MINUTES OF MEETING HELD AUGUST 8, 1967
Mayor Gottfried called the meeting to order at 7:36 P.M. l PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Frank Narlock, Donald Wieselmann
and Walter Wollman. Also present were Clerk Bette J. Bowyer and
Attorney Hippenmeyer.
0; MINUTES - Alderman Budish moved to accept the minutes of the meeting
of July 25, 1967, as mailed. Alderman Wollman seconded the motion
and the motion carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the Finance
Committee meeting held on August 2, 1967, and moved that the report
be accepted and placed on file. Seconded by Alderman Budish and the
motion carried.
Public Works Committee - Alderman Wieselmann presented the report
l of the Public Works Committee meeting held on August 3, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman Wollman, motion csrried.
Public Safety Committee - Alderman Narlock presented the report of
the Public Safety Conrnittee meeting held on July 31, 1967, and moved
that the report be accepted and placed on file. Seconded by Alderman
Lentini, motion carried.
Public Welfare Committee - No report.
Rules, Laws & Ordinance Committee - Alderman Narlock presented the
report of the meeting of the Rules, Laws & Ordinance Committee held
on August 3, 1967 and moved that the report be accepted and placed
on file. Alderman Wollman seconded the motion and the motion carried.

COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a communica~tion from Mayor Gottfried dated August 7,
1967, directed to the Aldermen in which he vetoed action taken by the
Aldermen in the adoption of Charter Ordinance 812, An Ordinance Re-
creating the Position of City Engineer in the City of Muskego, on
July 25, 1967. Alderman Wieselrann moved to override the veto of
Mayor Gottfried. Seconded by Alderman Lentini. After a lengthy dis-
cussion as to how the position of City Engineer shall be chosen, upon
a roll call vote to override the Mayor's veto, Aldermen Lentini, Nar-
lock & Wieselmann voted "aye" and Alderman Budish, Joost, Linck and
Wollman voted "no" The motion to override the veto did not carry.
l OLD BUSINESS
Ordinance 1168 - An Ordinance Amending Ordinance %55 (Police Dept.) The
Clerk gave the second reading of Ordins~nce #68. Alderman Linck moved
for the adoption of Ordinance 868, seconded by Alderman Narlock.

Considerable discussion took place regarding the salaries for
Patrolmen and Sergeants proposed in Ordinance V68 and Alderman
Wieselmann moved to defer action on Ordinance #68 until the
proposed salary figures could be evaluated. The motion was sec-
l onded by Alderman Budish. Upon a roll call vote to defer action
on Ordinance 668, Alderman Budish, Lentini, Linck, Narlock,
Wieselmann and Wollman voted "aye" and Alderman Joost voted "no".
NEW BUSINESS

Resolution i/95 - Authorizing the Finance Committee to Advertise
for Bids for A Squad Car. The Clerk read Resolution 895. Alderman
Linck moved for the adoption of Resolution #95, seconded by
Alderman Lentini. Upon a roll call vote, the motion to adopt
Resolution #95 carried unanimously.
Ordinance #69 - An Ordinance Amending Ordinance a55 (Deputy Assessor
and Assistant Humane Officer) The Clerk gave the first reading
of Ordinance 869
Ordinance #70 - An Ordinance to Amend the Zoning Ordinance of the
City of Muskego (Sec. 4) The Clerk gave the first reading of
Ordinance #7Q.
0 Charter Ordinance #12 - An Ordinance Re-creating the Position of
City Engineer in the City of Muskego. Alderman Budish moved for
the adoption of Charter Ordinance #12 as had been originally
presented. Seconded by Alderman Wieselmann. In discussion, the
methods of appointing the City Engineer were again reviewed.
Attorney Hippenmeyer advised the five different ways the Statutes
provided for the appointment. Alderman Wieselmenn moved to defer
action on Charter Ordinance #12 pending written legal opinion on
the legality of expanding the provisions of the Statutes. Seconded
by Alderman Narlock. Upon a roll call vote to defer action on
Charter Ordinance #12, Aldermen Lentini, Linck, Narlock and Wiesel-
mann voted "aye" and Aldermsn Budish, Joost and Wollman voted "no".
The motion to defer action on Charter Ordinance f/12 carried.
Resolution j&7-67 - Aopointment of Member to the Park and Recreation
Board (Jack G. Rcfling) The Clerk read Resolution #S7-67. Aldermen
Joost moved for the adoption of 897-67. Seconded by Alderman
Lcntini.

Upon a roll call vote the motion to adopt Resolution #97
carried unan'mously.
Resolution #S8-67 - Authorizing the Wisconsin Natural Gas Co.
to Install Gas Main Along the Right-of-Way of Streets in the City
of Muskego. The Clerk read Resolution #98-67. Alderman Budish
moved for the adoption of Resolution $198-67, seconded by Alderman
Wollmsn. Motion carried.
Mayor Gottfried declared a recess at C:55 P.M. and the meeting re-
convened at S:OO P.M.
Resolution #SS-67 - Authorizing P Study for Removal of Sedimentation
a and Muck from Little Muskego Lake. The Clerk read Resolution S/99-67.
Alderman Budish moved for the adoption of Resolution I/99-G7, seconded
by Alderman Linck. Upon P roll call vote, the motion to adopt
Resolution S&S-C7 carried unanimously.
LICENSE APPROVAL - None

VOUCHER APPROVAL - Alderman Budish moved that the Common Council
approve payment of vouchers in the amount of $26,327.12, payable

August 8, 1967. Seconded by Alderman.Linck. Upon a roll call vote
the motion to pay the vouchers carried unanimously.
CITY OFFICIAL'S REPORT
The Clerk read the Treasurer's Report for the month of July, 1967,
a
showing a cash balance as of July 31, 1967, of $490,147.71.
The Clerk read the Building Inspector's Report for the month of
July, 1967, same to be placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Resolution #lOO-67 - Requesting the Plan Commission to Evaluate
Relocation of City Library Facilities. Alderman Wieselmann
introduced and read Resolution f/100-67. Alderman Wieselmann moved
to suspend the rules that would interfere with the adoption of
Resolution f/100-67, seconded by Alderman Joost, motion carried.
Alderman Wieselmann moved for the adoption of Resolution VlOO-67,
seconded by Alderman Joost, motion carried.
A discussion took plaice regarding a recent statement that had been
presented to Clerk-Comptroller Bette J. Bowyer from Assessor Arthur
Wieselmann, pertaining to an unpaid salary. Same has been referred
to the Finance Committee. After discussion, Alderman Wieselmann moved
that the bill that has been presented be paid as presented. Seconded
by Alderman Lentini. Alderman Joost moved that action be deferred
on this matter until it can be established that the Assessor has
moved his records and city owned equipment into the City Hall. The
motion lost for lack of a second. Upon P roll call vote on Alderman
Wieselmann's motion, Alderman Budish, Lentini, Linck, Narlock,
Wieselmsnn and Wollman voted "aye" and Alderman Joost voted "no"
Clerk Bette Botryer announced that Congressman Glenn Davis would hold
office hours in the Huskego City Hall on September 6, 1967, from
3:15 P.M. - 5:00 P.M.

Clerk Bette Bowyer read a Demand for Payment Claim to the City of
Muskego for $lO,OOO.OO from Harry Lange for damages suffered when
his motorcycle struck an unguarded street obstruction on June 28,
1967. Claim has been referred to the City Attorney a~nd Insurance
Carrier of the City of Muskego.
Alderman Wieselmann moved to adjourn the meeting, seconded by Alderman
Narlock, motion carried. The meeting adjourned at 9:30 P.M.

TO THE HONORABLE ALDEBMEN OF THE COMMON COUNCIL - CITY OF MUSKEGO
Gentlemen:
On July 25, 1967, your Honorable Body adopted Charter
Ordinance $112, As Amended. This ordinance re-created the office
of City Engineer, set forth his duties, and described the manner in
which he is to be appointed.
The ordinance, as originally presented, provided for the
a~ppointment of the City Engineer by the Mayor, subject to confirm-
ation by the Common Council. The Alderman from the Sixth Ward
chose to offer the amendment providing the appointment by the
Council, which was adopted by a 4 to 3 vote.
Although I have expressed my thoughts on this matter to
you ant your July 25, 1967, meeting, I would like once again to
review the reasons why I feel Charter Ordinance 812, as originally
presented, is best for the City of Muskego, and will also explain
why I chose to veto your action.
Since the City of Muskego is still in its infancy, it
is important that the persons who will help mold the image of our
community be carefully chosen. Nothing should be left to chance.
The hiring of any personnel is a tedious, exacting and time consuming
process and cannot be done in a~ haphazard manner. The first
Engineer of the City of Muskego is going to have to be a man who
is more than an Engineer. He will have to have experience in
planning, a~rchitecture, and broad experience in the field of public
works. To find a qualified individual, we should be willing to
scour the entire State, if need be. We should hold qualifying
examinations and extensive oral interviews before a decision is
reached.
There is no question in my mind that the Aldermen are not
capable of handling this matter. However, I do feel that they do
not have the time that will be required to initiate the recruitment,
arrange for the examinations, and interview the candidates.
A single individual in charge of the recruitment program
is more likely to get the job done quicker and with less problems
than a Council of seven men (or even a Committee appointed by
them whose every action would require approval). It is my opinion
that the Mayor is the most logical person to assume this responsib-
ility. In the final analysis, it is you who decide since your
confirmation is required. It is also you who have the power to
remove from office, by a Z/3 vote of the Council, a person you are
not satisfied with.
I respectfully urge that you sustain my veto and reconsider
Charter Ordinance #12 in order that it can be adopted as originally
presented.
