MINUTES OF SPECIAL MEETING HELD NOVEMBER 7, 1967, FOR THE PURPOSE
OF REVIEWING THE PROPOSED BUDGET FOR 1968
0 Mayor Gottfried called the meeting to order at 8:00 P.M.
PRESENT - Upon roll call Aldermen Budish, Joost, Lentini, Linck, Narlock
and Wollman were present.

Mayor Gottfried reported that the purpose of this meeting was to
review the budget for 1968 that will be presented at the Public
Hearing to be held at Muskego High School on November 27, 1967. He
indicated that the Finance Committee had met with all of the
department heads and prior to the closing of the meeting this
evening any department head that felt the Finance Committee had
errored in reducing their budget will have the opportunity to
express their feelings regarding the 1968 budget. Mayor Gottfried
stated that $174,000.00 would be taken from the Surplus Fund and
$60,468.00 raised by local taxes representing $1.51 tax rate per
$l,OOO.OO assessed valuation for the City. The Mayor reviewed the
anticipated sources of revenue for the year 1968. He then began to review the categories of the proposed budget.
Regarding Account #470, Alderman Narlock questioned the reason
for an increase in Law fees. Mayor Gottfried explained that the
increase was due to the fact that because of the increased activity
in the sewer program and the fact that Attorney Reilly will be
present at Court sessions, which will be held twice a month.
In regard to Account i/500, Elections, Mayor Gottfried explained
the increase was due to the fact that there will be-four elections in
1968.
Regarding Acct. i/538, the increase in budget was due to the anticipated
purchase of a desk, two chairs, typewriter and the rental of a 3M
copy machine and bookkeeping machine. In answer to a question from
Alderman Narlock as to why we are going to a bookkeeping machine

rather than a computer, Clerk Bette Bowyer explained the advantages
of a bookkeeping machine. Alderman Linck added that a bookkeeping
machine would expediate .and simplify the preparation of sewer bills.
Concerning Account Nos. 550 and 560, the increases are due to more
property insurance because of the addition to the city garage and
in employee's welfare because of added employees and the Police Re-
tirement that the City is forced to participate in. In regard to
the Police Budget, Mayor Gottfried stated that it was difficult to
comment on as there was nothing to compare the budget with. He
further stated that the Finance Committee had cut both the Tess
Corners Fire Department Budget and the Civilian Defense budget requests.
In the Building Inspection Department, Mayor Gottfried stated that
w there is a considerable increase in Account 11652 due to the fact
that State Law requires that at least a part-time plumbing inspector
be hired in municipalities where sewers prevail. Also the Building
Inspector had indicated an increasing need for a stenographer that
Could possibly take care of some of the zoning problems that he - _
l incurs.

Mayor Gottfried stated that under Account #670, City Planning, the
contract service was increased due to the fact that the Plan
Counnission has requested $5,000.00 be used in preparation for the
establishment of an industrial park. During 1968 a considerable
amount of activity in this area is anticipated.
Regarding Account #744, Mayor Gottfried stated that the present
contract with Mr. Wauer will expire in September, 1968, and the
City would have to negotiate for a new dump contract.
Alderman Lentini questioned as to whether or not the salary amount
in Account $1760, Engineering, included clerical help - Mayor Gottfried
answered that a city engineer may not be hired until some time in
1968 and that some of the amount budgeted was for clerical help.
Mayor Gottfried stated that the increase in the Highway Maintenance
Budget was due to the fact that it was the hope of the Public Works
Committee to add another man sometime in 1968. The Sealing Program
was decreased considerably because they expect to try a different
method of road repair. Alderman Budish read a list of equipment
the Highway Department hoped to buy during 1968. These included
two 5-ton trucks, two plows, sanders, a striper and a front end
loader.
Regarding Account 8900, Mayor Gottfried stated that the increase
was due to the fact that there was a possibility of hiring a full-
time Librarian sometime in August of 1968.
A slight increase in the Park & Recreation Budget reflected repairs
at Horn Field, fencing at Horn Field and brick facing on the Jensen
Building. Also, preliminary work at Kurth Park in the eastern end
of the City.
At this point in the meeting Mayor Gottfried invited the department
heads to speak. Mr. George Trepanier asked the Council to consider
an increase in the Civilian Defense Budget.
Mr. Paul DeAngelis stated in regard to Account #944, Land Acquisition
and Improvements would be combined.
At 9:20 P.M. Mayor Gottfried declared a recess in order that some of the
amount in Account 8601 could be transferred to Accounts #563 and 564.
At 9:40 P.M. the meeting reconvened.
Chief Howard Imme spoke in behalf of the Tess Corners Fire Department.
He indicated that it was their hope to purchase a new truck in 1968.
Building Inspector Lee spoke in behalf of an increase in his salary.
He read comparable salaries of Building Inspectors of neighboring
municipalities.
Alderman Linck moved that the Civil Defense Budget be increased by
$100.00, $50.00 to be added to the Director's salary, Account l/642,
and $50.00 to be added to Account 8646, Equipment & Supplies.
Seconded by Alderman Lentini. Upon a roll call vote, the motion
carried unanimously.

A discussion took place in regard to Building Inspector'Lee's
salary.
l Alderman Budish moved that the proposed budget be approved and
presented to the electorate on Monday, November 27, 1967, at the
Public Hearing to be held at Muskego High School. Seconded by
Alderman Joost. Motion carried.
Alderman Joost moved to adjourn the meeting, seconded by Alderman

Linck, motion carried. The meeting adjourned at lo:06 P.M.
