MINUTES OF MEETING HELD OCTOBER 24, 1967
Mayor Gottfried called the meeting to order at 7:30 P.M. l PRESENT: Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Frank Narlock and Walter Wollman.
Also present were City Attorney Richard S. Hippenmeyer and City Clerk
Bette Bowyer.
l ABSENT: Alderman Donald Wieselmann.
MINUTES: Alderman Budish moved to accept the minutes of the meeting
of October 10, 1967, as mailed. Seconded by Alderman Narlock, motion
carried.
COMMITTEE REPORTS
FINANCE COMMITTEE: Alderman Linck presented the reports of the
Finance Coanaittee meetings held on October ,ll, 1967, and October 18,
1967, and moved that the reports be accepted and placed on file.
Seconded by Alderman Joost, motion carried.
a PUBLIC WORKS COMMITTEE: Alderman Wollman presented the reports of
of the Public Works Committee meetings held on October 16, 1967, and
October 19, 1967, and moved that the reports be accepted and placed
on file. Seconded by Alderman Budish, motion carried.
PUBLIC SAFETY COMMITTEE: Alderman Narlock presented the report of
the Public Safety Committee meeting held on October 16, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman Lentini, motion carried.
PUBLIC WELFARE COMMITTEE: Alderman Budish reported that a meeting
of the Public Welfare Coannittee had been held on October 18, 1967,
however, the report of the meeting will be formally accepted on
the.next meeting of the Common Council.
RULES, LAWS & ORDINANCE COMMITTEE: Alderman Joost presented the
report of meeting of the Rules, Laws & Ordinance Committee held on
October 19, 1967, and moved tha~t the report be accepted and placed
on file. Seconded by Alderman Wollman. Alderman Narlock reported
that he and Alderman Lentini wished to request that Ordinance #81,
An Ordinance Establishing the Procedure for Selecting a City Engineer,
not be acted upon at this time, applying Sec. 2.15 of the Municipal
Code. Alderman Budish expressed his objection to this request.
Considerable discussion followed relating to the contents of said
Cormnittee minutes concerning lack of formal action taken on Ordinance
#81. In accordance with an opinion from Attorney Hippenmeyer, it was
determined that Ordinance 881 was still in Committee. The motion
to accept the report with the exception of that portion of the report
concerning Ordinance was carried.
PLAN COMMISSION: The report of the Plan Commission meeting held on
w October 17, 1967, was received and placed on file.
COMMUNICATION FROM THE MAYOR'S OFFICE
Mayor Gottfried reported that after discussion with several Aldermen

and many mothers as to when Halloween Handout activities should take
place, it was his decision to proclaim the activities to be on Monday,
October 30th from 4:00 P.M. until dark and the parents of the older
children~ should use their own discretion as to how late the youngsters
should be out.

UNFINISHED BUSINESS
Ordinance R74 - Amendment to the Zoning Ordinance (Parking of Trucks)
l was brought back to the floor for action. Alderman Lentini moved
to defer action on Ordinance #74 until the next meeting. Seconded
by Alderman Narlock. Upon a roll call vote to defer action, Aldermen
Lentini, Linck and Narlock voted "aye". Aldermen Budish, Joost
and Wollman voted "no" In order to break the tie, Mayor Gottfried
voted "no". The motion to defer action on Ordinance 1~74 did not
* carry. Upon a roll call vote to adopt Ordinance 1174, Aldermen Budish,
Joost, Linck, Narlock and Wollman voted "aye". Alderman Lentini
voted "no". The motion to adopt Ordinance #74 carried.
Ordinance #78 - Amendment to the Zoning Ordinance (Bentley) The
Clerk gave the-second reading of Ordinance #78. Alderman Lentini
moved for the adoption of Ordinance #78. Seconded by Alderman
Wollman. Upon a roll call vote, the motion carried unanimously.
Ordinance #79 - Attorney Hippenmeyer gave the second reading of Ord-
inance 1179, i.e. Amendment to the Zoning Ordinance (School Property)
Alderman Wollman moved for the adoption of Ordinance #79, seconded by
Alderman Narlock. Upon a roll call vote, the motion to adopt Ordinance
1179 carried unanimously.
Ordinance #80 - Amendment to the Zoning Ordinance - Sec. 9 (Police
Department.) The Clerk gave the second reading of Ordinance #80.
Alderman Joost moved for the adoption of Ordinance #80, seconded by
Alderman Wollman. Upon a roll call vote, the motion to adopt Ord-
inance #80 carried unanimously
Ordinance #82 - An Ordinance Correcting the Municipal Code. The
Clerk read Ordinance #82. Alderman Narlock moved to suspend the
Rules that would interfere with the adoption of Ordinance #82,
seconded by Alderman Joost. Upon a roll call vote to suspend the
Rules, the motion carried unanimously. Alderman Wollman moved for
the adoption of Ordinance 1183, seconded by Alderman Linck. Upon a
roll call vote, the motion to adopt Ordinance #82 carried unanimously.
Ordinance #83 - An Ordinance to Codify the General Ordinances of the
City of Muskego, was brought back to the floor for action. Upon a
l roll call vote, the motion to adopt Ordinance 1183 carried unanimously.
NEW BUSINESS
Resolution 11138-67 - The Clerk read Resolution #138-67, i.e. Authorizing
the Wisconsin Natural Gas Company to Install Main. Alderman Budish
moved for the adoption of Resolution #138-67, seconded by Alderman
Wollman, motion carried.
Resolution 11139-67 - The Clerk read Resolution $1139-67, entitled,
Approval of Claim of Harold DeBack. Alderman Budish moved for the
adoption of Resolution j/139-67, seconded by Alderman Joost. Upon
a roll call vote, the motion to adopt Resolution l/139-67 carried
unanimously.
Resolution i/140-67 - The Clerk read Resolution #140-67, entitled,
Authorizing the Appointment of Duane Whitehouse as Assistant Humane
Officer. Alderman Linck moved for the adoption of Resolution j/140-67,
seconded by Alderman Narlock. Following discussion, Alderman Joost moved to amend the last paragraph of Resolution 8140-67 by adding
the words "until removed by a majority vote of the Council". Seconded
by Alderman Lentini. Alderman Narlock moved to amend the amendment

by changing the words to "until removed by a two-thirds vote of the
Council." Seconded by Alderman Joost. Upon a roll call vote to
amend the amendment, Aldermen Joost and Narlock voted "aye". Alder-
men Budish, Lentini, Linck and Wollman voted "no". The motion to
amend the amendment did not carry, Upon a roll call vote to amend
Resolution #140-67, Aldermen Budish, Joost, Lentini, Linck and ' Wollman voted "aye". Alderman Narlock voted "no". The motion to'
amend Resolution #140-67 carried. Upon a roll call vote to adopt
Resolution #140-67, As Amended, the motion carried unanimously.
a Resolution $1141-67 - The Clerk read Resolution #141-67, entitled,
Authorizing the Electric Company to Install Street Lights. Alderman
Linck moved for the adoption of Resolution #141-67, seconded by
Alderman Nailock. Upon a roll call vote, the motion to adopt
Resolution 11141-67 carried unanimously.
Resolution #142-67 - Authorizing The Hiring of Grange Construction
Company to Remove Trees in the Cleaning of Muskego Creek. Alderman
Budish moved to suspend the Rules that would interfere with the
adoption of Resolution i/142-67, seconded by Alderman Wollman. Upon
a roll call vote, the motion to suspend the Rules carried unanimously.
The Clerk read Resolution f/142-67. Alderman Budish moved for the
adoption of Resolution f/142-67, seconded by Alderman Wollman. Upon
a roll call vote, the motion to adopt Resolution #142-67 carried
unanimously.
LICENSE APPROVAL- Alderman Budish moved to approve a Class "B"
Fermented Malt Beverage and Intoxicating Liquor License for Shirley
Frank Hills. Seconded by Alderman Linck. Motion carried.
VOUCHER APPROVAL - Alderman Linck moved for the approval of the
payment of vouchers in the amount of $S7,098.34; payable October 24,
1967. Seconded by Alderman Joost. Upon a roll call vote, the
motion to pay the vouchers carried unanimously.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk reported that she was in receipt of a petition regarding
the annexing of land from the Town of Vernon to the City of Muskego.
Petition referred to Attorney Hippenmeyer.
l The Clerk read a petition of a request for the rezoning of property
in Section 36 from Industrial to Agricultural from Mr. John Weseljack.
Alderman Joost moved to set the Public Hearing date for the proposed
rezoning for November 28, 1967, at 7:15 P.M. Seconded by Alderman
Budish, motion carried. Petition referred to Plan Commission.
Alderman Joost moved for the reconsideration of Ordinance $175, As
Amended, entitled, Amendment to the Zoning Ordinance (Re: Gasoline
Service Stations). Seconded by Alderman Narlock, motion carried.
Alderman Joost moved to defer action on Ordinance 1175 until the first
meeting of the Council in December and to set the Public Hearing date
for November 28, 1967, at 7:00 P.M. Seconded by Alderman Narlock,
motion carried.
Mayor Gottfried declared a recess at 9:00 P.M. and the meeting reconvened at 9:15 P.M.
Resoluticn#143-67 - Ald. Lentini moved to suspend the Rules that would
interfere with the adoption of Resolution i/143-67. Seconded by-Alderman Budish, motion carried. The Clerk read Resolution 8143-67, entitled, l Grant of Sewage Easement to H.W. Schmeling and Elizabeth Schmeling.
Alderman Lentini moved for the adoption of Resolution j/143-67,
Seconded by Alderman Budish. Upon a roll call vote, the motion
to adopt Resolution #143-67 carried unanimously.

Alderman Joost moved to adjourn the meeting, seconded by Alderman
Budish, motion carried. The meeting adjourned at 9:20 P.M.
