MINUTES OF MEETING HELD MAY 9, 1967
Mayor Gottfried called the meeting to order at 7~37 P.M.
8 PRESENT - Mayor Jerome Gottfried, Aldermen Edmund Budish, Sivier Joost,
Jr., S. Robert Lentini, Roland Linck, Donald Wieselmann, Myron Weaver
and Walter Wollman. A~lso present were City Clerk Bette Bowyer and
Attorney Hippenmeyer.
8 MINUTES - Alderman Joost moved to accept the Minutes of the meeting
held on April 25, 1967. Seconded by Alderman Linck, motion carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the Finance
Committee meeting held on May 3, 1967, and moved that the report be
accepted and placed on file. Seconded by Alderman Joost, motion carried.
Public Works Connnittee - Alderman Wieselmann presented the report of
the Public Works Committee meeting held on May 4, 1967, and moved
that the report be accepted and placed on file. Seconded by Alderman
Budish, motion carried.
8 Safety Committee - Alderman Lentini presented the report of the Safety
Committee meeting held on May 2, 1967, and moved that the report be
accepted. Seconded by Alderman Linck, motion carried.
Public Welfare Committee - Alderman Budish presented the report of the
public Welfare Committee meeting held on May 3, 1967, and moved that
the report be accepted and placed on file. Seconded by Alderman
Wieselmann, motion carried.
Rules, Laws & Ordinance Committee - Alderman Joost presented the report
of the special meeting of the Rules, Laws & Ordinance Committee meeting
held on April 27, 1967, and the report of the meeting held on May 4, 1967,
and moved that the reports be accepted and placed on file. Seconded
by Alderman Wollman, motion carried.
Plan Commission - The Cormnon Council was in receipt of the Plan
Commission minutes of the meeting held on May 2, 1967, and same will

be placed on file.
OLD BUSINESS
Ordinance #63 - entitled, An Ordinance Repealing and Recreating an
Ordinance Entitled, Subdivision Control Ordinance for the City of Muskego, was brought back to the floor for action. Alderman Weaver
moved to amend Page 18, Sec. VI, Para. 4 of Ordinance $63 by adding
the following sentence to the end of the paragraph: "When in the judgement of the Plan Commission sewers will not be available within a reasonable time,
of this paragraph." the Plan Commission may waive the requirements

Alderman Weaver moved to amend Page 19, Sec. VI, Paragraph 11, 13th
line, to read "1 inch" instead of "1% inches", and, to change the
word "two" to "one" of the last sentence. Seconded by Alderman Joost.
Upon a roll call vote, the motion to amend Page 19, Sec. VI, Para. 11
carried unanimously.
Alderman Weaver moved to amend Section VIII, Paragraph B, last
sentence, by deleting the words "and 1000 square feet of land for
park, recreation, and general subdivision open space". Also, to
amend Section VIII, Paragraph B, 4th Line, by deleting the words
"park, recreation and general open." Also, to amend Page 26, Sec.
VIII, Paragraph C, Sub-paragraph 1, 3rd Line from top of page, by
deleting the words "park, recreation and open space".
Also, to amend Section VIII, Section C, 2., Sub-section (a), 4th line,
by deleting the words "park, recreation, and open space service.", and
Subsection (b), 3rd and 4th line, by deleting the words "park,
recreation, and open space." Also, to delete paragraph 3 of Sec. VIII
entirely. Seconded by Alderman Joost. Upon a roll call vote to
further amend Ordinance 863, Aldermen Budish, Joost, Linck, Weaver,
Wieselmann and Wollman voted "aye". Alderman Lentini voted "no".
Alderman Weaver read a communication directed to the Council from
Attorney Hippenmeyer advising the Council not to amend Sec. VI, para.
5, line 3 by changing the word "shall" to "may".
Alderman Lentini moved to delete Sec. 8 of Ordinance #63 entirely.
Seconded by Alderman Wieselmann. Following discussion, Alderman
Lentini requested permission to change his amendment to leave Paragraph
A, Sec. VIII,in Ordinance #63 and delete Paragraphs B, C, 6 D of
Sec. VIII. Mayor Gottfried, Alderman Joost and Alderman Weaver
spoke in opposition to the proposed amendment. Alderman Wieselmann
and Alderman Lentini spoke in favor of the amendment. Upon a roll
call vote to amend the amendment by deleting Paragraph B, C, and D
of Sec. VIII, Aldermen Budish, Lentini, Linck, Wieselmann and
Wollman voted "aye" and Aldermen Joost and Weaver voted "no". The
motion to delete Paragraphs B, C, and D of Sec. VIII carried.
The Clerk read Paragraph 5, Sec. VI of Ordinance 863. At 8~57 Mayor
Gottfried declared a five minute recess. The meeting reconvened at
9:02 P.M. Alderman Wea~ver moved to delete Paragraph 5 of Sec. VI
of Ordinance 863 entirely. Seconded by Alderman Wollman. Upon a
roll call vote, the motion to delete para 5, Sec. VI carried unanimously.
Upon a roll call vote to adopt Ordinance 163, As Amended, the motion
carried unanimously.
Resolution #45-67 - The Clerk read Resolution #45-67, entitled,
Authorizing the Placing of Buoys on Little Muskego Lake, which was
brought back to the floor for action. Alderman Linck moved to amend
Resolution #45-67 in the 4th para., 2nd line, by inserting the words
"does hereby" between the words "Muskego" and "authorize". Also,
by inserting the following paragraph after the 4th paragraph: "BE IT
FURTHER RESOLVED that permission is granted for Sunday only and it
shall be required that the buoys be removed immediately following the
races." Motion seconded by Alderman Lentini. The motion to amend
Resolution 1145-67 carried. The motion to adopt Resolution #45-67,
As Amended, carried.
NEW BUSINESS
Resolution $151-67 - The Clerk read Resolution f/51-67, entitled,
Authorizing the Finance Committee to Offer City Owned Lands for
Sale in the City of Muskego. Alderman Linck moved for the adoption
of Resolution j/51-67, seconded by Alderman Budish. Following discussion,
the motion to adopt Resolution 851-67 carried unanimously.

Resolution $154-67 - The Clerk read Resolution 854-67, entitled,
Accepting "The Tri-Town Hub" as the Official Newspaper for the City
of Muskego. Alderman Wieselmann moved for the adoption of Resolution
i/54-67, seconded by Alderman Budish. Upon a roll call vote, the
motion to adopt Resolution $154-67 carried unanimously.
Resolution $155-67 - The Clerk read Resolution i/55-67, entitled,
Acceptance of Bid for Woods Road. Alderman Budish moved for the
adoption of Resolution i/55-67, seconded by Alderman Wieselmann.
Upon a roll call vote, the motion to adopt Resolution #55-67 carried
unanimously.
VOUCHER APPROVAL - Alderman Joost moved that the Common Council
approve the payment of vouchers in the amount of $117,161.48, payable
May 9, 1967. Seconded by Alderman Linck. Upon a roll call vote,
the motion to pay the vouchers carried unanimously.
LICENSE APPROVAL - Alderman Budish moved for the approval of an
Operator's License for Mr. Frank Czalkowski, seconded by Alderman
Linck, motion carried.
CITY OFFICIAL'S REPORT
The Clerk presented the Building Inspector's Report for the month
of April, 1967, same to be placed on file.
The Clerk presented the Financial Report showing a cash balance as
of April 30, 1967, of #489,506.82, same to be placed on file.
Attorney Hippenmeyer reviewed the latest developments regarding the
abolishment of Farm Drainage District #6.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Alderman Joost requested permission of his fellow aldermen to have
Mr. James Corona speak. Mr. Corona, a student at UWM, announced that
he has recently completed a Political Science Theseis on the polity
of Muskego and the politicians. The thesis, being 60 pages long,
will be condensed and revised and copies provided for all of the
aldermen. He thanked the Mayor and Aldermen for assistance and time
given him.
The Clerk read a letter from Dorn Builders directed to the Common Council
regarding a petition for variance on lot size in Southern Heights SUB- Y
division. Communication to be referred to the Plan Commission.
The Clerk read a communication directed to the Common Council from
Henry W. Wolf, Chairman, Industrial Development Committee, requesting
the rezoning of a parcel of la~nd in the eastern section of Muskego
from RS-2 to I-l. Communication and petition to be referred to the
Plan Corrnission.
ADJOURNMENT - Alderman Joost moved to adjourn the meeting, seconded by
Alderman Linck, motion carried. The meeting adjourned at 9:38 P.M.
