CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 24, 1967
Mayor Gottfried called the meeting to order at 7~35 P.M.
PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
S. Robert Lentini, Roland Linck, Myron Weaver, Donald Wieselmann
and Walter Wollman. Also present were Clerk Bette Bowyer and Attorney
William Reilly.
MINUTES - Alderman Budish moved to accept the Minutes of the meeting
held on January 10, 1967, seconded by Alderman Wollman, motion
carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the
Finance Committee meeting held on January 18, 1967, and moved that
the report be accepted and placed on file. Seconded by Alderman
Joost, motion carried.
Public Works Committee - Alderman Wieselmann presented the report of
the Public Works Committee meeting held on January 19, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman Wollman, motion carried.
Public Safety Committee - Alderman Weaver presenttti the rrpo~t uf
the Public Safety Committee meeting held on January 17, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman Lentini, motion carried.
Public Welfare Committee - Alderman Budish presented the report of
the Public Welfare Coannittee meeting held on January 18, 1967, and
moved that the report be accepted and placed on file. Seconded by
Alderman WieseImann. A discussion took place regarding city entrance
signs. Alderman Budish advised the Council and indicated on a wall
map the design and color scheme of the proposed entrance signs. The
motion to accept the report carried.
Rules, Laws & Ordinance Committee - Alderman Joost presented the
report of the Rules, Laws & Ordinance Committee meeting held on
January 19, 1967, and moved that the report be accepted and placed
on file. Seconded by Alderman Wollman, motion carried.
Plan Commission - The report of the Plan Commission meeting held
on January 17, 1967, was accepted and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reminded the Aldermen of the general meeting of
the Citizens Advisory Committee to be held on January 31, 1967, at
the City Hall at 8:00 P.M. Mr. Robert Kreuser, Chairman of the
Committee and Mr. Max Anderson of Max Anderson Associates, will be a present to discuss the activities of the various committees and the
determination of qualifications for Federal Renewal Aid. He urged
all of the Aldermen to attend the meeting.
Mayor Gottfried requested the Clerk to read a letter he had received
from Mr. Harold Fuhrman, Secretary-Treasurer of the National Suburban

League, Ltd. stating the purpose and aims of the organization. ?he
Clerk also read the Articles of Incorporation of the organization.

Mayor Gottfried briefly discussed the Minimum Housing Code which has
recently been prepared, He stated that Muskego must adopt a Minimum
Housing Code if it hopes to qualify for Federal Aid.
UNFINISHED BUSINESS
l Resolution #216 - The Clerk began to read Resolution l/216, entitled,
Authorizing the Finance Committee to Negotiate for the Purchase of
Schwefel Property in Section 9. Alderman Wieselmann called for a Point
of Order indicating that he felt that it was not the intent of the
Committee to bring this resolution back on the floor. Mayor Gottfried
w ruled Alderman Wieselmann out of order. The Clerk read Resolution #216.
Alderman Wieselmann moved to override the ruling of the Chair, seconded
by Alderman Lentini. Upon a roll call vote $0 override the Chair,
Aldermen Lentini, Linck, Wieselmann and Wollman voted "aye". Aldermen
Budish, Joost and Weaver voted "no". The Chair was overruled and
Resolution #216 was removed from the agenda.
Ordinance W58 - The Clerk gave the second reading of Ordinance #58,
entitled, An Ordinance Amending Ordinance $155 entitled, An Ordinance
Establishing Personnel and Establishing and Regulating the Salaries
and other Compensations of Elected and Appointed Officers and Employees
of the City of Muskego. Alderman Linck moved for the adoption of
Ordinance #58, seconded by Alderman Lentini. Alderman Wieselmann
l moved to amend Ordinance 858 by deleting the following words of
Section I: "to $12,000.00 with yearly increments of $500.00!' Seconded
by Alderman Wollman. After considerable discussion, Alderman Joost
moved to amend the amendment by including the words "to $lZ,OOO.OO"
back into the last sentence of Section I. The motion lost for lack of
a second. Alderman Lentini moved to amend the amendment by eliminating
the word "range" and adding the words "with merit increases" after
$10,000.00. Seconded 'by Alderman Budish. Upon a roll call vote to
amend the amendment, Aldermen Budish, Joost, Lentini, Linck, Wieselmann
and Wollman voted "aye". Alderman Weaver voted "no". The motion to
amend the amendment carried, Upon a roll call vote to amend Ordinance
#58, Aldermen Budish, Joost, Lentini, Linck, Wieselmann and Wollman
voted "aye". Alderman Weaver voted "no". The motion to amend Ordinance
1~58 carried. Upon a roll call vote to adopt Ordinance #58, As Amended,
Aldermen Budish, Joost, Lentini, Linck, Wieselmann and Wollman voted
"aye". Alderman Weaver voted "no" The motion to adopt Ordinance #58,
As Amended, carried.
l Resolution #220, As Amended, entitled, Joining the National Suburban
League, Ltd. was brought back to the floor for action. In answer to a
question by Alderman Lentini, Attorney Reilly advised that by joining
the organization the City could not be assessed for further expenditures.
He also advised that the letters Ltd referred to a non-profit organiza-
tion. Alderman Lentini moved to amend the sixth paragraph of Resolution
#220, As Amended, by inserting the words "and not to exceed $100.00"
and to delete the words "as membership dues". The motion lost for lack
of a second. Upon a roll call vote to adopt Resolution $220, As Amended,
Aldermen Budish, Joost, Lentini, Linck and Wollman voted "aye". Alder-
men Weaver and Wieselmann voted "no".
NEW BUSINESS
a Resolution #5-67 - The Clerk read Resolution #5-67, entitled, Authoriz-
ing the Wisconsin Natural Gas Company to Install Gas Mains Along
the Right-of-Ways of Streets in the City of Muskego. Alderman Budish
moved for the adoption of Resolution 85-67, seconded by Alderman
Wieselmann. Motion carried. A discussion then took place as to the

possibility of setting a time limit during which the Gas Company
could install mains, also the possibility of using sand anu gravel
as backilll in ditches.

Resolution 86-67 - The Clerk read Resolution #b-67, entitled,
Authorizina the Public Works Committee to sell Used Welder. Alder-
man Budish-moved for the adoption of Resolution #b-67, seconded by
Alderman Wieselmann. A discussion took place as to the value of
the used welder and upon a roll call vote, Aldermen Budish, Joost,
Linck, Weaver, Wieselmann and Wollman voted "aye". Alderman Lentini
voted "no". The motion to adopt #b-67 carried.
Ordinance #59 - The Clerk

Amend the Zoning Ordinance of the City of
Ordinance #60 - entitled, An Ordinance Repealing and Recreating an _ _ ._. Ordinance Entitled, Plumbing Code of the City of Muskego. Alderman
Weaver moved to suspend the rules to waive the first reading of
Ordinance #60 due to its length. Seconded by Alderman Wollman. Upon
a roll call vote to suspend the rules the motion carried unanimously.
LICENSE APPROVAL - Alderman Linck moved that the Cormnon Council
approve an Operator's License for Glendon Dassow, seconded by
Alderman Joost, motion carried.
Alderman Budish moved for the approval of a Class A Dance Hall
License for Pauline Subotich. Seconded
carried.
VOUCHER APPROVAL - Alderman Linck moved

COMMUNICATION AND MISCELLANEOUS BUSINESS
Alderman Weaver moved ~that,- the Public Hearing for the proposed
zoning change in Ordinance #59 be set for February 14, at the City
Hall, 7~25 P.M. Seconded by Alderman Joost, motion carried.
Alderman Budish referred back to Resolution 11216 and indicated that
it was his opinion that the Committee meant to have the resolution
brought back to the floor at which time it would be amended. Alder-
