CITY OF MUSKEGO
MINUTES OF MEETING HELD MARCH 14, 1967
Mayor Gottfried called the meeting to order at 7:32 P.M.
l PRESENT - Mayor Gottfried, Aldermen Sivier L. Joost, Jr., S. Robert
Lentini, Roland Linck, Myron Weaver, Donald E. Wieselmann and Walter
Wollman. Also present were City Clerk Bette Bowyer ;?nd~.Atty.i~ppenmeyer. .-
l MINUTES - Alderman Wollman moved to accept the Minutes of the meeting
held on February 28, 1967, Seconded by Alderman Joost, motion carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the Finance
Committee meeting held on March 8, 1967, and moved~ that the report
be accepted and placed on file. Seconded by Alderman Joost, motion
carried.
Public Safety Committee - Alderman Weaver presented the report of the
combined meeting of the Safety Committee, the Finance Committee and
Humane Officer John Kelly and Mrs. Kelly held on March 8, 1967, and
a
moved that the report be accepted. Seconded by Alderman Wieselmann,
motion carried.
Public Works Committee - Alderman Wieselmann presented the report of
the Public Works Committee meeting held on March 9, 1967, and moved
that the report be accepted and placed on file. Seconded by Alderman
Wollman, motion carried.
Publi,c.Welfare Committee - Alderman Lentini~~presented the report of
the Public Wetfare Committee meeting held on March 8, 1967, and moved
that the report-be accepted and placed on file. Seconded by Alderman
Wieselmann, motion carried.
At this point in the meeting Alderman Budish arrived.
Rules, Laws & Ordinance Committee - Alderman Joost presented the
report of the Rules, Laws & Ordinance Committee meeting held on March 9,
1967, and moved that the report be accepted and placed on file.
Seconded by Alderman Wollman, motion carried.
a Plan Commission - The reports of the Plan Commission meetings held on
February 21, 1967, and March 7, 1967, were accepted and placed on file.
COMMUNICATION FROM THE MAYOR'S OFFICE
Mayor Gottfried again announced that the Aldermen were invited to
attend the meeting of the Waukesha County Fire Chiefs Association to
be held at the Muskego Fire House on March 22, 1967, at 8:00 P.M.
Mayor Gottfried announced that he had requested Attorney Hippenmeyer
to draft an ordinance relating to junked vehicles on private or public
property, same to be referred to the Rules, Laws & Ordinance Committee
e for their consideration. Mayor Gottfried indicated that it was his
hope that the ordinance would resolve some of the junk car problems
in the City.

Mayor Gottfried announced that the Muskego Chamber of Commerce was
sponsoring a "get acquanted" dinner to be held at the Aud-Mar Supper
Club on Thursday, March 16, 1967, at 6:30 P.M. The Aldermen are
invited to attend.
l UNFINISHED BUSINESS
Ordinance #62,-entitled, An Ordinance Creating a Minimum Housing Code
for the City of Muskego, Waukesha County, Wis. As Ordinance #62 had
had its second reading and a Public Hearing held, Alderman Weaver

moved for the adoption of Ordinance #62, seconded by Alderman Joost.
Alderman Weaver moved to amend Ordinance #62 as follows: Page 1, Sec.
1, Chapter 2, the words, "Board - Board shall mean Board of Appeals
as hereinafter created" be inserted. Also, at the top of page 4, the
following paragraph be inserted:
Creation of Board of Appeals. The board of appeals shall consist
of 5 members appointed by the mayor subject to confirmation of
the Common Council for terms of three years, except that of those
first appointed one shall serve for one year , two for two years
and two for three years. The members of the board shall serve at
such compensation to be fixed by ordinance, and shall be removable
by the mayor for cause upon written charges and after public
hearing. The mayor shall designate one of the members chairman.
l The board may employ a secretary and other employes. Vacancies
shall be filled for the unexpired terms of members whose terms
become vacant. The mayor may appoint, for a term of three years,
an alternate member of such board, in addition to the five members
above provided for who shall act, with full power, only when a
member of the board refuses to vote because of interest or when
a member is absent. The above provisions with regard to removal
and the filling of vacancies, shall apply to such alterna~te.
The motion to amend Ordinance 862 was seconded by Alderman Budish and
carried. Alderman Joost moved to amend Ordinance #62, Chapter 5,
Subsection d. to read as follows: "Multiple Use. Under no circumstances
may occupants of two or more dwelling units share a toilet or lavatory
with the exception of rooming houses as defined in Chapter 2." Seconded
by Alderman Wollman and the motion to amend Ordinance 862 carried.
Upon a roll call vote the motion to adopt Ordinance 862, As Amended,
carried unanimously.
l NEW BUSINESS
Resolution 822-67 - The Clerk read Resolution 822-67, entitled,
Authorizing the Purchase of a Table for the City Hall. Alderman Linck
moved for the adoption of Resolution i/22-67, seconded by Alderman
Joost. Upon a roll call vote the motion to adopt Resolution Q22-67
carried unanimously.
Resolution #23-67 - The Clerk read Resolution 823-67, entitled,
Authorizing the Wisconsin Natural Gas Company to Install Gas Main
Along the Right-of-ways of Streets in the City of Muskego. Alderman
Budish moved for the adoption of Resolution 823-67, seconded by
Alderman Wieselmann, motion carried.
l VOUCHER APPROVAL - Alderman Linck moved for the a~pproval of payment
of vouchers in the amount of $16,325.25, payable to March 14, 1967.
Seconded by Alderman Budish. Upon a roll call vote the motion to pay
the vouchers carried unanimously.

CITY OFFICIAL'S REPORT
The Clerk presented the Financial Report showing a cash balance as
a
of February 28, 1967, of $419,829.92. Same to be placed on file.
The Clerk read the Building Report for the month of February, 1967,
same to be placed on file.
l Attorney Hippenmeyer reported that he had drafted a new agreement
regarding the use of the Walter Vesbach property for the purpose of
constructing a sewerage lagoon. He indicated that he had forwarded
the new agreement to Mr. Vesbach's attorneys and it was possible
that the agreement would be signed by the next Council meeting.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Alderman Weaver moved to set a public hearing date for the Subdivision
Control Ordinance for April 11, 1967, 7:00 P.M. at the City Hall.
Seconded by Alderman Wollman, motion carried.
The Clerk read a communication from the Little Muskego Yacht Club, Inc.,
requesting permission to hold sail boat races on Little Muskego Lake. l Communication referred to the Public Safety Committee.
Alderman Budish moved to adjourn the meeting, seconded by Alderman
Joost. The meeting adjourned at 8:21 P.M.
