Robert Lentini, Roland Linck, Frank Narlock, Donald Wieselmann and Walter Wollman. Also present were Clerk Bette J. Bowyer and Attorney Richard Hippenmeyer. ABSENT: Alderman Edmund Budish. MINUTES: of September 12, 1967, as mailed. and it carried. COMMITTEE REPORTS: FINANCE COMMITTEE: Alderman Linck presented the report of the Finance Committee meeting held on September 20, 1967, and moved that the report be accepted and placed on file. motion carried. Alderman Wollman moved to accept the minutes of the meeting Alderman Linck seconded the motion Seconded by Alderman Joost and the PUBLIC WORKS COMMITTEE: Alderman Wieselmann presented the report of the Public Works Committee held on September 21, 1967, and moved that the report be accepted and placed on file. Seconded by Alderman Wollman and the motion carried. PUBLIC SAFETY COMMITTEE: the Public Safety Committee meeting held on September 18, 1967, and moved that the report be accepted and placed on file. Alderman Lentini, motion carried. PUBLIC WELFARE COMMITTEE: No report RULES, LAWS & ORDINANCE COMMITTEE: Alderman Joost presented the report of the meeting of the Rules, Laws & Ordinance Committee held on September 21, 1967, and moved that the report be accepted and placed on file. Alderman Narlock seconded the motion and the motion carried. Alderman Narlock presented the report of Seconded by PLAN COMMISSION - The report of the Plan Commission meeting held on September 19, 1967, was received and placed on file. COMMUNICATIONS EXOM THE MAYOR'S OFFICE Mayor Gottfried announced that he has appointed Alderman Roland Linck to serve as the third member of the Municipal Sewer Committee. Mayor Gottfried announced that the new Municipal Code has been re- ceived and is now open for public inspection in the City Clerk's Office. because of the cost of the Code, a copy is merely loaned to the Aldermen and other officials of the City, however, that decision will be up to the Council. He indicated that, as is the policy of most communities, Page 2. UNFINISHED BUSINESS Charter Ordinance #12 - Recreating the Position of City Engineer. Alderman Wieselmann moved to amend Charter Ordinance #12 by eliminating Section 3 from Charter Ordinance #12 and to have Section 4 become Section 3, Section 5 to become Section 4 and Section 6 become Section 5. Seconded by Alderman Narlock. Narlock read a petition signed by nine citizens of the City regarding the selection of City employees and officers. upon a roll call vote the motion to eliminate Section 3, have Section 4 become Section 3, Section 5 become Section 4 and Section 6 become Section 5 carried unanimously. Charter Ordinance 1/12, As Amended, the motion carried unanimously. At this point in the meeting Alderman Following discussion, Upon a roll call vote to adopt NEW BUSINESS Resolution 11128-67 - Authorizing the Installation of Gas Main. Clerk read Resolution #128-67. Alderman Wieselmann moved for the adoption of Resolution #128-67, seconded by Alderman Wollman, motion carried. Resolution 11129-67 - Authorizing the Transfer of Money from General Fund to Account #883, City Owned Land. 11129-67. seconded by Alderman Joost. adopt Resolution 11129-67 carried unanimously. Resolution 1/130-67 - Authorizing the Finance Committee to Advertise for Bids for the Taking of Percolation Tests in the City of Muskego. The Clerk read Resolution 11130-67. Alderman Joost moved for the adoption of Resolution 1'1130-67, seconded by Alderman Linck. Following discussion as to the contents of the agreement between the City and the individual taking the percolation tests, upon a roll call vote to adoption Resolution #130-67, the motion carried unanimously. Ordinance 1175 - The Clerk gave the first reading of Ordinance 1/75, entitled, Amendment to Zoning Ordinance (Gasoline Service Stations) Ordinance 1/76 - The Clerk gave the first reading of Ordinance 1/76, i.e. Amendment to Salary Ordinance (Police Dept. Dispatchers) Ordinance #77 - The Clerk gave the first reading of Ordinance 1/77, entitled, An Ordinance to Codify the General Ordinances of the City of Muskego. The The Clerk read Resolution Alderman Linck moved for the adoption of Resolution 11129-67 , Upon a roll call vote, the motion to 6 LICENSE APPROVAL Alderman Joost moved to approve an Operator's License for Lucille De Mart. Seconded by Alderman Linck, motion carried. Alderman Joost moved to approve an Operator's License for John Fullerton, seconded by Alderman Linck, motion carried. Alderman Joost moved for approval of a Class "C" Dance Hall License for the Jewel Crest Advancement Association for the second and fourth Saturday of each month from September through May, 1968. Seconded by Alderman Linck, motion carried. VOUCHER APPROVAL Alderman Linck moved for the approval of payment of vouchers in the vote to pay the vouchers, the motion carried unanimously. * amount of $75,767.40. Seconded by Alderman Joost. CITY OFFICIAL'S REPORT - None COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a notice of intention to circulate an annexation petition for certain territory lying in the Town of Vernon by Payne and Dolan of Wisconsin, Inc. to the City of Muskego. Alderman Wieselmann moved to suspend the Rules so that an ordinance could be introduced setting up the method of appointment of the city engineer. Seconded by Alderman Narlock. Upon a roll call vote to suspend the rules, Aldermen Lentini, Narlock and Wieselmann voted "aye" and Aldermen Joost, Linck and Wollman voted "no". a motion to suspend rules requires a two-thirds vote of the Council, the motion to suspend the rules did not carry. Resolution $1131-67 - Alderman Wieselmann introduced Resolution 11131-67, entitled, Requesting the Transfer of Money from the General Fund to Account $1262, Major Road Improvement Reserve Account. Wieselmann moved to suspend the rules that would interfere with the adoption of Resolution $1131-67. Seconded by Alderman Wollman. Upon a roll call vote the motion to suspend the rules carried unanimously. Alderman Wieselmann read Resolution $1131-67 and moved for its the motion to adopt Resolution #131-67 carried unanimously. BowyerL Cit) Clerk U September 26, 1967 TO: ALL ALDERMEN 0 Gentlemen: Over the past several weeks you have been involved in the adoption of Charter Ordinance #12 which relates to the re- creation of the position of city engineer and the mechanics by which the appointment would be made. past few weeks the subject matter of this ordinance has been discussed in several committee meetings. In listening to these discussions it appears that a clarification of the methods by which the engineer would be chosen, should that responsibility lie within the office of the MayqRis in order. During the cours. of these After giving considerable thought to this matter and should Charter Ordinance 1/12 be adopted, as presented, I would use the following procedure to insure that the engineer submitted to you for approval would be the most qualified person available: (1) The salary of the city engineer would have to be established by the Council and it is my hope that it will be sufficient to attract the most qualified people available. thinking in the range of $12,000.00 to $15,000.00. 0 I am (2) In cooperation with the Public Works Committee and the rest of the aldermen and the Plan Commission and with the help of the State Bureau of Personnel, job specifications would be prepared and submitted to the Council €or approval prior to advertising for the position. (3) A written examination would be held under the direction of the State Bureau of Personnel. The results of the examination would then be reviewed by the Mayor and the Public Works Committee and a reasonable number of candidates would be given an oral examination. The oral board would be made up of the Mayor, the Public Works Committee and another consulting engineer. Although it is in the best interest of everyone concerned to keep the oral examination confidential, those members of the council wishing to attend and observe the proceedings would be welcome to do so. (4) Following the oral examination a review of the candidates would be made with members of the Public Works Committee and the list of eligible persons would be further reduced and additional personal interviews could be held should they be necessary. Following the final interviews I would then discuss my choice with the Public Works Committee and other interested aldermen and his name would be submitted to YOU for your approval. I hope this procedure meets with your approval and that you will adopt Charter ordinance #12 in order that a city engineer could be hired by the first of the year. @ v JE~~ME J. The ctommon council is the true governing body of the oity, elected by the people of Guskego to this important office to fulfill and decide its needs and enact the necessary laws. Although the mayor is chief magistrate, his governing of the city is directed by the common council and at no time Should the aldermen delegate their responsibilities to him. l Appointed professional people mentioned above should never be put in such position which oould subject them to any politi- oal pressure or the time of their employment be limited to the time one man stays elected to office. The seleotion and appointment by any one public official tends to create the following conditions. 1. Sinoe the duration of appointment is limited by who is in office, it removes the dedicated and most educated man from being an applicant. 2. Limited and political appointments restrict the freedom of deaision in important matters and could be the o&use of graft and oorruption. 3. Suoh appointments removes the aggressiveness of the appointee because of the indefiniteness of time. a 4. It would be difficult to receive the cooperation of the appointee in any future changeover to his successor to orderly relay his plans that are con- templated. or in progress. This could result in a waste of taxpayer’s money. 5. Chances of a poor seleotion is more possible with the deoision of one man rather than that of the common council body. For these reasons we request that the mayor and oommon council of Iduskego consider these points before adopting Charter Ordinance
