ccm19660927COMMON COUNCIL GHTY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 27, 1966 Mayor Gottfried called the meeting to order at 7:35 P.M. PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr., Roland Linck, Myron Weaver, Donald Wieselmann and Walter Wolltnan. Also present were Cle,rk Bette Bowysr and Attorney Hippenmeyer. MINUTES - Alderman Wieselmann offered corrections to minutes of the meeting held on September 13, 1966, relating to the discussion of Resolution #192. Mayor Gottfried ruled the proposed amendments out of order. Alderman Budish moved to accept the minutes of the meeting held on September 13, 1966, seconded by Alderman Weaver, motion carried. COMMITTEE REPORTS Finance Committee - Alderman Linck presented the report of the Finance Committee held on September 21, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Joost, motion carried. Alderman Lentini arrived. l Public Works Committee - Alderman Wieselmann presented the meetingheld on September 22, 1966, and moved that the report of the report be accepted and placed on file. Seconded by Alderman Wollman, motion carried. Public Safety Committee - Alderman Weaver presented the report of the Safetv Committee held on Seutember 20. 1966. and moved that the report be accepted and placed on file; seconded by Alderman Linck, motion carried. Public Welfare Committee - Alderman Budish:presented the report of the Public Welfare meeting of September 21, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Wieselmann and the motion carried. Rules, Laws & Ordinance Committee -- - Alderman Joost presented the renort of the meeting held on September 22, 1966, and moved that the report be accepted and placed on file.. Seconded by Alderman Wolltnan, motion carried. Plan Commission - The report of the Plan Commission meeting held on member 20, 1966, was accepted and placed on file. UNFINISHED BUSINESS None COMMUNICATIONS FROM THE MAYOR'S OFFICE None NEW BUSINESS Resolution #194 - The Clerk read Resolution #194, i.e. ~Purchase of 'Park Site by the Park and Recreation Board. Ap;f;;..n&the Wieselmann moved for the adopting of Resolution #194, seconded by Alderman Budish. Upon a roll call vote the motion to adopt Resolution #194 carried unanimously. Resolution a - The Clerk read Resolution #195, entitled, Rejecting the Offer to :Purchase a Public Right-of-Way in Kingston's Subdivision. Alderman Wieselmann moved for the adoption of Resolution #195, seconded by Alderman Lentini, motion carried. Page 2. Resolution #196 - The Clerk read Resolution #196, entitled, Authorizing the Transfer of Monies from the General Fund to Accounts No. 57.5, 576, $04, 60.5, 787 and 744. Alderman Joost moved for the adoption of Resolution #196, seconded by Alderman Linck. Alderman Weaver moved to amend Resolution #196 by reducing the figure $1,500.00 to Acct. #604 - Dog Warden, to $500.00 to Acct. #604 - Dog Warden, until the .b Safety Committee can study the situation further. Seconded by Alderman Wieselmann, motion carried. Upon a roll call vote, the -0 motion to adopt Resolution #196, as amended, carried unanimously. Resolution #197 - The Clerk read Resolution #197, entitled, Authoriz- ing the Wisconsin Natural Gas Company to Install Gas Mains Along the Right-of-Ways of Streets in the City of Muskego. Aldemnan Budish moved for the adoption of Resolution #197, seconded by Alderman Wieselmann. At 8:17 P.M. Mayor Gottfried declared a recess and the meeting reconvened at 8:25 P.M. Attorney Hippenmeyer advised that in lieu of Resolution #197, it would be more advantageous to the City to adhere to a former Town of Muskego Ordinance regarding excavations on City right-of-ways by the Gas Company. Alderman Budish moved to amend Resolution #197 by deleting the word wand",, the entire second paragraph and to end paragraph 3 with "1966". Seconded by Alderman Wollman. The motion to amend Resolution #197 carried. The motion to adopt Resolution #197, as Amended, carried. . _, Ordin&e #Q, - The Clerk gave the first reading of Ordinance #53, entitled, An Ordinance to Amend the Zoning Ordinance and the Official Zoning Map of the City of Muskego. VOUCHER APPROVAL - Alderman Budish moved that the Common Council approve payment of vouchers in the amount of $29,750.51, payable to September 27, 1966. Seconded by Alderman Linck, and upon roll call vote the motion to pay the vouchers carried unanimously. LICENSE APPROVAL - Alderman Linck moved that Operator's Licenses for Bentley Dadnum and Thomas Lasky be approved. Seconded by Alderman Joost and the motion carried. CITY OFFICIALtS REPORT None COMMUNICATIONS AND MISCELLANEOUS BUSINESS Aldemnan Weaver brought Ordinance #5'3 back to the floor for recon- sideration. Alderman Weaver moved to suspend the rules that would interfere with the adoption of Ordinance #53, seconded by Alderman Lentini. Upon a roll call vote to enspend the rules, the motion carried unanimously. Aldemnan Weaver moved for the adoption of Ordinance #53, seconded by Alderman Wollman. Mayor Gottfried relinquished the Chair to Council President Wieselmann to again speak in opposition of the rezoning of this property in Section 4 at this time. After discussion, upon a roll call vote to adopt Ordinance #53, Aldermen Linck, Lentini, Weaver, Wieselmann and Wollman voted "aye" and Aldermen Budish and Joost voted "no". The motion to adopt Ordinance #53 carried. Resolution #198 - Alderman Wieselmann introduced Resolution #198 as follows: Request for Routing of all Mail to City of Muskego Through the Muskego Post Office BE IT RESOLVED that the Common Council of the City of Muskego, Waukesha County, Wisconsin, does hereby re- spectfully request the United States 'Postal Department to make such changes in Route designations and deliv- eries so that all mail to be delivered in said City shall be addressed and routed to the Post Office of the City of Muskego. Page 3. Aldemnan Wieselmann moved for the.adoption of Resolution #1.98, seconded by Alderman Joost. Aid,. WieseliUnn explained ,the'iiicreasing problem of mail coming into the Muskego Post '?Cice and urged that copies of this resolution be sent to various influential govern- ment and postal authorities to try to have the Hales Corners postal route now serving Muskego residents transferred to Muskego. The motion to adopt Resolution #198 carried. Alderman Lentini reported on the second meeting of the Little e Muskego Lake Study Committee, The Clerk announced that the City Hall would be open on Saturday, October 15, and Saturday, October 22, 1966, from 9:00 A.M. to .&2:@Q Noon for voter registration. The Clerk read a communication directed to the Common Council from Mr. Anthony Demshar requesting a refund of taxes paid on a cottage that had been torn down in 1955. Communication referred to the City Attorney. Alderman Budish reported that the statement that pheasant hunting in the City of Muskego-is limited to bow and arrow hunting only, as printed in the Small Game Hunting and Trapping Regulations of the Wisconsin Conservation Department, is in error. The Firearms Ordinance recently adopted by the City of Muskego specifically permits the use of shot guns for pheasant hunting. Alderman Wieselmann moved to adjourn the meeting, seconded by Alderman Budish. The meeting adjourned at 9:ll P.M. Respectfully submitted, je
