CITY OF MUSKEGO
MINUTES OF MEETING HELD NOVEMBER 22, 1966
Mayor Gottfried called the meeting to order at 7:35 P.M. l PRESENT - Mayor Gottfried, Aldermen Sivier Joost, Jr., S. Robert
Lentini, Roland Linck, Myron Weaver, Donald Wieselmann and Walter
Also present were Clerk Bette Bowyer and Attorney l :YkKZeyer. Alderman Edmund Budish was absent.
MINUTES - Alderman Weaver moved to accept the minutes of the meeting
held on November 9, 1966, seconded by Alderman Link, motion carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the joint
meeting of the Finance Committee and the Rules, Laws & Ordinance
Committee held on Nov. 14, 1966, and the report of the Finance
Committee meeting held on November 16, 1966, and moved that the
reports be accepted and placed on file. Seconded by Alderman Joost,
motion carried.
Public Works Committee - Alderman Wieselmann presented the report
of the Public Works Committee meeting held on November 17, 1966, and
moved that the report be accepted and placed on file. Seconded by
Alderman Wollman, motion carried.
Public Safety Committee - Alderman Lentini presented the report of
the Safety Committee meeting held on November 15, 1966, and moved
that the report be accepted and placed on file. Seconded by Alderman
Linck, motion carried.
Public Welfare Committee - Alderman Wieselmann presented the report
of the Public Welfare Committee meeting held on November 16, 1966,
and moved that the report be accepted and placed on file. Seconded
by Alderman Lentini, motion carried.
Rules, Laws & Ordinance Committee - Alderman Joost presented the
report of the meeting held on November 17, 1966, and moved that the
report be accepted and placed on file. Seconded by Alderman Wollman,

Plan Commission - The report of the Plan Commission meeting held on
November 15, 1966, was accepted and placed on file.
COMMUNICATION FROM THE MAYOR'S OFFICE
Mayor Gottfried reported that he, together with Alderman Wollman,
Engineer John Mielke and Attorney Reilly had attended a meeting
on November 11, 1966, at Madison, with representatives of the
Wisconsin State Board of Health, Attorney General's Office and the
Department of Resource Development regarding the effect of the Supreme

Court's L-ecent decision on the City's plans for a sewage treatment
plant. He indicated that it was the general opinion of those who
attended the meeting that the chances of a sewage treatment plant
for the City are still very good.
Mayor Gottfried apologized to some of the Aldermen on the Finance
Committee and the Rules, Laws & Ordinance Committee for having pre-

judged their actions in Committee on Ordinance #54. He indicated
that later conversations with some of the Aldermen disclosed that
Ordinance #54 did not come out of Committee by a unanimous vote.

OLD BUSINESS
Ordinance #54, As Amended7 entitled, An Ordinance Establishing
duties Relating to HOUZS of Office and Place of Keeping of Records
of Certain city officials of the City of Muskego, was brought back
a to the floor for action. Based on the recent action of the Rules,
Laws & Ordinance Committee, Alderman Weaver moved to amend Section
III by replacing it in its entirety with the following sentence:
m "The office of Clerk-Comptroller, Treasurer and ASSeSSOr shall be
in the City Hall and all records relating to Clerk-Comptroller,
Treasurer and Assessor shall be kept at the City Hall." Section V
would then become Section IV and Section IV would become Section V.
Seconded by Alderman Wollman. The motion to amend Ordinance #54,
As amended, carried. Alderman Joost moved to amend Section I,
by adding the following after the words "this ordinance": "And
the Office of Assessor shall be full time after May 1, 1967.
Seconded by Alderman Linck. Alderman Lentini raised a point of
order suggesting that the amendment was out of order. Aid,
raised the same point of order. Mayor Gottfried ruled that the
amendment was in order. Following discussion, Alderman Wieselmann
moved to defer action on Ordinance #54, As Amended, until the
next Council meeting. Seconded by Alderman Lentini. Upon a roll
call vote to defer action on Ordinance #54, As Amended, Alderman
Joost, Linck, Weaver and Wollmann voted "no", and Aldermen Lentini
and Wieselmann voted "aye". The motion to defer action on Ordinance
#54, As Amended, did not carry. Alderman Wieselmann moved to amend
Alderman Joost's amendment by replacing the words "full time" with
the words "part time". Seconded by Alderman Lentini. Aldermen
Wieselmann and Lentini spoke in favor of a part time Assessor and
Alderman Joost spoke in favor of a full time Assessor. Alderman
Wollman presented the salaries of several full time Assessor from
neighboring municipalities. Mayor Gottfried relinquished the Chair
to Council President Wieselmann to speak in favor of creating the
position of a full time Assessor. Upon a roll call vote to amend
Alderman Joost's amendment, Aldermen Lentini and Wieselmann voted
"aye" and Aldermen Linck, Joost, Weaver and Wollman voted "no'* The
motion to amend the amendment did not carry. Upon a roll call vote
to amend Ordinance #54, As amended, Aldermen Joost, Linck, Weaver
and Wollman voted "aye" and Aldermen Wieselmann and Lentini voted "no".
Upon a roll call vote to adopt Ordinance #54, As amended, Aldermen
Joost, Linck, Weaver and Wollman voted "aye" and Aldermen Lentini

and Wieselmann voted "no". The motion to adopt Ordinance #54, As
amended, carried.
Ordinance #55, entitled, An Ordinance Establishing Personnel and
Establi,shing the Salaries and other Compensations of Elected and
Appoint.ed Officers and Employes of the City of Muskego, was brought
back before the Council for action. Alderman Linck moved to amend
Ordinance #55, Section I, Page 2, as follows:
Water Patrolman I - Muskego Lake $550.00 per season
Water Patrolman II - Muskego Lake 550.00 per season
Lake Denoon 175.00 per season
Bass Bay 550.00 per. season
Seconded by Alderman Lentini. Upon a roll call vote to amend Ordinance
#55 the motion carried unanimously. UPon roll call. the motion to adopt C'rdinance #55 carried unanimously.
Resolution #212, entitled, Granting a Sewer Easement to Lots, 1,2,3,4,
& 5, Blk. 16, Jewel Crest Subdivision, was brought back before the
Council. Alderman Wieselmann read Resolution #212 as prepared by
Attorney Hippenmeyer and moved for the adoption of Resolution #212,

Seconded by Alderman Lentini. Attorney Hippenmeyer read a
communication from the State Board of Health and the revised
agreement between the City of Muskego and the owners of Lots
1,2,3,4, & 5, Blk 16, Jewel Crest Cubdivision. The motion to
adopt Resolution #212 carried.
Ordinance #57 - The Clerk read Ordinance #57, entitled, Appropri-
ating the Necessary Funds for the Operation of the Government and
Administration of the City of Muskego for the Year 1967. Alderman
Joost moved for the adoption of Ordinance #57, seconded by Alderman
Linck. Alderman Linck moved to amend Ordinance #57 as follows:
City Clerk Code #421 from $3,000.00 to $2,000.00
Treasurer Code #432 from $l,OOO.OO to $500.00
Assessor Code #452 from $500 to $1700.00
Bldg. Insp. Code #652 from $950.00 to $1450.00
Plan Comm. Code #672 from $500.00 to $1500.00
Seconded by Alderman Joost. Upon a roll call vote the motion to
amend Ordinance #57 carried unanimously. Alderman Wieselmann
moved to amend Ordinance #57 by removing $10.000.00 from Code #883,
Municipal Center. Seconded by Alderman Weaver. Upon roil call the
motion to amend Ordinance #57 carried unanimously. Alderman Wiesel-
mann moved to further amend Ordinance #57 by reducing Code #818,
Drainage, from $25.000.00 tom $15.000.00 and increasing Code #814,
Major Road Improvements, from $20,000.00 to $30,000.00. Seconded
by Alderman Wollman. Alderman Joost spoke in opposition to the
proposed amendment stating that $15.000.00 was not adequate to solve
the many drainage problems in the City of Muskego. Following further
discussion, Mayor Gottfried relinquished the Chair to Council President
Wieselmann to speak in opposition to the proposed amendment. Upon
a roll call vote to amend Ordinance by decreasing Code #818 by $lO,OOO.OO
and increasing Code #814 by $lO,OOO.OO, Aldermen Joost, Linck, Weaver
and Lentini voted "no" and Aldermen Wieselmann and Wollman voted "aye".
The motion to further amend Ordinance #57 did not carry.
Alderman Wieselman moved to amend Ordinance #57 by moving that the
tax levy of $28.723.30 be deleted and the necessary monies be
appropriated from the Surplus Fund. Seconded by Alderman Lentini.
Mayor Gottfried again relinquished the Chair to Council President
Wieselmann to speak in favor of keeping the entire Surplus Fund
in view of the future problems and expenses the City will encounter.
Alderman Weaver also spoke in opposition to the amendment. Upon
a roll call vote to delete the tax levy by appropriating the necessary
monies from the Surplus Fund, Aldermen Joost, Linck, Weaver and
Wollman voted "no" and Aldermen Lentini and Wieselmann voted "aye"
At 9:lO P.M. Mayor Gottfried declared a recess and the meeting re-
convened at 9:21 P.M. Upon a roll call vote the motion to adopt
Ordinance #57. As amended, carried unanimously.
NEW BUSINESS
Resolution #213 - The Clerk read Resolution #213, entitled, Authoriz-
ing the Wisconsin Natural Gas Company to Install Gas Mains Along the
Right-of-Ways of Streets in the City of Muskego. Alderman Wieselmann
moved for the adoption of Resolution #213, seconded by Alderman
Wollman and the motion carried.
Resolution #214 - The Clerk read Resolution #214, entitled, Granting
the Wisconsin Electric Power Company to Relocate Electric Poles to
Accommodate the Widening and Paving of C.T.H. "Y". Alderman Wiesel-
mann moved for the adoption of Resolution #214, seconded by Alderman
Wollman and the motion carried.

Voucher Approval - Alderman Linck moved that the Common Council
approve payment of vouchers in the amount of $10,791.61, payable
to November 22, 1966. Seconded by Alderman Joost. Upon roll
call the motion carried unanimously.
CITY OFFICIAL'S REPORT
None
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication directed to Mayor Gottfried from
the Waukesha Blood Donor Club thanking the City of Muskeqo for
funds for the recent blood mobile. The communication indicated
that 117 pints of blood were collected for the use of Muskego
residents. Communication to be placed on file.
Alderman Weaver moved to adjourn the meeting, seconded by Alderman
Joost, motion carried. The meeting adjourned at 9:31 P.M.
