PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr., S. Robert Lentini, Roland Linck, Donald Wieselmann and Walter Wollman. a Also present were City Clerk Bette Bowyer and Attorney R. S. Hippenmeyer. MINUTES - Alderman Budish moved to accept the minutes of the meeting of June 27, 1967, seconded by Ald. Wollman, motion carried. COMMITTEE REPORTS Finance Committee - Alderman Linck presented the report of the Finance Committee held July 5, 1967, and moved that the report be accepted and placed on file. Seconded by Alderman Joost, motion carried. Public Works Committee - Alderman Wieselmann presented the report of the Public Works Committee meeting held July 7, 1967, and moved thst the report be accepted snd placed on file. Seconded by Alderman Wollman, l motion carried. Public Safety Committee - Alderman Lentini presented the report of the meeting held on July 7, 1967, and moved that the report be accepted and placed on file. Seconded by Alderman Linck, motion carried. Public Welfare Committee - Alderman Budish presented the report of the Public Welfare Committee meeting of July 6, 1967, and moved tha~t the report be accepted and placed on file. Seconded by Alderman Wieselmann, motion carried. Rules, Laws & Ordinance Committee - Alderman Joost presented the report of the meeting of the Rules, Laws & Ordinance Committee held on July 6, 1967, and moved that the report be accepted and placed on file. Seconded by Alderman Wollman, motion carried. Plan Commission - The report of the Plan Commission meeting held on June 29, 1967, was received and placed on file. a COMMUNICATIONS FROM THE MAYOR'S OFFICE - None UNFINISHED BUSINESS Ordinance $165 - Milwaukee-Metropolitan Uniform Building Code. Alderman Wollman reviewed the proposed changes to Ordinance 865 as had been submitted by Attorney Reilly. Following comments and suggestions by Attorney Hippenmeyer, Alderman Wollman moved to defer action on Ordinance #65 for two weeks, seconded by Alderman Wieselmann, motion carried. NEW BUSINESS a Charter Ordinance #12, recreating the office of City Engineer for the City of Muskego. The Clerk gave the first reading of Charter Ordinance #12. Ordinance 866 - Mr. Hippenmeyer gave the first reading of Ordina~nce #66, entitled, An Ordinance Amending Ordinance #55 entitled, An Ordinance Establishing Personnel and Establishing and Regulating the Salaries and l Other Compensations of Elected and Appointed Officers and Employees of the City of Muskego (Park Cudtodian and Assistant Park Custodian). Page 2 Resolution #?9-67 - The Clerk read Resolution i/79-67, entitled, Authorizing the Purchase of a 4-drawer Filing Cabinet. Alderman Budish moved for the adoption of Resolution #79-67, seconded by Alderman Joost. Alderman Budish moved to amend Resolution #?9-67 in the third paragraph and the last paragraph by changing the amount of money to $300.00. Seconded by Alderman Joost. The motion to amend Resolution f/79-67 carried. Upon a roll call vote to adopt Resolution i/79-6?, As Amended, the motion carried unanimously. Resolution $180-67 - The Clerk read Resolution 880-67, entitled, Expressimg Approval of Highway Commission Project S-SUO-355. Alderman Budish moved for the adoption of Resolution j/80-67, seconded by Alderman Wollman. Alderman Lentini requested permission of the other Aldermen to be excused from voting on Resolution i/80-67 due to a conflict of interest. There being no objections from any of the Aldermen, Ald. Lentini's request was granted. The motion to adopt Resolution i/80-67 carried. Resolution 881-67 - The Clerk read Resolution f/81-67, entitled, Accepting the Offer of Norman Holtz to Purchase a City Owned Lot in #ragman's Subdivision. Alderman Linck moved for the adoption of Resolution i/81-67, Seconded on Alderman Budish. Upon a roll call vote the motion to adopt Resolution #81-67 carried unanimously. Resolution 1182-67 - The Clerk read Resolution 1182-67, entitled, Designa~tion of a Legal Lot (R. Mittelstaedt) Alderman Lentini moved for the adoption of Resolution j/82-67, seconded by Alderman Wieselmann. Mayor Gottfried explained the background of Posbrig's Plat. lution j/82-67. The motion to adopt Reso- Resolution 1183-67 - The Clerk read Resolution i/83-67, entitled, Granting Hales Corners Sand and Gravel Permit to Quarry Gravel. Al'derman Lentini moved for the adoption of Resolution i/83-67, seconded by Alderman Budish, motion carried. Resolution 1184-67 - The Clerk read Resolution #84, entitled, Granting State Sand and Gravel Company Permit to Qua~rry Gravel. Alderman Lentini moved for the adoption of Resolution $84-67, seconded by Alderman Wiesel- mann, motion carried. Resolution j/85-67 - The Clerk Read Resolution $185-67, entitled, Designation of a Legal Lot (Thos. A. Lasky) Alderman Lentini moved for the adoption of Resolution #85-67, seconded by Alderman Wollman, motion carried. Resolution #86-67 - The Clerk read Resobution l/86-67, entitled, Acceptance of Bid for Sewer Project MSS-3-67. Alderman Wollman moved for the adoption of Resolution #86-67, seconded by Alderman Budish. In answer to a question from Alderman Lentini as to whether or not the installation of the sewer pipe is being inspected, Ald. Wollman indicated that the City Engineer inspects the installation daily and Mayor Gottfried indicated that an engineer from the Milwaukee Metropolitan Sewerage Commission also inspects the installation. The motion to adopt Resolution l/86-67 carried unanimously upon roll call. Resolution f/87-67 - The Clerk read Resolution #8?-67, entitled, Author- izing the Finance Committee to Acquire an Appraisal of the Schwefel Property. Alderman Budish moved for the adoption of Resolution 887-67, seconded by Alderman Joost, motion carried. Page 3. Resolution j/88-67 - The Clerk read Resolution #88-67, entitled, Authorizing the Electric Company to Prepare Street Lighting Program for Highway 24. Alderman Linck moved for the adoption of Resolution l #88-67) seconded by Alderman Lentini, motion carried. Resolution #89-67 - Alderman Budish moved to suspend the rules that would interfere with the adoption of Resolution #89-67, seconded by Alderman Joost. Upon a roll call vote to suspend the rules, the motion e carried unanimously. The Clerk read Resolution #89-67, entitled, Authorizing the Finance Committee to Take Option on Poter~<iol Civic Center Site. Seconded by Alderma~n Joost. Upon ir roll call vote, the motion to adopt Resolution i/89-67 carried unanimously. ELECTION OF ALDERMAN FOR WARD V Alderman Wollman and Alderman Joost explained the procedure to be followed in the election of the Ward V Alderman. The two reporters that were present acted as ballot clerks. The outcome of the votes on the Primary Ballot was es follows: Mr. Henry Hudziak - 2 Mr. Frank Narlock - 3 Mrs. Joan Kohne - 0 Mr. Jerome Piotrowski - 0 Mr. Ralph Lassa II - 1 Mr. William Schunk - 0 Mr. George Letto - 0 On the Election Ballot Mr. Narlock and Mr. Hudziak, having the highest number of votes, were the only two names left on the ballot. The outcome of the election of the Ward V Alderman was as follows: Mr. Frank Narlock - 4 votes Mr. Henry Hudziak - 2 votes Mr. Frank Narlock was elected to fill the Aldermanic vacancy in Ward V. Mayor Gottfried immediately declared a recess in order that Attorney Hippenmeyer could swear in the New Alderman and he could take his place at the table. LICENSE APPROVAL - Alderman Linck moved for the approval of an Operator's License for Lyle Lochsus, seconded by Alderman Budish, motion carried. a VOUCHER APPROVAL - Aldermen Budish moved that the Common Council aoprove payment of vouchers in the amount of $17,036.00, seconded by Alderman Joost. Alderman Budish moved to amend the voucher list by adding $500.30 for the payment of the Led Cross Swimming Program statement, making the total payment of vouchers $17,536.00. Seconded by Alderman Joost. The motion to amend the voucher list carried. Upon a roll call vote to pay the vouchers in the amount of $17,536.00, the motion carried unanimously. CITY OFFICIAL'S REPORT The C!.?r!c read the Treasurer's Report showing a cash balance as of June 30, 1967, as $517,250.12. The Clerk rea~d the Building Inspector's Report for the month of June, lS67, same to be placed on file. '* City Attorney Hippenmeyer read a letter from Nelson & Associates directed to the Muskego Plan Commission regarding the parking of trucks in residentially zoned lend. COMMUNICATIONS AND MISCELLANEOUS BUSINESS l The Clerk rerd P communication from Mr. C. J. Dahlen directed to the Mayor and the Council in which Mr. Dahlen submitted his resignation to the Park & Recreation Board. Communication to be placed on file. Page 4. Alderman Budish moved to set the Public Hearing date on the request of the Muskego-Norway School District for an OIP Overlay in Sec. 10 for Tuesday, August 22, 1967, 7:00 P.M. and to set the Public Hearing date for the request of Donald L. Bentley for an Agricultural Overlay and a Conditional Use Grant for the same evening at 7:15 I?.M.(Sec. 5). Seconded by Alderman Linck. Alderman Wieselmann moved to amend Ald. Budish's motion by waiving the Permit Fee of $25.00 for the School District. Seconded by Alderman Budish, motion carried. a In answer to a question from Alderman Narlock as to whether or not anything could be done to eliminate the use of go-karts on the former Nike Site, Mayor Gottfried advised that this problem has been referred to the Welfare Committee.
