The meeting was called to order at 7:38 P.M. by Mayor Gottfried,

MINUTES - Ald. Lentlni corrected the Minutes of the meeting held on May 24, 1966, so as to include, under New Business, The Clerk gave the first reading of Ordinance #36, i.e. An Ordinance to Amend an Ordinance Entitled an Ordinance to Regulate the Parking of Automobiles on the Highways and Otherwise in the City of Muskego, Waukesha County, Wisconsin and Recreating an Ordinance to Regulate the Parking, Stopping or Standing of Motor Vehicles in the City of Muskego, Waukesha County, Wisconsin. Ald. Lentini moved to accept the Minutes of the meeting held on May 24, as corrected, Seconded by Ald. Linck and the motion carried.
COMMITTEE REPORTS
Finance Committee - Ald. Budish presented the report of the Finance Cormnittee meeting held on June 8, 1966, and moved that the report be accepted and placed on file. Seconded by Ald. Linck. The motion to accept the report carried.
Public Works Committee - Ald. Wieselmann presented the report of thebmorks Committee meeting8 held on May 26, June 3 and June 7, 1966, and moved that the reports be accepted and placed on file. Seconded 'by Ald. Wollman. In answer to a question from Ald. Lentini as to what qualification8 were needed by the newly hired Highway Dept. man, Ald. Budish indicated that a man with mechanical experience was needed and Ald. Wieselmann stated that Mr. John Loughney has had considerable mechanical experience along the heavy equipment line and fitted into the Department's needs very nicely, The motion to accept the report carried.
Public Safet Committee - Aid. Weaver presented the report of

by Ald. Lentlni. Ald. Wieselmann questioned the reason why an Increase in salary of the Water Patrolman on Lake DeNoon was considered. Ald. Linck stated that other ~Patrol Officer8 received more money and the Committee felt that for the amount of time that was spent patrolling $100.00 was not a sufficient salary. Ald.
Weaver indicated that the Committee is taking into consideration the increase in cost of gasoline and oil and the use of personal equipment and the Committee felt that an increase should be con- sidered for the next year. Ald. Wieselmann indicated that Lake
DeNoon is pretty much a closed lake and that not many outsider3 use it and there are considerably fewer violations. The motion to
accept the report carried.
Public Welfare Committee - No report.

COMMUNICATION FROM THE MAYORrS OFFICE --
Mayor Gottfried stated that he would be attending the Governorts Conference at Madison on June 17, 1966, and Invited the Aldermen to attend with him if possible.

The Clerk read a communication from Mayor Gottfried directed to the Aldermen regarding his appointments to the positions of City Treasurer and City Clerk. Considerable discussion was held as to the names

and number of applicants for the position of Treasurer. Attorney Fritz informed the Aldermen that Mayor Gottfried need not divulge the names nor number of applicants and that it was only his duty to appoint and the Councilts &gative to confirm the appointment.
NEW BUSINESS -

- The Clerk gave the second reading of Ordinance #38 .e. An Ordinance to Amend an Ordinance Entitled "An Ordinance Establishing Through Streets and Highways in the City of Muskego, Waukesha County, Wisconsin." Ald. Linck moved for the adoption of Ordinance #38, seconded by Ald. Joost and the motion carried.
- - The Clerk gave the second reading of Ordinance #36, .e. Ald. Weaver stated that because of the possibility of State and County control of some of these right-of-ways and bridges and because of possible hardship on some of the local businessmen, the Public Safety Committee, with Supt. Bertram, shall tour the area again and he then moved to defer action on this Ordinance at this time. Seconded by Ald. Budish and the motion carried.
#152 ires?tion - The Clerk read Resolution #152, i.e. Authorizing nance Committee to Let Bids to Purchase a Five-ton Air Condition- ing:Unit for the City Hall. Aid. Budisb moved for the adoption of Resolution #152, seconded by Ald. Linck. After discussion, AldermcutWieselmann moved to amend Resolution #152 to delete the words "and does hereby authorize them to accept the lowest bid" from the fifth paragraph. Seconded by Ald. Weaver. After discussion, upon a roll call vote to amend Resolution #152, Aldermen Weaver, Wieselmann and Wollman voted "aye" and Aldermen Budish, Joost, Lentini and Linck voted *no". Upon a roll call vote to adopt Resolution #152, Aldermen Weaver, Wieselmann and Wollman voted *noa and Aldermen Budish, Joost, Lentini and Linck voted "age". Motion carried.
Resolution #154.- The Clerk read Resolution #154, I.e. Authorizing the Wisconsin Natural Gas Co. to Install Gas Mains Along the Right of Ways of Streets in the City of Muskego. Ald. Budish moved for the adoption of Resolution #154, seconded by Ald. Wleselmann. A discussion was held and several of the Aldermen expressed dissatis- faction at the conditions left by the Gas Company after installation of the mains. Mayor Gottfried informed the Aldermen that a repre- sentative of the Gas Company has stopped in to see him on several occasions. He stated that the Gas Co. has sufficient bond to guarantee the damaged area to be put back properly with%n one year. The motion to adopt Resolution #154 carried.
* F$;:u,tion #155 - The Clerk read Resolution #155, i.e. The Acceptance s for Seal Coating City Roads for 1966. Ald. Wieselmann moved for the adoption of Resolution #155, seconded by Ald. Wollman. Upon a roll call vote the motion to adopt Resolution #155 carried unanimously.
i!gz%sP - The Clerk read Resolution #156, i.e. Confirming the an Assistant Building Inspector. Ald. Lentini moved for the adoption of Resolution #156, seconded by Ald. Weaver. Upon a roll call vote the motion to adopt Resolution #156 carried unanimously. !

Resolution #157 - The Clerk read Resolution #ls'?, i.e. Approval of the Agreement Be Musk&o. ttween Computer Accounting Service and the City of Ald. Budieh moved for the adoption of Resolution #157, seconded by Ald. Jooat. Ald. Weaver waived the reading of the Agreement attached to the Resolution. Ald. Wieaelmann asked if there were any possibility of the City Treasurer taking over this work. He felt that the possibility should be explored now that the offices of Clerk- Treasurer have been split. Clerk Bette Bowyer explained that this bookkeeping work la part of the Clerk's duties and could never be done in aa great a detail as this is done except by Computer system. Ald. ,Weaver indicated that this is just another example of where the voter la not fully informed of the duties performed by the Clerk. Following further discussion, upon a roll call vote to adopt $esolution #157, Aldermen Budiah, Joost, Weaver and Linck voted aye" and Aldermen Lentini, Wieaelmann and Wollman voted 'no". The motion to adopt Resolution #157 carried.

gsolution #158 - The Clerk read Resolution #158, i.e. Transfer of nda from Account #932 (Salariesf 'to Account #934 (Supplies). Ald. Joost moved for the adoption-of Rea. #158, seconded by~Ald. Lentini and upon a roll call vote the motion carried unanimously.
Resolution,#152 - The Clerk read Resolution #159, i.e. Approval of the Selection of a New Highway Employee by the Public Works Committee. Ald. Budish moved for the adoption of Resolution #159, seconded by Ald. Wieselmann, motion carried.
Resolution #160 - The Clerk read Resolution #160, i.e. The Appointment of a Treasurer for the City of Muskego. Ald. Joost moved to defer action of Resolution until-Ordinance-#42, Setting a salary for a City Treasurer, has been adopted. Seconded by Ald. Budish, motion carried.
Resolution #161 - The Clerk read Resolution #161, i.e. Appointment of Citv Clerk for the Citv of Muskeao. Ald. Joost moved for the adopt&n of Resolution #l&l, secondgd by Ald. Wollman. A lengthy discussion took place and Alderman Lentini moved that Resolution #161 be referred back to the Finance Committee so that they may come up with a resolution setting a salary such as waa brought up for the Treaaurer. The motion was seconded by Ald. Wieaelmann and carried.

Ordinance #42 was presented and Ald. Joost moved to suspend the Rules of Order so that Ordinance #42 might be acted upon immediately. Seconded by Ald. &dish. The Clerk read Ordinance #42, i.e. An Ordinance Amend- ing Ordinance #T/ Entitled "An Ordinance Establishing Salaries of Employees and Officers of the City of Muskego. Aid. Budish moved for l the adoption of Ordinance #42, seconded by Ald. Lentini. Upon a roll call vote the motion to adopt Ordinance #42 carried unanimously.
160 was brought back to the floor for action. Upon a roll e motion to adopt Resolution #16O carried unanimously.
- Ald. Joost moved that the Common Council approve ers in the smount of $.5,569.60 payable to June 14, 1966. Seconded by Ald. Budish. Upon a roll call vote the motion to pay the vouchers carried unanimously.

CITY OFFICIAL'S REPORT
The Clerk presented the Financial Report showing a cash balance as of May 31, 1966, of $327,609.51, same to be placed on file.

The Clerk read a communication from the Plan Commission directed to the Mayor and Council recommenddng that Gravel, Inc.ls bond for restoration purposes be fixed at $&O,OOO and that exoavation be limited to their present grade of 40' below proposed restoration grade.
The Clerk read a communication from the Plan Commission directed to the Mayor and Council requesting more time to study Forrest Perkins' Rezoning request, Considerable discussion took place regarding the rezoning and it was mutually agreed by t&a Council to give the Plan Commission an additional two weeks to study the situation more thoroughly.
The Clerk read a communication from the Wisconsin Electric Power Company directed to Mayor Gottfried regarding the street lighting on Michi Dr. and Lake Street. Communication referred to the Safety Committee.
The Clerk read a communication from Mr. Milan Miller directed to the Council stating his resignation from the Park and Recreation Board. Connnunication placed on file.
Upon petition for a zoning change in Sec. 25 from Agriculture to I-l, also a zoning change in Sec. 21 from RS-1 to RS-2, Ald. Budiah moved to hold Public Hears on July 26th and Aug. 9th respectively. Seoonded by Ald. Llnck, motion carried.
Ald. LentFni moved to adjourn, seconded by Ald. Joost. The meeting adjourned at lo:05 P.M.

I HONORABLE ALDERMEN OF THE CITY OF MUSKEGO
, 4~. Gentlemen:
As you know, it was determined several weeks ago that it is the responsi- bility of the Mayor to appoint the Clerk, Treasurer, Constable and Assessor
w
o will serve until elections are held in the spring of 1967. Those
eople elected at that election, according to Sec. 66.09 (5) of the Wiscon- sin Statutes, would assume their responsibilities on May 1, 1967. There-
fore, any appointments made by the Mayor and confirmed by the Common Council would serve until May 1, 1967. By the use of the newspapers I
have made every effort to have it known that applications for these
positions would be accepted to June 1, 1966.
Several applications were received for the position of Treasurer, all of
them, in my opinion, very well qualified. A single application was re-
ceived for the position of City Clerk.
Since there was a single application for the City Clerk my task of appoint-
ing a person to fill this position was relatively simple, particularly
since the applicant was a person who has been associated with the Clerk's Office for many years. I am confident that you will agree that Mrs. Bowyer's
past experience and knowledge of the City Government certainly makes her

the most logical appointee for City Clerk. I am therefore submitting
her name to you for your approval.
The position of Treasurer was a little more difficult in that all the applicants who applied had, in one way or another, qualifications needed
by anyone wishing to be appointed to this position. One of the applicants,
Mrs. Jean Sanders, has worked for the City since May, 1965, and has handled most of the duties of the Treasurer's Office very well. She would be
available at any time during the day. She has indicated her willingness
to spend specific hours at the City Hall and during the months of December, January, February, and most of March, the months during which the majority
of the Treasurer's work is done, she would be available and intends to
work full time at her duties.
As you know, it has been my feelings that if the citizens of this community
are to be served adequately, it is an absolute necessity that the different
officers of the City be available at the City Hall when they areneeded by the citizens. It is for these reasons that I have determined that it would be in the best interest of this City to submit the name of Mrs.
Jean Sanders as City Treasurer to your body for confirmation.
l If for any reason you do not feel my selection for these positions are not
qualified I would appreciate hearing from you prior to this Council meet-
ing in order that we might discuss it in greater detail.
