CITY OF MUSKEGO
MINUTES OF MEETING HELD NOVEMBER 9, 1966
Mayor Gottfried called the meeting to order at 7:35 P.M.
PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr.,
Roland Linck, Myron Weaver, Donald Wieselmann and Walter Wollman.
Also present were Clerk Bette Bowyer and Attorney Hippenmeyer.
MINUTES - Alderman Wieselmann moved to accept the minutes of the
meeting held on October 25, 1966, seconded by Alderman Wollman, motion
carried.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the reports of the
Finance Committee meetings held on October 26, 1966, and November 2,
1966, and moved that the reports be accepted and placed on file.
Seconded by Alderman Budish, motion carried.
Public Works Committee - Alderman Wieselmann presented the report
of the Public Works Committee meeting held on November 3, 1966, and
l moved that the report be accepted and placed on file. Seconded by
Alderman Wollman, motion carried.
Public Safety Committee - Alderman Weaver presented the report of
the Safety Committee meeting held on November 1, 1966, and moved that
the report be accepted and placed on file. Seconded by Alderman
Linck, motion carried.
Public Welfare Committee - Alderman Budish presented the report of
the Public Welfare Committee meeting of November 2, 1966, and moved
that the report be accepted and placed on file. Seconded by Alder-
man Wieselmann, motion carried.
Rules, Laws & Ordinance Committee - Alderman Joost presented the
report of the meeting held on November 3, 1966, and moved that the
report be accepted and placed on file. Seconded by Alderman Wollman,
motion carried.
Plan Commission - The report of the Plan Commission meeting held on

November 1, 1966, was accepted and placed on file.
UNFINISHED BUSINESS
Ordinance #52 - The Clerk read Ordinance #52, entitled, An Ordinance
to Amend the Zoning Ordinance of the City of Muskego. Alderman Weaver
reported the recommendation of the Rules, Laws & Ordinance Committee
and the motion to adopt Ordinance #52 carried.
Alderman Lentini arrived.

Ordinance #54 - The Clerk gave the second reading of Ordinance #54,
entitled, An Ordinance Establishing Duties Relating to Hours of Offices
and Place of Keeping of Records of Certain City Officials of the City
of Muskego. Alderman Wollman requested permission of the Aldermen to
have Mr. Jack Principati speak in regard to Ordinance #54. Mr. Prin-
cipati spoke in opposition of the adopti,on of Ordinance #54.

Alderman Weaver moved to amend Ordinance #54 as follows: Section II,
that the words "and the Assessor" be deleted. Section III shall
read "The Assessor shall keep a minimum of two (2) hours per day
regular office hours at the city hall between the hours of 9:00 A.M.

and 5:00 P.M:‘ and, Section III shall become Section IV, Section IV
shall become Section V and Section v shall become Section VI.
Seconded by Alderman Wollman. Considerable discussion took place
l and the motion to amend Ordinance #54 carried. Alderman Wieselmann
moved to amend Section I by deleting the words "and the office of
Assessor shall be full time after May 1, 1967", seconded by Alderman
Lentini. Upon a roll call vote to amend Section I, Aldermen Linck,
Lentini, Wieselmann and Wollman voted "aye" and Aldermen Budish, Joost
and Weaver voted "no". The motion to amend Section I carried.
Alderman Joost moved to defer action on Ordinance #54 in order to
have the Finance Committee re-evaluate the salary of a part-time
Assessor. Seconded by Alderman Weaver. The motion to refer Ordinance
#54 back to the Finance Committee carried.
Ordinance #55 - The Clerk gave the second reading of Ordinance #55
entitled "An Ordinance Establishing Personnel and Establishing and
Regulating the Salaries and other Compensations of Elected and
Appointed Officers and Employes of the City of Muskego." Alderman
Wieselmann moved to amend Ordinance #55 by setting the salary of
the Assessor at $6,000.00 per year. Seconded by Alderman Wollman.
Alderman Weaver moved to amend the amendment to set the salary of
the Assessor at $4,000.00 per year. Seconded by Alderman Budish.
Upon a roll call vote to amend the amendment, Aldermen Budish, Joost,
and Weaver voted "aye". Aldermen Linck, Lentini, Wieselmann and
Wollman voted "no" The motion to amend the amendment lost. Alderman
Weaver moved to defer action on Ordinance #55 until the next Council
meeting to be held November 22, 1966. Seconded by Alderman Lentini.
The motion to defer action carried.
Ordinance #56 - The Clerk gave the second reading of Ordinance #56,
entitled, An Ordinance to Amend the Zoning Ordinance and the Official
Zoning Map of the City of Muskego. Alderman Lentini moved for the
adoption of Ordinance #56. Seconded by Alderman Wollman. The Clerk
read a communication from Attorney Hippenmeyer directed to Mayor
Gottfried regarding the rezoning of the Beierle property on Highway
24. The motion to adopt Ordinance #56 carried.
l Resolution #205 - The Clerk read Resolution #205, entitled, Authorization
to Purchase a Tractor and Mower. Alderman Budish moved for the adoption
of Resolution #205, seconded by Alderman Wieselmann.

COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that he had received a request from the
Muskego-Norway School Board asking that he .appoint a representative
from the Common Council of the City of Muskego to serve on the newly
created School District Facilities Committee. He indicated that he
would appreciate it if any of the Aldermen wishing to serve on this
Committee would contact him in the near future.
Mayor Gottfried explained his reason for submitting Resolution #211
urging the County Board Supervisors that represent the City of Muskego
to vote in favor of the adoption of a County Wide Relief Program.

Mayor Gottfried spoke to the Aldermen urging them to give careful
consideration and thought between this meeting and the next Council
meeting to their forthcoming action on Ordinance #54 regarding the
position of Assessor.
I, NEW BUSINESS
Resolution #209 - The Clerk read Resolution #209, entitled,
Authorizing the Wisconsin Natural Gas Company to Install Gas Mains
Along the Right-of-Ways of Streets in the City of Muskego. Alder-
man Budish moved for the adoption of Resolution #209, seconded by
Alderman Wieselmann. The motion to adopt Resolution #209 carried.
Resolution #210 - The Clerk read Res,olution #210, entitled, To Auth-
orizej$he+:-Ci%y to-Purchase Tax Deliquent La?& -Alderman Linck moved
for the adopti~on of Resolution #210, seconded by Alderman Wieselmann.
Upon roll call, unanimously adopted.
Resolution #211 - The Clerk read Resolution #211, entitled, Urging
the County Supervisors to Vote for the Creation of a County Wide
Relief Program. Alderman Joost moved for the adoption of Resolution
#211, seconded by Alderman Weaver. The motion to adopt Resolution
#211 carried.
Resolution #212 - The Clerk read Resolution #212, entitled, Granting
a Sewer Easement to Lots 1,2,3,4, & 5, Block #16, Jewel Crest Sub-
division. Alderman Wieselmann moved to suspend the rules that would
interfere with the adoption of Resolution #212, seconded by Alderman
Lentini. The motion to suspend the rules carried unanimously upon
roll call. In discussion, Attorney Hippenmeyer indicated that he
was under the impression that the regulations of the State Board of
Health did not allow a private sewage disposal system to be located
in a street or highway. He also questioned the limit of time that
the City could order the removal of the system. After discussion,
Alderman Weaver moved that Resolution #212 be referred back to the
Welfare Committee. Seconded by Alderman Wollman, motion carried.
VOUCHER APPROVAL - Alderman Linck moved that the Common Council
approve payment of vouchers in the amount of $18,731.82, payable
to November 9, 1966. Seconded by Alderman Budish and upon roll call,

The Clerk read the Treasurer's Report showing a cash balance as of
October 31, 1966, of $385,520.65. Report to be placed on file.
The Clerk read the Building Report for the month of October, 1966,
same to be placed on file.
City Attorney Hippenmeyer reported briefly on the decision of the
State Supreme Court regarding the proposed sewage treatment plant
for the City of Muskego. He indicated that on Friday, November 11,
1966, Mayor Gottfried, the City Engineer and the City Attorney would

meet with officials of the State Board of Health, Water Pollution
Committee, Department of Resources Development and a representative
of the Attorney General's Office.
CCMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from the Lembeseder-Cook Post No.
8171 VFW addressed to Mayor Gottfried inviting him, the City
Council and all other elected and appointed officials of the City
of Muskego to attend a Veterans' Day Observance on November 13th
at 1O:OO A.M. at Horn Field. Communication to be placed on file.
Alderman Weaver reminded the Aldermen and everyone present that
this was the second birthday of the City of Muskego, the City Charter
being signed on November 9, 1964.
Alderman Wieselmann moved to adjourn the meeting, seconded by
Alderman Linck. The meeting adjourned at 9:24 P.M.
