Winrich, Robert W. Klenz, DuWayne M. Dzibinski, Leslie A. Meyer, Jr.,
Kenneth R. Czisny, Ronald L. Feurer and Wallace N. Schilling.
MINUTES: Aldenna~n Budish moved to accept the Minutes of the Common
Council meeting of November 28, 1967, as mailed. Seconded by Alderman
Narlock, motion carried.
COMMITTEE REPORTS
Finance Committee: Alderman Linck presented the report of the Finance
Committee meeting held on December 6, 1967, and moved that the report
be accepted and placed on file. Seconded by Alderman Joost, motion
carried.
Public Works Committee: Alderman Wollman presented the report of
the Public Works Committee meeting held on December 7, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman Budish, motion carried.
Public Safety Conunittee: Alderman Narlock presented the report of
the Public Safety Committee meeting held on December 4, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman Lentini, motion carried.
Public Welfare Committee - .No report.
Rules, Laws & Ordinance Committee: Alderman Joost presented the
report of the meeting of the Rules, Laws & Ordinance Committee held
on December 7, 1967, and moved that the report be accepted and placed
on file. Seconded by Alderman Narlock, motion carried.
UNFINISHED BUSINESS
Ordinance #87 - The Clerk gave the second reading of Ordinance #87, An
Ordinance to Amend Sec. 12.09 (8) of the Municipal Code (Number of Dogs
Limited). Alderman Wollman moved for the adoption of Ordinance #87,
seconded by Alderman Narlock. Alderman Wollman moved to amend Ordinance
#87 by omitting the words "unless the premises are zoned "Agricultural"
under the City Zoning Ordinance or". Seconded by Alderman Narlock.
Alderma~n Lentini spoke in opposition to the amendment. The motion to
amend Ordinance 887 carried. Upon a roll call vote to adopt Ordinance
#87, As Amended, Aldermen Budish, Joost, Linck, Narlock and Wollman
voted "aye". Alderman Lentini voted "no". The motion to adopt Ordinance
#87, As Amended, carried.

NEW BUSINESS
Resolution 8153-67 - The Clerk read Resolution #153-67, entitled,
Authorization for the City of Muskego to Lease Equipment. Alderman
Linck moved for the adoption of Resolution 8153-67. Seconded by
Alderman Budish. Upon a roll call vote,
8153-67 carried unanimously.

Resolution j/154-67 - The Clerk read Resolution j/154-67, entitled,
Authorizing the Gas Co. to Install Main. Alderman Budish moved for
the adoption of Resolution #154-67, seconded by Alderman Wollman,
motion carried.
Resolution #155-67 - The Clerk read Resolution #155-67, entitled,
Approval of the Leasing of a Burroughs Bookkeeping Machine. Alderman
Joost moved for the adoption of Resolution 8155-67, seconded by
Alderman Linck. Alderman Budish moved to amend Resolution 8155-67,
fourth paragraph, fourth line be changed to read "from date of delivery
to December 31, 1968". Seconded by Alderman Linck. The motion to
amend Resolution 8155-67 carried. Upon a roll call vote, the motion
to adopt Resolution #155-67 carried unanimously.
Resolution 11156-67 - Approving an Agreement Between the City of Muskego
and the Wisconsin Car Rental, Inc. Upon the advice of Attorney
Hippenmeyer, Alderman Budish moved to defer action on Resolution j/156-67
until the next meeting of the Council. Seconded by Alderman Joost.
The motion to defer action carried.
Resolution 8157-67 - Approval of Maintenance Contract with E. J.
Salentine. Alderman Linck moved to defer action on Resolution 8157-67
until the next meeting, seconded by Alderman Narlock, motion carried.
Resolution f/158-67 - The Deputy Clerk read Resolution f/158-67, Assess-
ment District #3 - Preliminary Resolution Declaring Intent to Exercise
Special Assessment Powers Under Section 66.60, Wisconsin Statutes of 1965.
Alderman Wollman moved for the adoption of Resolution $1158-67, seconded
by Alderman Budish. General discussion followed regarding Paragraph 2
which related to the powers of the Common Council acting as the Board
of Public Works and the cost of the sewer main per running foot.
Upon a roll call vote, the motion to adopt Resolution j/158-67 carried ..- unanimously. The Public Hearing date for the Sewer Assessment Dist.#3 was
l re-scheduled for Dec.27, 1967,8:00 PM in the all-purpose room of the high
Resolution l/159-67 - The Clerk read Resolution 8159-67, entitled, school
Authorizing the Installation of Intersection Street Lighting (Highway 36)
Alderman Budish moved for the adoption of Resolution i/159-67, seconded
by Alderman Wollman. Upon a roll call vote, the motion to adopt Res-
olution 8159-67 carried unanimously.
LICENSE APPROVAL
Alderman Linck moved for the approval of an Operator's License for
Jeanne E. Green. Seconded by Alderman Budish, motion carried.
Alderman Budish moved for the approval of an Operator's License for
e Wilma Kapetanich. Seconded by Alderman Joost, motion carried.
Alderman Linck moved for the approval of an Operator's License for
LeRoy Denny, seconded by Alderman Joost, motion carried.
Alderman Joost moved for the approval of an Operator's License for
l James Geisegh, seconded by Alderman Linck, motion carried.

VOUCHER APPROVAL
Alderman Budish moved for the approval of the payment of vouchers,
a
payable December 12, 1967, in the amount of $29,494.04. Seconded by
Alderman Linck. Upon a roll call vote, the motion to pay the vouchers
carried unanimously.
CITY OFFICIAL'S REPORT
The Clerk read the Treasurer's Report for the month ending November 30,

1967, showing a cash balance of $486,978.10. Same to placed on file.
The Clerk read the Building Report for the month of November, same
to be placed on file.
Attorney Hippenmeyer discussed the awarding of contracts for Public
Works projects.
Attorney Hippenmeyer reported on the recent claim against the City by
Harry Lang.
Attorney Hippenmeyer reported on the present status of Gravel, Inc.
l At 9:07 P.M. Mayor Gottfried declared a recess.
At 9:15 P.M. Mayor Gottfried called a Meeting of the Whole for the
purpose of discussing the recent tour of the 22-acre missile site on
Martin Dr., the proposed addition to the city garage and the possibility
of reconstructing the Fountainwood drainage ditch.
The regular meeting of the Common Council reconvened at lo:15 P.M.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication directed to the Common Council from
R. J. Kreuser, Chairman of the Citizens Advisory Committee, recommending
the adoption of a new Electrical Code for the City of Muskego.
The Clerk read a communication from the Plan Commission regarding the
rezoning of land in Section 26 for John Weseljack. Alderman Lentini
moved that the Public Hearing for the rezoning of land in Sec. 26 be
l set for January 23, 1968, at 7:15 P.M. Seconded by Alderman Joost,
motion carried.
ADJOURNMENT - Alderman Joost moved to adjourn the meeting, seconded
by Alderman Budish, motion carried. The meeting adjourned at lo:20 P.M.
