ccm19660524COMMON COUNCIL CITY OF MUSEEGO HIEUTES OF MEETING HELD MAY 24, 1966 Tbe meeting was oalled to order at 7:38 P.M. by Hagor Gottfried. Present were Mayor Gottfried, Alderman Edmund A. Budiab, Ald;.:Sivier Joost, Jr., Alderman Roland Linck, Alderman Donald E. Wieselmann and Alderman Walter Wollman. Alderman S. Robert Lentini arrived at 7:49 P.M. and Alderman Myron Weaver arrived at 8:30 P.M. Also present were Clerk Bette Bowger and Attorney Hippenmeysr. MINUTES - Alderman Wollman moved that the Minutea of the previous rnv held on May 10, 1966, be accepted as presented and placed on file. Seconded by Alderman Linck and the motion carried. COMMITTEE REPORTS Finance Committee - Alderman Linck presented the report of the Finance Committee meeting held on May 18, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Joost. Tbe motion to accept the report carried. Public Works Committee - Alderman Wieselmann presented the report of tbe Public Works Committee meeting held on May 12, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Budisb. Questions were raised by several of the Alderman regarding the Nuakego Creek clearance south of Woods Road and drainage problems in the City. Tbe motion to accept the report carried. Public Safety Committee - Alderman Wieeelmann presented the report of the Safety Committee meeting held on May 11, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Linok, motion carried. Public Welfare Committee - No report. Rules, Laws & Ordinance Committee - Alderman JoorJt presented the report of the Rules, & Ordinance Committee of the meeting held on May 19, 1966, and moved that the report be aacepted and placed on file. Seconded by Alderman Lentini and the motion carried. Plan Commiseion - The report of the Meeting held on May 17, 1966, was accepted,and placed on file. UNFINISRED BUSINESS $$inance #T - Tbe Clerk gave the second reading of Ordinance An Ord nance Establishing Speed Zones on Certain City Striets in the City of Huskego, Waukesha County, Wisconsin. Alderman Linok moved for the adoption of Ordinance #37, seconded by Alderman Wollman. Alderman Linok informed the Aldermen that at the present time there was no speed limit in Ludwig’s Subdivision and that several of the residents bad requested that there be one. Tbe motion to adopt Ordinance #3T-cjaPr-i:ed gyrlce #39 - The Clerk gave the eecond reading of Ordinance .e. An Ordinance Establishing Speed Zones on Certain Streets in the City of Huskego, Waukesba County, Wisconsin. Alderman Wollman moved for the adoption of Ordinance #39, seconded by Alderman Joost. Alderman Lentlni indicated that a Page 2. * l he felt 25 mph was too slow for Lembezeder Dr. He felt that should .be some reduction from the present 40 mph speed limit but not,that great a reduction. Considerable disaussion took place and Alderman Wieselmann moved to emend Ordinance #39 to read under (A) as follows: Lembeseder Dr., City of Muskego, Waukesha County, Wisconsin "Thirty miles per hour from Racine Ave. running easterly to its intersection with Cold Dr." Upon a roll call vote the motion to amend Ordinance #39 carried unanimously. The motion to adopt Ordinance #39, as amended, carried. - The Clerk gave the second reading of Ordinance Establishing Speed Zones in City Parks and'the Access Roads Thereto. Alderman Joost moved for the adoption of Ordinance #40. Seconded by Alderman Budish, motion carried. NEW BUSINESS !i%w=-@ - The Clerk gave the first reading of Ordinance .e. An Ordinance to Amend an Ordinance Entitled 'An Ordinance Establishing Through Streets and Highways in the City of Muskego, Waukesha County, Wisconsin. - - The Clerk read Resolution x151, I.e. To or se Pure ase of a 1960 Model W216 Four Wheel Drive Oshkosh Trubk. Alderman Wieselmann moved for the adoption of Resolution #151, seconded by.Alderman Budish. In answer to questions by Aldermen Joost and Lentlni,.Alderman Budish explained to the Council that the Public Works Committee felt they would get a greater return from the present 1953 Model truck if it were sold to the highest bidder rather than to trade It in on the newer model. The motion to adopt Resolution x151 carried. - The Clerk read Resolution #l52, i.e. Lease Air Conditionina Unit for MUskegO Citv Hall. Alderman Linck moved for the adzptian of Resolu);ion #is2, seconded by Alderman Budish. Alderman Joost explained the layout of the proposed five-ton air conditioning unit. Alder- man Wieselmann indicated that he felt that the purchase of three smaller units would be more advantageous than the rental of a large unit. Mayor Cottfried gave the Chair to Alderman Wieselmann so that he could enter the discussion. He indicated that working conditions are very unpleasant in the City Hall during the warm humid months and that he felt that beoanse of the time involved action on this matter should be taken as soon as possible. After more discussion by several of the Aldermen, Alderman Wieselmann moved to defer action on Resolution #152 until the next meeting. Seconded by Alderman Lentinl. Upon a roll call vote to defer action on Resolution #l52, Alderman ( Budish voted "no" and Aldermen Joost, Lentini, Linck, weaver, Wieselmann and Wollman voted "aye". lllso$;ion #153 - The Clerk read Resolution x153, i.e. ,Transfer n s from Account #538, Equipment,to Account #586, City Hall, Building and Improvements, Alderman Linck moved for the adoption of Resolution #153, seconded by Alderman Budiah. Upon a roll call vote the motion to adopt Resolution #153 carried unanimously. VOUCHER APPROVAL - Aldennan Joost moved that the Common Counail approve payment of vouchers in the amount of #ll+,863.53 payable to May 24, 1966. Seaonded by Alderman Lentini. Upon a roll call vote the motion to pay the vouchers carried unanimously. Page 3. LICENSE APPROVAL - Alderman Budish moved that the Common Council approve a Bartenderas License for Mr. Theodore Blattner, seconded by Alderman Wieselmann and the motion carried. CITY OFFICIAL*S REPORT - None COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a communication from the Wisconsin Natural Qas Company directed to the Mayor and Common Council requesting permission to install 171Of of 2" H.P. steel main and eight 3/b” H.P. service in Park Road and Lake Drive, also 1363’ of 6” H.~P. a;;elT rw;;i; and two 3/b” H.P. service in College Ave. . . . . In snswer to questions from Alderman Jooet, Attorney Hippenmeyer reviewed the most recent meeting with Mr. Walter Veabach and his Attorney regarding the new Lease offered to them for the proposed sewage lagoon site.
