ccm19660809COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 9, 1966 Mayor Gottfried called the meeting to order at 7:46 P.M. b -, PRESENT - Mayor Gottfried, Aldermen Edmund Budish, Sivier Joost, Jr., S. Robert Lentini, Roland Linck, Myron Weaver and Walter Wollman. Also present were City Clerk Bette J. a Bowyer and Attorney Arenz. ABSENT - Alderman Donald E. Wieselmann. MINUTES - Alderman Budish moved to accept the minutes of the previous meeting held on July 26, 1966. Seconded by Alderman bJeaver and the motion carried. COMMITTEE REPORTS Finance Committee - Alderman Linck presented the report of the Finance Committee meeting held on August 3, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Joost and the motion carried. Public Works Committee - Alderman Budish presented the report of the meeting held on August 4, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Wollman and the @ motion carried. Public Safety Committee - Alderman Weaver presented the report of the Safety Committee meeting held on July 27, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Lentini and the motion carried. Public Welfare Committee - Alderman Budish presented the reports of the Public Welfare Committee meetings held on July 27, 1966, and August 3, 1966, and moved that the reports be accepted and placed on file. Seconded by Alderman Lentini. In answer to a question from Alderman Weaver, Mayor Gottfried explained the reason that a performance bond has not been turned over to the City is that Mr. Dawson would like the Council to consider taking a lien on his property as partial payment of the bond requirement. Alderman Weaver requested that it go on record that it was his feeling that the City should not be taking any liens on any property and that all other extractive operations have supplied their bonds in a businesslike manner. Alderman Weaver questioned the length of time the City would let this man operate without a permit. The motion to accept the report carried. l Rules, Laws & Ordinance Committee - Alderman Joost presented the - - report of the Rules, Laws & Ordinance Committee meeting held on August 4, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Wollman and the motion carried. Plan Commission - The report of the Plan Commission meeting held on August 2, 1966, was received and placed on file. COMMUNICATIONS FROM THE MAYOR'S OFFICE -- Mayor Gottfried announced his appointments to the Little Muskego Lake Study Committee as follows: Alderman S. Greiner, W180 S6821 Muskego Dr. to act as Chairman, Loren Schneider, W186 S6724 Jewel Crest Dr., Leo Brozynski, W171 S7260 Lannon Dr., Irvin Merath, Jr. W191 S7343 Bay Shore Dr., William J. Jungclaus, S76 W18572 Kingston Dr., and Mr. Ted Mikulec, W187 S6938 Gold Dr. Page 2. Mavor Gottfried announced that the City of Muskego will be hosting ry Fair Days on August 27 and 28, 1966, sponsored by the V.F.W. to be held at Horn Field. The Clerk read the Proclamation recognizing these days as "Muskego V.F.W. Country Fair Days." Mayor Gottfried announced that at the August 23rd meeting of the Council he would be submitting Resolution #179 entitled, Appointment of a Citizen Member to the Park and Recreation Board. Mayor Gottfried indicated that he is submitting the name of Mr. Robert Gumieny serve on this Board. NEW BUSINESS to #49, Ordinance #49 - The Clerk gave the first reading of Ordinance entitled, An Ordinance Establishing Speed Zones on Certain City Streets in the City of Muskego, Waukesha County, Wisconsin (Field Dr.) Resolution H176 - The Clerk read Resolution #176, entitled, Authorizing the City Engineer to Study the Feasibility of Sewers in the Northeast Section of the City. Alderman Weaver moved for the adoption of Resolution H176. Seconded by Alderman Budish and the motion carried. Resolution H177 - The Clerk read Resolution #177, entitled, Authorizing the Public Works Committee to Widen the Entrance to Kipling Drive and Emerson Drive. Alderman Joost moved for the adoption of Resolution #177. Seconded by Alderman Budish, motion carried. Resolution #176 - The Clerk read Resolution #178, entitled, Denying the Application of John Peters to Rezone Certain Parcels of Land in Section 25. Alderman Lentini moved for the adoption of Resolution H178. Seconded by Alderman Budish, motion carried. VOUCHER APPROVAL - Alderman Linck moved that the Common Council approve payment of vouchers in the amount of $6,027.69 payable to August 9, 1966. Seconded by Alderman Budish. Alderman Budish moved to amend the payment of vouchers as of August 9, 1966, to read $9,227.69. Seconded by Alderman Linck. The reason for the increase being $3,200.00 paid to DeBack Construction, the final payment of their contract to widen Muskego Creek from Woods Road south to Big Muskego Lake. Upon a roll call vote to approve the payment of vouchers, as amended, carried unanimously. LICENSE APPROVAL - Alderman Linck moved to approve License for Mr. Otto Mueller, seconded by Alderman carried. CITY OFFICIAL'S REPORT City Attorney - None. The Clerk read the Building Inspector's report for July, 1966, same to be placed on file. The Clerk presented the Treasur's report showing a as of July 31, 1966, in the amount of $347,723.63, placed on file. a Bartender's Joost, motion the month of cash balance same to be COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk read a communication directed to Mayor Gottfried and the Common Council from the City Plan Commission stating the reasons why the rezoning of the John Peters property from A (Agriculture) to I-l (Industrial) be denied. Communication placed on file. Page 3. The Clerk read a communication from the Plan Commission directed to Mayor Gottfried and the Common Council regarding the relocation of the asphalt plant located on the corner of Racine Ave. and Tans Dr. Communication referred to the Public Welfare Committee. i. . 2 -L Alderman Budish commented that he had heard many complaints from civic organizations that they were not in favor of the V.F.W. raising the prices of the booth spaces for Country Fair Days. Alderman Joost mentioned that as a representative of the Park and Recreation Board he hoped that the V.F.W. would restore the grounds of the park within the alotted time of 72 hours. Alderman Weaver, as a representative of the V.F.W., stated that the grounds would be restored in as good or better condition than they were before the celebration. Me felt that the rise in booth fees was justified because of expenses incurred by the V.F.W., also in comparison to other fairs where five per cent of the exhibitor's gross take was charged.
