CITY OF MUSREGO
MINUTES OF MEETING HELD SEPTEMBER 12, 1967
Mayor Gottfried called the meeting to order at 7~33 P.M.
PRESENT: Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Frank Narlock, Donald Wieselmann
and Walter Wollman. Also present were Clerk Bette J. Bowyer and
Attorney Richard Hippenmeyer.
MINUTES: Alderman Budish moved to accept the minutes of the meeting
of August 22, 1967, as mailed. Alderman Narlock seconded the motion
and the motion carried.
COMMITTEE REPORTS:
FINANCE COMMITTEE: Alderman Linck presented the report of the
Finance Committee meeting held on September 6, 1967, and moved
that the report be accepted and placed on file. Seconded by Ald.
Joost and the motion carried.
PUBLIC WORKS COMMITTEE: Alderman Wieselmann presented the report
of the Public Works Committee held on September 7, 1967, and moved
that the report be accepted and placed on file. Alderman Wollman
seconded the motion and the motion carried.
PUBLIC SAFETY COMMITTEE: Alderman Narlock presented the report of
the Public Safety Committee meeting held on August 28, 1967, and
moved that the report be accepted and placed on file. Alderman
Lentini seconded the motion and the motion carried.
PUBLIC WELFARE COMMITTEE: Alderman Budish presented the report of
the Public Welfare Committee meeting held on September 6, 1967, and
moved that the report be accepted and placed on file. Seconded
by Alderman Lentini, motion carried. \
RULES, LAWS & ORDINANCES COMMITTEE: Alderman Joost presented the
report of the meeting of the Rules, Laws & Ordinances Committee
held on September 7, 1967, and moved that the report be accepted
and placed on file. Alderman Wollman seconded the motion and
the motion carried.
PLAN COMMISSION - The report of the Plan Commission meeting held
on September 5, 1967, was received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reported that a meeting will be held in late September
in regard to the financing of sewers and the bonding program. Also,
early in October a meeting of the Council will be held to give them
a detailed briefing on the progress of the sewer program. Suggested
plans for financing will be reviewed.
UNFINISHED BUSINESS
Resolution #lOl-67 - City Library Relocation. The Clerk read
Resolution i/101-67. Alderman Wieselmann requested permission of
the other aldermen present to have Mrs. Ruth Leichtfuss speak in
behalf of the City of Muskego Library. In answer to a question from
Alderman Lentini as to the progress of the proposed Civic Center,
Alderman Budish reported that the Civic Center Committee is await-
ing the results of appraisals made on potential lands. Alderman

Narlock, Budish and Lentini spoke in opposition to the proposed move
of the City Library. Upon a roll call vote to adopt Resolution
i/101-67, Aldermen Budish, Joost, Lentini, Linck, Narlock and Wollman
voted "no" . Alderman Wieselmann voted "aye". The motion to adopt
Resolution i/101-67 did not carry.
Charter Ordinance #12 - Recreating the Position of City Engineer.
The Clerk read Charter Ordinance #12. Considerable discussion
followed with Aldermen Budish, Wollman, Joost and Mayor Gottfried
s~peaking in favor of the adoption of Charter Ordinance 1112. Alder-
men Narlock, Wieselmann and Lentini spoke in opposition of the
ordinance. Alderman Wieselmann moved to table Charter Ordinance 1112
until further information regarding the position of a City Engineer
could be obtained. Seconded by Alderman Narlock. Upon a roll call
vote to table Charter Ordinance $112, Aldermen Budish, Joost, Linck
and Wollman voted "no" and Aldermen Lentini, Narlock and Wieselmann
voted "aye". The motion to table Charter Ordinance #12 did not carry.
Alderman Wieselmann moved to defer action on Charter Ordinance #12
for two weeks. Seconded by Alderman Narlock. Upon a roll call vote
to defer action for two weeks, Aldermen Budish, Joost, Linck and
Wollman voted "no" and Aldermen Lentini, Narlock and Wieselmann
voted "aye". Alderman Joost moved to reconsider the motion to defer
action for two weeks. Seconded by Alderman Wieselmann. Upon a
roll call vote, Aldermen Budish, Linck, and Wollman voted "no".
Aldermen Joost, Lentini, Narlock and Wieselmann."aye". The motion
to reconsider the motion to defer action carried. Upon a roll call
vote to defer action for two weeks Aldermen Joost, Lentini, Narlock
and Wieselmann voted "aye" and Aldermen Budish, Linck and Wollman
voted "no". The motion to defer action on Charter Ordinance #12
carried.
At 8:45 P.M. Mayor Gottfried declared a recess and the meeting re-
convened at 8:48 P.M.
Ordinance #71 - Establishing One-Way Streets in the City of Muskego
(Ruby Drive) The Clerk read Ordinance #71. Alderman Narlock moved
for the adoption of Ordinance #71, seconded by Aldermen Lentini and
Wieselmann. Upon a roll call vote the motion to adopt Ordinance #71
carried unanimously.
Ordinance #72 - An Ordinance Abolishing the Office of Constable.
The Clerk gave the second reading of Ordinance #72. Alderman Wollman
moved for the adoption of Ordinance #72, seconded by Alderman Joost.
Upon a roll call vote the motion to adopt Ordinance $172 carried
unanimously.

Resolution i/120-67 - Designation of Legal Lots (Ksobiech) The Clerk
read Resolution i/120-67. Upon the advice of Attorney Hippenmeyer,
Alderman Lentini moved to defer action on Resolution #120-67 for two
weeks because the Certified Map does not reserve the road proposals
which the Plan Commission required in the approving of the re-division.
Seconded by Alderman Wollman, motion carried.
Resolution #121-67 - Designation of Legal Lots (Val. Halbrucker) Upon
the adv.&ie of Attorney Hippenmeyer Alderman Lentini moved to defer
action on Resolution i/121-67 for two weeks because the Certified
Survey Maps does not reserve the road proposals which the Plan Commission
required in the approving of the re-division. Seconded by Alderman
Wollman, motion carried.

the advice of Attorney Hippenmeyer, Alderman Lentini moved to defer
action on Resolution i&22-67 for two weeks because the Certified
Survey Map does not reserve the road proposals which the Plan
Commission required in the approving of the re-division. Seconded
by Alderman Wollman, motion carried.
Resolution i/123-67 - Directing the City Attorney to Draft Ordinance
to Rezone Land for School Purposes in Sec. 10. Alderman Lentini
moved for the adoption of Resolution 1023-67, seconded by Alderman
Budish, motion carried
Resolution #124-67 - Directing the City Attorney to Draft Ordinance
to rezone Land in Sec. 5. Alderman Lentini moved for the adoption
of Resolution #124, seconded by Alderman Wieselmann, motion carried.
Ordinance 1~73 - Amendment to Zoning Ordinance (Permitted Accessory
Uses). The Clerk gave the first reading of Ordinance #73.
Ordinance #74 - Amendment to Zoning Ordinance (Parking of trucks
in City of Muskego. The Clerk gave the first reading of Ordinance #74.
Resolution #125 - Acceptance of Bid for Two Squad Cars. The Clerk
read Resolution t/125-67. Alderman Joost moved for the adoption of
Resolution i/125-67. Seconded by Alderman Linck. Upon a roll call,
the motion to adopt Resolution #125-67 carried unanimously.
Resolution $1126-67 - Rescinding Action of Resolution 11115-67. Alder-
man Budish moved to suspend the rules that would interfere with the
adoption of Resolution l/126-67, seconded by Alderman Wollman. Upon
a roll call vote to suspend the rules, the motion carried unanimously.
Alderman Budish moved to adopt Resolution i/126-67, seconded by Ald.
Wollman. Upon a roll call vote the motion to adopt Resolution #126-67
carried unanimously.
Resolution #127-67 - Authorizing the Borrowing of Funds to Meet
General and Current Municipal Expenses. Alderman Budish moved to
suspend the rules that would interfere with the adoption of
Resolution 11127-67, seconded by Alderman Wollman, motion carried.
The Clerk Read Resolution i/127-67. Alderman Wollman moved for the
adoption of Resolution #127-67, seconded by Alderman Budish. Upon
a roll call vote to adopt Resolution #127-67, Aldermen Budish,
Joost, Lentini, Linck, Narlock and Wollman voted "aye". Alderman
Wieselmann voted "no"
LICENSE APPROVAL - Alderman Joost moved for the approval of an
Operator's License for Walter Salentine. Seconded by Alderman Linck,
motion carried.
Alderman Linck moved for the approval of a Junk License for Jack
Glockner, seconded by Alderman Joost, motion carried.
Alderman Linck moved for the approval of a Junk License for James
Kohne, seconded by Alderman Narlock, motion carried.
VOUCHER APPROVAL - Alderman Budish moved to amend the voucher list
by adding $20,000.00 for payment to Wolf Construction Co. for recent
road repair work. Seconded by Alderman Linck, motion carried.
Alderman Budish moved for approval of payment of vouchers in the
amount of $52,446.77, seconded by Alderman Linck. Upon a roll call
vote, the motion to pay the vouchers carried unanimously.

CITY OFFICIAL'S REPORT
The Clerk read the Treasurer's Report for the month of August, 1967,
showing a cash balance as of August 31, 1967, of $504,487.02.
l The Clerk read the Building Report for the month of August, same
to be placed on file.
Attorney Hippenmeyer reported on a problem that has developed over
the use of the Decker home for a Police Department.
l COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication directed to the Common Council
from James J. and Audrey E. Rydzik regarding a drainage ditch which
runs parallel to the east lot line of their property. Communication to be referred to the Public Works Committee.
The Clerk read a communication directed to the Common Council from ,
the Plan Commission regarding Ordinance 1170, Forrest Perkins Rezoning
request, same to be placed on file.
Alderman Wieselmann moved to set the Public Hearing date for Tuesday,
October 10, 1967, at 7:00 P.M. and 7:15:00 P.M. respectively for the
* amendments to the Zoning Ordinance (Permitted Accessory Uses and
Parking of Trucks in the City of Muskego).
Alderman Wieselmann requested permission for Mrs. Olga Mimier to
speak. Mrs. Mimier spoke on the hopes of the City Library's future.
Alderman Wieselmann moved to adjourn the meeting, seconded by
Alderman Joost. The meeting adjourned at lo:09 P.M.
