ccm19661025COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 25, 1966 Mayor Gottfried called the meeting to order at 8:25 P.M. PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr., S. Robert Lentini, Roland Linck, Myron Weaver, Donald Wieselmann and Walter Wollman. Also present were Clerk Bette Bowysr and Attorney Hippenmeyer. MINUTES - Alderman Budish moved to accept the minutes of the meeting held on October 11, 1966, seconded by Alderman Wieselmann, motion carried. COMMITTEE REPORTS Finance Committee - Alderman Linck presented the report of the Finance Committee meetings held on October 12, and October 19, 1966, and moved that the reports be accepted and placed on file; Seconded by Alderman Joost, motion carried. Public Works Committee - Aldemnan Wieselmann presented the report of the Public Works Committee meeting held on October 20. 1966. and moved that the report be accepted and placed on file; Seconded by Alderman Wollman. Alderman Lentini questioned the action of the Committee involving the use of Crowbar Dr. by State Sand and Gravel. The motion to accept the report carried. Public Safety Committee - Alderman Weaver presented the report of the Safety Committee meetinn held on October 18. 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Lentini, motion carried. 'Public Welfare Committee - Alderman Budish presented the report of the Public Welfare Committee meeting of October 19, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Lentini. Attorney Hippenmeyer stated that the Restoration Bond received from Gravel, Inc. did not have his approval due to the fact that it could be cancelled out in 60 days, and therefore was not in effect at the present time. Mayor Gottf'ried requested that Mr. Hippentneyer get in touch with Gravel, Inc. ordering that they submit a satisfactory bond. Rules, Laws & Ordinance Committee - Alderman Joost presented the report of the meeting held on October 20, 1966; and moved that the report be accepted and placed on file. Seconded by Alderman Wollman, motion carried. Plan Commission - The report of the Plan Commission meeting held on mber 18, 1966, was accepted and placed on file. UNFINISHED BUSINESS Ordinance i/i52 - The Clerk read Ordinance #52, entitled, An Ordinance to Amend the Zoning Ordinance of the City of Muskego. The Clerk read a communication from the Plan Commission directed to the Common Council defining the words "Permanent Pool". Alderman Weaver moved to defer action on Ordinance #52 until the next meeting, seconded by Alderman Wieselmann, motion carried. COMMUNICATION FROM THE MAYOR'S OFFICE -- Mayor Gottfried stated that he has received a report from the Big Muskego Lake Study Committee and copies of the report will be distributed to the Aldermen as soon as possible. The report will be referred to the Plan Commission. Page 2. At 9:lO P.M. Alderman Joostmoved to resolve the regular meeting of the Common Council into a Meeting'of the Whole for the purpose of discussing Resolution #206, entitled "Directing the Council Representative to the Waukesha County Group Welfare Program as to . b the Council's Wishes Regarding the Future of that Department. Seconded by Alderman Wieselmann. The Council resolved itself into a Committee of the Whole. At 9:&O P.M. the regular meeting of the Common Council reconvened and Alderman Weaver, Chairman of the l Committee Meeting of the Whole, ease to report that the majority of members of the Council felt that Alternative #l, as indicated in Resolution #206, should be adopted. NEW BUSINESS - Resolution #2O3 - The Clerk read Resolution #2O3, entitled, Authorizing the Wisconsin Natural Gas Company to Install Gas Mains Along the Right-of-Ways of Streets in the-City of Muskego. Alder- man Budish moved for the adoption of Resolution #2O3, seconded by Alderman Wieselmann, motion carried. Resolution #2O4 - The Clerk read Resolution #2O/+, entitled Acceptance of Bids for Insurance for the City of Muskeno. Alderman Linck moved for the adoption of Resolution #2O4, seconded by Alderman Joost. Upon roll call, unanimously carried. l Alderman Budish requested that action of Resolution #205 be withheld until the next meeting. Resolution #206 - The Clerk read Resolution #206, entitled, Directing the Council Representative to the Waukesha County Group Welfare Program as to the Council's Wishes Regarding the Future of that Department. Alderman Wieselmann moved for the adoption of Resolution #206, seconded by Alderman Weaver, motion carried. Ordinance #54 - The Clerk gave the first reading of Ordinance #54, entitled, An Ordinance Establishing Duties Relating to Hours of Offices and Place of Keeping of Records of Certain City Officials of the City of Muskego. Ordinance #ss - The Clerk gave the first reading of Ordinance #55, entitled, An Ordinance Establishing Personnel and Establishing and Regulating the Salaries and Other Compensations of Elected and Appointed Officers and Enployes of the City of Muskego. Resolution #207 - The Clerk read Resolution #207, Entitled, Urging that Halloween Handout Activities be Held on Sundav Afternoon. October 31, 1966, from 2:00 P.M. to s:OO P.M. Alderman Wieselmann moved to suspend the rules that would interfere with the adoption of Resolution #207, seconded by Alderman Weaver. Upon a roll call vote the motion carried unanimously. Alderman Wieselmann moved for the adoption of Resolution #2O7, seconded by Alderman Lentini. After discussion, the motion to adopt Resolution #2O7 carried. Resolution #208 - The Clerk read Resolution #208, entitled, Designation of a Legal Lot. Alderman Lentini moved to suspend the Rules that would interfere with the adoption of Resolution #208, seconded by Alderman Wieselmann. Upon roll call, unanimously carried. Alderman Lentini moved for the adoption of Resolution #208, seconded by Alderman Wieselmann, motion carried. 0 Ordinance #56 - The Clerk gave the first reading of Ordinance #56, entitled, An Ordinance to Amend the Zoning Ordinance and the Official Zoning Map of the City of Muskego. Mayor Gottfried declared a short recess at lo:15 P.M. and the meeting reconvened at lo:19 P.M. Page 3. VOUCHER APPROVAL - Alderman Budish moved that the Common Council approve payment of vouchers in the amount of $6,706.41 payable to October 25, 1966, 1966. Seconded by Alderman Linck and upon roll call, unanimously carried. LICENSE APPROVAL - Alderman Linck moved that Operator's Licenses for Violet Erno, Roy Palubicki and Donald Boehm be approved by the Council. Seconded by Alderman Joost, motion carried. Alderman Linck moved that a Dance Hall License be approved for Stella Erno at the Hunter's Nest Tavern. Seconded by Alderman Budish, motion carried. LICENSE DENIAL - Alderman Linck moved for the denial of a Class "B" Fermented Malt Beverage and Intoxicating Liquor License to Rose Fesoel. Seconded by Alderman Joost. The motion to deny the license carried. CITY OFFICIAL'S REPORT City Attorney Hippenmeyer reported that due to the fact that there no abstract for the property recently purchased by the City from Otto and Meta Kurth he has ordered a Title Policy for the property.
