CITY OF MUSKEGO
MINUTES OF MEETING HELD APRIL 25, 1967
Mayor Gottfried called the meeting to order at 7:39 P.M.
PRESENT - Mayor Jerome Gottfried, Aldermen Edmund Budish, Sivier Joost,
Jr., S. Robert Lentini, Roland Linck, Donald Wieselmann, Myron Weaver
and Walter Wollman. Also present were City Clerk Bette Bowyer and
Attorney Hippenmeyer.
MINUTES - Alderman Budish moved to accept the Minutes of the meeting
held on April 11, 1967. Seconded by Alderman Linck, motion carried.
COMMITTEE REPORTS
Finance Committee
Committee meeting
- Alderman Linck presented the report of the Finance
held on April 19, 1967, and moved that the report be
accepted and placed on file. Seconded by Alderman Joost, motion carried.
Public Works Committee - Alderman Wieselmann presented the report of
the Public Works Committee meeting held on April 20, 1967, and moved
that the report be accepted and placed on file. Seconded by Alderman
Wollman, motion carried.
Safety Committee - Alderman Weaver presented the report of the Safety
Committee meeting held on April 18, 1967, and moved that the report be
accepted. Seconded by Alderman Lentini, motion carried.
Public Welfare Committee - No report.
Rules, Laws & Ordinance Committee - Alderman Joost presented the
report of the Rules, Laws & Ordinance Committee meeting held on April
20, 1967, and moved that the report be accepted and placed on file.
Seconded by Alderman Wollman, motion carried.
Plan Commission - The Common Council was in receipt of the Plan
Commission Minutes and same will be placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that the Chairman of the Memorial Day Parade
has extended an invitation to the Aldermen and the Mayor to participate
in the parade. The Aldermen are requested to furnish their own
automobile, preferably a convertible
UNFINISHED BUSINESS
Ordinance #63 - An Ordinance Repealing and Recreating An Ordinance
Entitled, Subdivision Control Ordinance for The City of Muskego.
Alderman Weaver moved to defer action on Ordinance #63 until the
next Council meeting. Seconded by Alderman Wollman, motion carried.
At this point in the meeting Ald. Lentini requested permission of the
Aldermen present to have Mr. 0. Wm. Greiner, Chairman of the Little Muskego
Lake Committee, speak. Mr. Greiner proposed the feasibility of a study to
be made of Little Muskego Lake by Mr. Casey Kendziorski, Jr., Professional
Engineer, Milwaukee, Wis. Mr. Greiner reviewed the purpose of the study
and the benefits that would be derived to the individual property owners
and the community as a whole. He called the Aldermen's attention to
various maps that depicted the useable waters of the lake in its present
condition as compared to what the Committee hoped the lake could be in
the future. The cost of the study would be $2,000.00. The request for
the study will be referred -to the proper committee.

Resolution 839-67 - The Clerk read Resolution f/39-67, entitled,

Appointment of Plan Commission Member. Alderman Budish moved for
the adoption of Resolution 839-67, seconded by Alderman Wieselmann.
Upon a roll call vote, the motion to adopt Resolution 839-67 carried
unanimously.
Resolution #40-67 - The Clerk read Resolution 840-67, entitled,
e Appointment of Members to Board of Appeals. Alderman Weaver moved
for the adoption of Resolution 840-67, seconded by Alderman Wollman.
Upon a roll call vote, the motion to adopt Resolution #40-67 carried
unanimously.
Resolution $141-67 - The Clerk read Resolution 841-67, entitled,
Appointment of Police and Fire Commission Member. Alderman Joost moved
for the adoption of Resolution #41-67, seconded by Alderman Weaver.
Upon a roll call vote, the motion to adopt Resolution i/41-67 carried
unanimously.
Resolution 842-67 - The Clerk read Resolution j/42-67, entitled,
Appointment of Park & Recreation Board Members. Alderman Wollman moved
0 for the adoption of Resolution #42-67, seconded by Alderman Budish.
Upon a roll call vote, the motion to adopt Resolution l/42-67 carried
unanimously.
Resolution 843-67 - The Clerk read Resolution i/43-67, entitled,
Appointment of Member to the Board of Review. Alderman Budish moved
for the adoption of Resolution $143-67, seconded by Alderman Linck.
Upon a roll call vote, the motion to adopt Resolution #43-67 carried
unanimously.
Resolution 844-67 - The Clerk read Resolution 844-67, entitled,
Appointment of Members to Libra~ry Board. Alderman Wieselmann moved
for the adoption of Resolution #44-67, seconded by Alderman Lentini.
Upon a roll call vote, the motion to adopt Resolution 844-67 carried
unanimously.
Resolution 845-67 - The Clerk read Resolution j/45-67, entitled,
Authorizing the placing of Buoys on Little Muskego Lake. Upon the
advice of Attorney Hippenmeyer,

Alderman Budish moved to defer action
Resolution #45-67 until the next Council meeting. Seconded by
Alderman Wieselmann, motion carried.
Resolution #46-67 = The Clerk read Resolution 846-67, entitled,
Dets.rmining Several Personal Property Taxes Uncollectible. Alderman
Joost moved for the adoption of Resolution i/46-67, seconded by Alderman
Linck. Upon a roll call vote, the motion to adopt Resolution l/46-67
carried unanimously.
Resolution i/48-67 - The Clerk read Resolution 1148-67, entitled,
Determination of Wage Scale. Alderman Weaver moved for the adoption
of Resolution #48-67, seconded by Alderman Wollman. After discussion,
+ the motion to adopt Resolution #448-67 carried.
Resolution 1149-67 - The Clerk read Resolution i/49-67, entitled, Declaring
Certain Weeds to be Noxious Within the Boundaries of the City of Muskego,
Waukesha County, Wisconsin. Alderman Wieselmann moved for the adoption
of Resolution $49-67, seconded by Alderman Linck. The motion to adopt
L, Resolution 849-67 carried.

Election of a Council Member to the Plan Commission - Mayor Gottfried
reauested the two reporters present to act as ballot clerks. On the
nominating ballot for a Council member to serve on the Plan Commission,
Alderman Lentini received five votes and Alderman Wollman received two.
l On the election ballot of a Council member to serve on the Plan
Commission, Alderman Lentini received five votes and Alderman Wollman
received two. Alderman Lentini was elected to serve on the Plan
Commission for one more year.

Resolution #50-67 - The Clerk read Resolution #50-67, entitled,
Authorizing the Wisconsin Natural Gas Company to Install Gas Mains
Along the Right-of-Ways of Streets in the City of Muskego. Alderman
Budish moved to suspend the rules that would interfere with the
adoption of Resolution 850-67, seconded by Alderman Wieselmann. The
motion to suspend the rules carried. Alderman Budish moved for the
adoption of Resolution 1150-67, seconded by Alderman Wieselmann. In
answer to a question from Alderman Joost as to whether or not the
Gas Company is following up with needed repair after the installation
of main, Alderman Budish indicated that the Public Works Committee
would not give permission for future installation of main until needed
repair work of previous installation has been completed. The motion
to adopt Resolution #50-67 carried.
l Resolution #52-67 - The Clerk read Resolution #52-67, entitled, A
Resolution to Authorize the Mayor to Apply for Federal Aid in the
Construction of Sewage Facilities. Alderman Weaver moved to suspend
the rules that would interfere with the adoption of Resolution 1152-67,
seconded by Alderman Wollman. The motion to suspend the rules carried.
Alderman Weaver moved for the adoption of Resolution #52-67, seconded
by Alderman Wollman. The motion to adopt Resolution 852-67 carried.
Resolution #53-67 - The Clerk read Resolution i/53-67, entitled, A
Resolution to Authorize the Mayor to Represent the City in the
Application for State Grant-in-Aid in the Construction of Sewage
Facilities. Alderman Weaver moved to suspend the rules that would
interfere with the adoption of Resolution 853-67, seconded by Alderman
Budish. The motion to suspend the rules carried. Alderman Weaver
moved for the adoption of Resolution i/53-67, seconded by Alderman
Wollman, motion carried.
LICENSE APPROVAL - Alderman Linck moved for the approval of a
e
Combination Class "B" Liquor License for Arthur Budahn. Seconded by
Alderman Joost, motion carried.
Alderman Linck moved for the approval of an Operator's License for
Ann Quade, seconded by Alderman Joost, motion carried,
Alderman Budish moved to suspend the rules that would interfere with
the approval of a Fermented Malt Beverage and Intoxicating Liquor License
for Robert and Gary Whalen, seconded by Alderman Linck. The motion to
suspend the rules carried. Alderman Budish moved for the approval of
a Fermented Malt Beverage and Intoxicating Liquor License for Robert
and Gary Whalen, subject to the favorable finger printing report,of Gary
Whalen and the necessary time for advertising. Seconded by Alderman
Wieselmann. The motion for the license approval carried.

Resolution i/36-67 - Upon the advice of Attorney Hippenmeyer, Alderman
Wollman moved that the Council reconsider Resolution i/36-67, entitled,
Resolution Initiating Proceedings to Take Over Farm Drainage Dist. No. 6
in the City of Muskego. Seconded by Alderman Wieselmann. Upon a roll
call vote to reconsider Resolution $136-67, the motion carried
unanimously. Alderman Wieselmann moved to defer action on Resolution
i/36-67 until the next Council meeting. Seconded by Alderman Linck.
The motion to defer action carried.
The Clerk announced that the City is in receipt of
names of Lydia Wauer and Alfred Wauer in behalf of
a Conditional Use Permit for extractive purposes.
