CITY OF MUSKEGO
MINUTES OF MEETING HELD MAY 10, 1966
The meeting was called to order at 7:37 P.M. by Mayor Gottfried.
Present were Mayor Gottfried, Aldermen Edmund A. Budish, Sivier
Joost, Jr., S. Robert Lentini, Roland Linck, Myron Weaver, Donald
E. Wieselmann, and Walter Wollman. Also present were Clerk Bette
Bowyer and Attorney Hippenmeyer.

The Minutes of the previous meeting held on April 26,
accepted as mailed and placed on file.
COMMITTEE REPORTS
Finance Committee - Alderman Linck presented the report of the
Finance Committee meeting held on May 4, 1966, and moved that the
report be accepted and placed on file. Seconded by Alderman
Budish. The motion to accept the report carried.
Public Works Committee - Alderman Wieselmann presented the report
E Public Works Committee meeting held on May 5, 1966, and
moved that the report be accepted and placed on file. Seconded
by Alderman Wollman and the motion carried.
Public Safety Committee - Alderman Weaver presented the report
of the Safety Committee meeting held on April 28, 1966, and moved
that the report be accepted and placed on file. Seconded by
Alderman Linck, motion carried.
Public Welfare Committee - Alderman Budish presented the report
of the Public Welfare Committee meeting held on May 4, 1966, and moved that the minutes be accepted and placed on file. Seconded by Alderman Lentini. Alderman Weaver questioned the reduction of ~the-bond and the request for permission to go below restoration grade and suggested that this matter be reviewed by the Plan
Commission. The motion to accept the report carried.
Rules, Laws & Ordinance Committee -- - Alderman Joost presented the report of the Rules, Laws & Ordinances Committee of the meeting
held on April 27, 1966, and moved that the report be accepted and
placed on file. Seconded by Alderman Weaver, motion carried.
Alderman Joost then presented the report of the meeting held on
May 5, 1966, and moved that this report be accepted and placed on
file. Seconded by Alderman Wollman and the motion carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that he has reappointed Mr. Robert
Draskovich as Weed Commissioner, the new appointment to take
effect on May 15, 1966.
Mayor Gottfried stated that as we are becoming more involved
in a sewer project he felt that a special committee on sewers
would be of great advantage to the Common Council. He therefore names Alderman Myron Weaver, Alderman Walter Wollman and Alderman Edmund Budish to serve on this Committee. Alderman Weaver was
named Chairman.
Mayor Gottfried stated that in regard to the selection of the
City's Official Newspaper, the Waukesha Freeman, the Hub and the
Tri-town News had submitted bids. The Hub submitted the low
bid which was S.14 per column inch.
Attorney Hippenmeyer then introduced Resolution #150 as follows:

"BE IT RESOLVED that Community Newspapers, Inc., publisher of
"The Hub" having submitted the lowest bid for official publication,
said bids is accepted, and "The Hub" is designated as the official
paper of the City, upon filing of an affidavit of compliance of

requirements as required by law".
Alderman Weaver moved to suspend the Rules of Order that Resolution #lsO might be acted upon immediately. Seconded by

Alderman Wieselmann, motion carried. Alderman Budish moved
for the adoption of Resolution #lsO, seconded by Alderman Weaver. Upon a roll call vote the motion to adopt Resolution #150 carried
unanimously.
The Clerk read a letter dated May 6, 1966, from Mayor Gottfried directed to the Aldermen in regard to applications being taken
for the offices of Clerk, Treasurer, Assessor and Constable. Mayor Gottfried informed the members of the Council that the Finance
Committee will be discussing the salary of the Treasurer and
the responsibilities as to his work with the City at their next
meeting. A discussion took place and several of the Aldermen
asked question regarding the examinations to be given to applicants
of some of the position. Attorney Hippenmeyer informed the Council that Mayor Gottfried may determine the method to be used in finding
qualified people for these offices and he would submit their names
to the Common Council for their confirmation.

NEW BUSINESS -
Voucher Approval - Alderman Budish moved that the Common Council
approve payment of vouchers in the amount of $9,987.15 payable
to May 10, 1966. Seconded by Alderman Linck. Upon a roll call
vote the motion to approve payment of vouchers carried unanimously.

An Ordinance Establishing Speed Zones on Certain City
Streets in the City of Muskego, Wa;kesha County, Wisconsin. This
ordinance will be referred to Attorney Hippentneger and the Safety
Committee for their consideration.

Ordinance #39 - The Clerk gave the first reading of Ordinance #39, i.e. An Ordinance Establishing Speed Zones in City :Parks and the
Access Roads Thereto. This Ordinance will be referred to the
Safety Committee and Attorney Hippenmeyer for their consideration.
Resolution #144.- The Clerk read Resolution #144, i.e. Declaring
Certain Weeds to be Noxisou Within the Boundaries of the City of
Muskego, Waukesha County, Wisconsin. Alderman Wieselmann moved
for the adoption of Resolution #14!4, seconded by Alderman Lentini,
motion carried.
Resolution #149 The Clerk read Resolution #149, i.e. Acceptance
of Bids for theoInstallation of a Puma in the Citv Hall. Alderman
Linck moved for the adoption of Resolution #149, seconded bv
l Alderman Lentini. Upon a roll call vote the motion to
Resolution #149 carried unanimously.

of SamueIP. Murray, Attorney, as Collection Agent for of Erroneous Income Tax Claims. Alderman Budish moved
Resolution #348, seconded by Alderman Wieselmann.

The Clerk read a letter from Samuel P. Murray directed to the Mayor and Common Council in regard to fees for his work. Alderman
Joost moved to amend Resolution #148 by adding the words "as per his letter of May 9, 1966" to the last paragraph. Seconded by
Alderman Linck, motion carried. Upon a roll call vote the motion
to adopt Resolution #148, as amended, carried unanimously.
CITY OFFICIAL'S REPORT
*
Attorney Hippenmeyer commented briefly on the case of the Town
of Norway vs. The State Board of Health now pending in the State
Supreme Court. He indicated that the case will not come up until
September or October of 1966.
Attorney Hippenmeger reported that the Wisconsin Electric Power
Company representatives are contacting landowners to negotiate
further with them regarding the proposed transmission line.
The Clerk presented the Financial Report showing a cash balance
as of April 31, 1966, of $3!53,566.65 Same to be placed on file.
The Clerk read the Building Report of the month of April, 1966,
same to be placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
l Alderman Lentini nominated Alderman Wieselmann to act as the
representative from the City to the Waukesha County Welfare Group.
Alderman Linck seconded the nomination. Alderman Weaver moved
that the nominations be closed and that the Clerk cast a unanimous
ballot for Alderman Wieselmann. Seconded by Alderman Wollman
and the motion carried.
The Clerk read a communication from Governor Knowles inviting
municipal officials to a conference for city, village and town
officials on Friday, June 17, 1966, at the State Capitol in
Madison to discuss federal aids available to municipalities
and what assistance is available from the state to obtain such
aids. Communication placed on file.
The Clerk read a communication from Mr. Charles Foldy, Program
Chairman of the Memorial Day Parade in Muskego inviting the
Aldermen to ride in the Memorial Day Parade. Communication
placed on file.
The Clerk gave a report on the activities of the Waukesha
County Health Department for the City of Muskego for January,
a
February and March, 1966. Report placed on file.
The Clerk read a communication from the Wisconsin Natural Gas
Company directed to the Mayor and Common Council requesting
permission to install 270 feet of 6" H.P. steel main and 426' of
2" H.P. steel main and two 3/4" H.P. services to serve Clyde
Hecker, S79 ~18181 Tower Dr. and George Bauman S79 ~18155 Tower
Dr., Muskego. Communication referred to the Public Works
Committee.
Alderman Lentini referred to a letter he and other Aldermen had
received from the Citizen's Governmental Research Bureau regarding
group purchasing. Communication will bereterred to the Finance
Committee.
* Alderman Weaver moved to adjourn the meeting, seconded by Alderman
Wieselmann, motion carried. The meeting adjourned at 9:15 P.M.
