MINUTES OF MEETING HELD OCTOBER 10, 1967
Mayor Gottfried called the meeting to order at 7~30 P.M.
l PRESENT: Mayor Gottfried, Aldermen Sivier Joost, Jr., S. Robert Lentini,
Roland Linck, Frank Narlock and Walter Wollman. Also present were City
Clerk Bette J. Bowyer and Attorney Richard Hippenmeyer.
8 ABSENT: Aldermen Edmund Budish and Donald Wieselmann.
MINUTES: Alderman Joost moved to accept the minutes of the meeting of
September 26, 1967, as mailed. Seconded by Alderman Wollman, motion
carried.
COMMITTEE REPORTS
FINANCE COMMITTEE: Alderman Linck presented the report of the Finance
Committee meeting held on October 4, 1967, and moved that the report be
accepted and placed on file. Seconded by Alderman Joost, motion carried.
PUBLIC WORKS COMMITTEE: Alderman Wollman presented the report of the
l informal meeting of the Public Works Committee held on October 5, 1967,
and moved that the report be accepted and placed on file. Seconded by
Alderman Linck, motion carried.
PUBLIC SAFETY COMMITTEE: Alderman Narlock presented the report of the
Public Safety Committee meeting held on October 2, 1967, and moved that
the report be accepted and placed on file. Seconded by Alderman Lentini,
motion carried.
PUBLIC WELFARE COMMITTEE: No Report .i - .- ,
.RULES, LAWS & ORDINANCE COMMITTEE: Alderman Joost presented the report
of the meeting of the Rules, Laws & Ordinance Committee held on October 5,
1967, and moved that the report be accepted and placed on file. Seconded
by Alderman Narlock, motion carried.
PLAN COMMISSION - The report of the Plan Commission meeting held on
October 3, 1967, was received and placed on file.

Resolution #120 - Designation of Legal Lot (Ksobiech). The Clerk read
Resolution #120. Alderman Lentini moved for the adoption of Resolution
$112, seconded by Alderman Wollman, motion carried.
Resolution #121 - Designation of Legal Lot (Val Hatlbrucker). The
Clerk read Resolution #121. Alderman Lentini moved for the adoption of
Resolution #121, seconded by Alderman Linck, motion carried.

Resolution #122 - Designation of Legal Lot (Jos. Halbrucker) The Clerk
read Resolution #122. Alderman Lentini moved for the adoption of Resolution
$1122, seconded by Alderman Narl~&, motion carried.
Resolution #110 - Authorizing the Park and Recreation Board to Negotiate
for Land in Section 1. Following a discussion relating to the Plan
l Commission's recommendations, upon a roll call vote the motion to adopt Resolution #llO carried unanimously.

Ordinance 1~73 - Amendment to the Zoning Ordinance (Permitted Accessory
Uses). The Clerk read Ordinance #73. Alderman Wollman moved for the
adoption of Ordinance 1173, seconded by Alderman Joost. Following
discussion, with Alderman Lentini speaking in opposition to the adoption
of the ordinance, upon a roll call vote, Aldermen Joost, Linck, Narlock
l and Wollman voted "aye". Alderman Lentini voted "no"
Ordinance 1~74 - Amendment to Zoning Ordinance (Parking of Trucks) The
Clerk read Ordinance #74. Alderman Wollman moved for the adoption of
Ordinance 1~74. Seconded by Alderman Joost. Discussion followed and
a
Alderman Lentini moved to defer action on Ordinance #74 until the return
of Aldermen Budish and Wieselmann. Seconded by Alderman Wollman. Upon
a roll call vote, the motion to defer action carried unanimously.
Ordinance $175 - Amendment to Zoning Ordinance (Re: Gasoline Stations)
The Clerk read Ordinance #75. Alderman Wollman moved for the adoption
of Ordinance #75, seconded by Alderman Narlock. Discussion followed
relating to Plan Commission recommendations, definition of Public
buildings, base set back line, etc. Mayor Gottfried declared a recess
at 8:30 P.M. and the meeting reconvened at 8~37 P.M. Upon the advice
of Attorney Hippenmeyer, Alderman Wollman moved to amend Ordinance 1175,
Section I, Subsection (4) 2nd line, by changing the figure "200" to
"150" feet. Also, in the second line, the word "the" to "an". Also,
3rd line of Section I, Subsection (4) by changing the words "center
line" to "intersection". Also, in the third last line of Subsection
(4) the figure "200" to "150" foot. Motion seconded by Alderman Narlock.
The motion to amend Ordinance $175 carried. Alderman Lentini moved to
defer action on Ordinance #75, As Amended, for two weeks. Seconded by
Alderman Linck. Upon a roll call vote to defer action on Ordinance #75,
As Amended, Aldermen Joost, Narlock and Wollman voted "no". Aldermen
Lentini and Linck voted "aye". The motion to defer action on Ordinance
#75, As Amended, did not carry. Following more discussion, Alderman
Lentini moved to further amend Ordinance 1175 by Omitting Subsection (2)
of Section I entirely. The motion lost for lack of a second. After
review and advice of Attorney Hippenmeyer, Alderman Joost moved to
further amend Ordinance #75 by omitting Subsection (2) of Section I.
Motion seconded by Alderman Narlock. Motion carried. Upon a roll call
vote to adopt Ordinance #75, As Amended, Aldermen Joost, Lentini,
Narlock and Wollman voted "aye". Alderman Linck voted "no". The motion to adopt Ordinance i/7!?, As Amended, carried.
Ordinance $176 - Amendment to Salary Ordinance (Police Dispatchers) The
Clerk read Ordinance #76. Alderman Linck moved for the adoption of l Ordinance 1~76. Seconded by Alderman Narlock. Upon a roll call vote,
the motion to adopt Ordinance #76 carried unanimously.
Ordinance 1177 - An Ordinance to Codify the General Ordinances of the
City of Muskego. The Clerk read Ordinance 1177. Alderman Wollman moved
for the adoption of Ordinance #77. Seconded by Alderman Narlock. After
discussion, Alderman Wollman moved to defer action on Ordinance 1177 for
two weeks. Seconded by Alderman Narlock. Upon a roll call vote, the
motion to defer action on Ordinance 1177 carried unanimously.
NEW BUSINESS
Resolution #132-67 - Extending the Permit of Payne & Dolan to Operate
a An Asphalt Plant until the Completion Date of Highway "Y". Alderman
Wollman moved for the adoption of Resolution j/132-67. Seconded by
Resolution #133-67 - Authorization for Police Department to Lease
Equipment. Alderman Linck moved for the adoption of Resolution i/133-67,
l seconded by Alderman Narlock. Upon a roll call vote, the motion to
adopt Resolution l/133-67 carried unanimously.

Blue Cross - Blue Shield and the City of Muskego. The Clerk read
Resolution 11134-67. Alderman Linck moved for the adoption of Resolution
i/134-67. Seconded by Alderman Narlock. Upon a roll call vote, the
motion to adopt Resolution 11134-67 carried unanimously.
l Resolution l/135-67 - Authorizing the Qaisconsin Natural Gas Company
to Install Gas Main Along the Right-of-Way of Streets in the City of
Muskego. Alderman Wollman moved for the adoption of Resolution $1134-67.
Seconded by Alderman Narlock, motiom carried.

gave the first reading of Ordinance #78.

The Clerk gave the first reading of Ordinance i/80.
Ordinance #81 - Establishing the Procedure for Selecting a City Engineer.
The Clerk gave the first reading of Ordinance #81. The ordinance will
be referred to the City Attorney and the Rules, Laws & Ordinance Committee.
the Public Works Committee to Purchase Resolution 11136-67 - Authorizing
a New Heavy Duty Truck. Alderman Wollman moved to Suspend the Rules that
would interfere with the adoption of Resolution i/136-67, seconded by
Alderman Narlock. Upon a roll call vote to suspend the rules, the
motion to suspend the rules carried unanimously. Ald. Wollman moved for the adoption of Res.#l36-67, seconded by Ald. Linck, motion carried un

Ditch. Alderman Wollman moved to suspend the Rules that would inter-
fere with the adoption of Resolution i/137-67. Seconded by Alderman
Joost. Upon a roll call vote to suspend the rules, the motion carried
unanimously. The Clerk read Resolution $1137-67. Alderman Wollman
QovOd for the adoption of Resolution j/137-67, seconded by Alderman
Joost. Following discussion, Alderman Wollman moved to amend the :3rd.
Paragraph of Resolution.#l37-67 by adding the words "not to exceed
$1,000.00." Seconded by Alderman Joost. The motion to amend Resolution
#137-67 carried. Upon a roll call vote, the motion to adopt Resolution
l/137-67, As Amended, carried unanimously.
l LICENSE APPROVAL
Alderman Linck moved for the approval of an Operator's License for
John Bronk, seconded by Alderman Joost, motion carried.
Alderman Joost moved for the approval of antiperator's License for Ray
Kolp. Seconded by Alderman Linck, motion carried.
VOUCHER APPROVAL
Alderman Linck moved for the approval of the payment of vouchers in the
amount of $65,858.60. Seconded by Alderman Joost. Upon a roll call
vote, the motion to approve the payment of vouchers as of October 10,
a 1967, the motion carried unanimously.
CITY OFFICIAL'S REPORT
The Clerk read the Treasurer's Report for the month of September, 1967,
l showing a cash balance as of September 30, 1967, of $65,858.60. Report placed on file.
The Clerk read the Building Report for the month of September, same to
be placed on file.

The Clerk read a communication from Attorney Kramer regarding a claim
against the City of Muskego. Alderman Joost moved that the claim be
denied by the Common Council of the City of Muskego. Seconded by
Alderman Linck. Upon a roll call vote, the motion to deny the claim
a carried. Communication placed on file.
The Clerk read a communication directed to herself from Sibyl1 Yrsg,
Big Bend Village Clerk, indicating that the Village Board of Big Bend
Ys,opposed to the Payne and Dolan Annexation from the Town of Vernon
(L to the City of Muskego. Communication placed on file.
ADJOURNMENT
Alderman Linck moved to adjourn the meeting, seconded by Alderman
Joost. Motion carried. The meeting adjourned at lo:12 P.M.
