TO THE HONORABLE ALDERMEN - COMMON COUNCIL - CITY OF MUSKEGO
Gentlemen:
On Tuesday, March 28, 1967, at our regular Council meeting,
a
you will be asked to vacate the Muskego Center Lighting District as
proposed in Resolution #24-67 by the Public Safety Committee.
This district was formed in June of 1947, in an attempt
to bring some form of lighting in what was then considered the central
l area of the then Town of Muskego. Since that time there has been an
occasional light added to this district, all on a piece-meal basis,
which I am sure we can all agree has become inadequate.
Adequate lighting on the major thoroughfares and the cross
streets of any community is a recognized necessity. It can aid in
the elimination of traffic hazards, it can be a deterrent to crime
and vandalism, it can be an aid to the revitalization of business
districts in a community, and most important, it can be of great value
in improving the image of our community.
All these factors must be considered when one tries to answer
the question, is Muskego ready for a general lighting project? The
answer to that question is not as easy one. Since Muskego has a con-
e siderable amount of rural area, one must ponder the question as to
whether or not street lights would be of any benefit to that rural area.
It is my opinion that the benefits will be many. We must also consider
the importance of carefully evaluating each new request for street
lights in order that the cost will always be within the ability of the
City to pay for it.
It has been asked, why can't several utility districts be
created within the City to provide the lighting needs of that particular
area? The major problem to this approach is how to determine who would
benefit from a particular light, say for example, on the corner of
Highway 36 and Loomis Drive, or on the corner of Kelsey and Racine Ave?
How many people in that area would you assess the cost of that one
street light?
If street lights are put up in an intelligent and reasonable
manner it is going to benefit everybody within the boundaries of the
City of Muskego, either directly or indirectly. If vandalism can be
prevented, l * even to a small degree, the good name of this community
is protected to the benefit of all. If one life is saved due to better
vision on an intersection within the community we are all spared the
grief and heartbreak of the tragedy. If the business of the commercial
area-is improved or expanded as a result of street lights the entire
City benefits from the increased taxes that are received.
The Public Safety Committee is suggesting that the present
lighting district be dissolved and that lighting be provided at all of
the major intersections of the City and the present business districts.
Under this proposal the cost to this community would be somewhere be-
tween $5,000.00 and $6,000.00. Based on our present valuation, this
would cost the average taxpayer somewhere between 10~ and 12~ per $l,OOO.OO
of assessed valuation.

Certainly this is not too much if one considers
hat one life may be saved, one act of vandalism or crime prevented and
the image of this community would be given one more lift.
I urge all Aldermen to give this their most urgent consideration
and vote "yes" on Resolution i/24-67.

Mayor Gottfried called the meeting to order at 7:39 P.M. l PRESENT - Mayor Jerome Gottfried, Aldermen Edmund Budish, Sivier
Joost, Jr., S. Robert Lentini, Roland Linck, Arthur Wieselmann
and Walter Wollman. Also present were City Clerk Bette Bowyer
and Attorney Hippenmeyer.
a MINUTES - Alderman Wieselmann moved to accept the Minutes of the
meeting held on March 14, 1967. Seconded by Alderman Budish, motion
carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the Finance
Committee meeting held on March 22, 1967, and moved that the report be
accepted and placed on file. Seconded by Alderman Joost, motion
carried.
Public Works Committee - Alderman Wieselmann presented the report
l of the Public Works Committee meeting held on March 23, 1967, and
moved that the report be accepted and placed on file, Seconded by
Alderman Wollman, motion carried.
Public Safety Committee - Alderman Lentini presented the report of
the Public Safety Committee meeting held on March 21, 1967, and moved
that the report be accepted. Seconded by Alderman Linck, motion
carried.
At this point in the meeting Alderman Myron Weaver arrived.
Public Welfare Committee - Alderman Budish presented the report of
the Public Welfare Committee meeting held on March 22, 1967, and moved
that the report be accepted and placed on file. Seconded by Alderman
Wieselmann, motion carried.
Rules, Laws & Ordinance Committee - Alderman Joost presented the
report of the Rules, Laws & Ordinance Committee meeting held on
l March 23, 1967, and moved that the report be accepted and placed on
file. Seconded by Alderman Wollman, motion carried.
Plan Commission - Alderman Lentini moved not to accept the Minutes
of the Plan Commission until the Council meeting of April 11, 1967.
Seconded by Alderman Joost, motion carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that the Northeastern Muskego Civic Association
has extended an invitation to the Aldermen to attend their meeting on
Monday, April 3, 1967, at the Aud-Mar Supper Club at 8:00 P.M. A forum
of the two Candidates for Assessor will be held.

Mayor Gottfried announced that the Muskego-Norway Education Association
has created a Continuing Fund, the initial amount being $125.00, for
the purpose of donating something specific in their name for the in-
tended municipal center to be built in the City of Muskego. The Associ-
ation has also asked that the Mayor proclaim the month of April as
l "Teaching Career Month". It is their hope to encourage students to go
into the teaching field.

Mayor Gottfried announced that the Wisconsin State Department of
Resource Development has submitted their approval for the City of
Muskego to go ahead with their initial sewer project.
The Clerk read a communication from Mayor Gottfried directed to the
a Aldermen urging them to vote "yes" on Resolution i/24-67, entitled,
Vacating Muskego Center Lighting District.
UNFINISHED BUSINESS
Resolution l/21-67 - entitled, Denying Claims for Erroneous Weed Cutting
Charges. Alderman Linck moved to amend Resolution i/21-67 by deleting
the names of Mrs. H. Fitzsimmons - $8.00, and Mr. Arthur Plamann -
$5.00 from the Resolution and by adding the name of Jerome Burzynski -
$35.00 to the list of names of persons being charged for weed cutting
service. Seconded by Alderman Budish. The motion to amend Resolution
#21-67 carried. The motion to adopt Resolution l/21-67, As Amended,
carried unanimously upon roll call.
NEW BUSINESS
Resolution $124-67 - The Clerk read Resolution $124-67, entitled, Vacating
Muskego Center Lighting District. Alderman Linck moved for the

adoption of Resolution 1124-67, seconded by Alderman Weaver. A~fter
discussion, upon a roll call vote the motion to adopt Resolution #24-67
carried unanimously.
Resolution f/25-67 - The Clerk read Resolution i/25-67, entitled,
Allowing Claims for Erroneous Weed Cutting Charges Against the City
of Muskego. Alderman Linck moved for the adoption of Resolution
i/25-67, seconded by Alderman Joost. Upon a roll call vote the motion
to adopt Resolution j/25-67 carried unanimously.
Resolution #26-67 - The Clerk read Resolution $126-67, entitled, Joining
the Building Inspector's Association - Southeastern Region. Alderman
Linck moved for the adoption of Resolution #26-67, seconded by Alderman
Weaver. Upon a roll call vote the motion to adopt Resolution 826-67
carried unanimously.
Resolution 1~27-67 - The Clerk read Resolution 827-67, entitled,
Authorizing Ruekert & Mielke to Prepa~re Data for the Advertising of
Bids for Woods Road Reconstruction. Alderman Budish moved for the
a adoption of Resolution i/27-67, seconded by Alderman Wieselmann. Upon
a roll call vote the motion to adopt Resolution #27-67 carried
unanimously.
Ordinance #63 - Entitled, An Ordinance Repealing and Recreating an
Ordinance Entitled, Subdivision Control Ordinance for the City of
Muskego. Alderman Weaver moved to suspend the rules in order to waive
the first reading of Ordinance l/63 until after the public hearing set
for April 11, 7:00 P.M. Seconded by Alderman Wollman. Upon a roll
call vote the motion to defer the reading of Ordinance i/63 carried
unanimously.

Ordinance $164 - The Clerk read Ordinance #64, entitled, An Ordinance
to Amend Ordinance iI6 entitled, An Ordinance to Establish a Library
Board for the City of Muskego. In order that the City conforms to a
recent amendment of the State Statutes regarding Library Boards, Alder-
man Weaver moved to suspend the rules that would interfere with the
adoption of Ordinance i/64. Seconded by Alderman Wollman. Upon a
roll call vote to suspend the rules the motion carried unanimously.
Alderman Weaver moved for the adoption of Ordinance #64, seconded by
Alderman Wieselmann. Upon a roll call vote the motion to adopt
Ordinance 1164 carried unanimously.

Resolution $128-67 - The Clerk read Resolution 828-67, entitled, Accepting
the Offer of Franc :is Hennebsrry to Purchase Certain Lands in Section 17.
As Resolution f/28-67 did not appear on the agenda, Alderman Budish moved
to suspend the rules that would interfere with the adoption of Resolution
828-67, seconded by Alderman Wollman. Upon a roll call vote, the motion
l to suspend the rules carried unanimously. Alderman Budish moved for the
adoption of Resolution 1128-67, seconded by Alderman Wollman. Upon the
advice of Attorney Hippenmeyer, Alderman Wieselmann moved to defer action
on Resolution #28-67 until the finalization of the sale of the land in
question. Seconded by Alderman Joost, motion carried. a Resolution #29-67 - The Clerk read Resolution #29-67, entitled, Authorization
of Land Purchased from Elsie Spitzner for $3,000.00. Alderman Budish
moved to suspend the rules that would interfere with the adoption of
Resolution l/29-67. Seconded by Alderman Wollman. Upon a roll call vote
to suspend the rules, the motion carried unanimously. Alderman Budish
moved for the adoption of Resolution #29-67, seconded by Alderman Wiesel-
mann. Alderman Budish directed the attention of the Aldermen to a wall
map pointing out the parcels of land the city is acquiring, the parcels
of land to be exchanged and the parcel of land offered to Francis Henne-
berry - all in regard to the proposed Woods Road reconstruction. Upon a
roll call vote the motion to adopt Resolution #29-67 carried unanimously.

The Clerk read Resolution #30-67, entitled, Approval
of Sewer Easement, City of Muskego - Vesbach. Alderman Weaver moved
for the suspension of rules that would interfere with the adoption of
Resolution i/30-67, seconded by Alderman Joost. Upon a roll call vote,
the motion to suspend the rules carried unanimously. Alderman Weaver
moved for the adoption of Resolution $130-67, seconded by Alderman Wollman.
Mr. Hippenmeyer reviewed all of the latest facts relating to the Agreement
between the City of Muskego and Walter and Dorothy Vesbach.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Richard Thode directed to the Common
Council requesting a variance in Section 12 of the Subdivision Control
Ordinance as part of platting of the Herbert Thode farm. Communication
referred to the Plan Commission.
The Clerk read a communication from the Department of Resource Develop-
ment directed to the City Clerk advising that the plans of a sewage
stabilization pond are hereby approved. Communication referred to the e unicipal Sewer Committee.
Alderman Wieselmann questioned the restrictions of the Sign Ordinance
along Highway 24. It was his feeling that perhaps the Plan Commission
should review the Ordinance.
Alderman Budish reported that Cindy Momberg who had been bitten by
a suspected rabid cat was doing fine and that the cat was still in con-
finement.
Alderman Lentini requested that the Finance Committee review all engineer-
ing costsof the last two or three years to aid the Council in determining
whether or not a full time engineer for the City of Muskego is needed.
