MINUTES OF MEETING HELD MARCH 7, 1966
The meeting was called t_o order at 7~07 P.M. by Mayor Gottfried.
Present - Mayor Gottfried, Aldermen Arthur Bostater, Paul DeAngelis, Hmudziak, Myron Weaver, Donald Wieselmann, Henry Wolf and Edmund Budish. Also present were Clerk Bette Bowyer and Attorney Hippenmeger.
Minutes - Alderman Weaver moved that the minutes of the previous meeting held on February 22, 1966, be accepted as presented and placed on file. Seconded by Alderman Budish, motion carried.

COMMITTEE REPORTS
Finance Committee - Alderman Wolf presented the report of the Finance Committee meeting held on March 2, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Bostater. The motion to accept the report carried.
Public Safety Committee - No report.
Public Welfare Committee - Alderman DeAngelis presented the report f the Public Welfare Committee meeting held on March 2, 1966, and zoved that the report be accepted and placed on file. Seconded by Alderman Hudziak and the motion carried.
Public Works Committee - Alderman Wieselmann presented the report of the Public Works Committee meeting held on March 4, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Weaver, motion carried.
Rules, Laws & Ordinance Committee - Alderman Weaver presented the report of the Rules, Laws & Ordinance Committee meeting held on March 3, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman DeAngelis, motion carried.
.Planning Commission - In regard to Multiple Housing, Alderman Wieselmann questioned as to why it was not indicated in the minutes that the City Planner had been authorized by the Planning Commission to make a further study of this situation. Alderman Budish advised him that even though it did not indicate in the minutes, the City Planner had been authorized to do further study and would report to the Planning Commission.
At 7:25 P.M. Mayor Gottfried called a recess in order to hold a Public Hearing regarding a Combination Class B Retail License. The Common Council reconvened at 8:50 P.M.
UNFINISHED BUSINESS
#",BR,ou,"',o~ g118 - The Clerk gave the second reading of Resolution irecting the City Attorney to Draft an Ordinance Regulating Dance Halls and Other Places of Amusement in the City of Muskego. Alderman Weaver moved for the adoption of Resolution
#118, seconded by Alderman Wolf. In answer to a question from Alderman Hudziak as to whether or not County or State Rules would be followed in this Ordinance, Alderman Weaver advised that basically they didn't want to change the County Ordinance, however, they wanted to look at the fees. Alderman Wolf assured Alderman Hudziak that both County and State Rules would be taken into consideration. The motion to adopt Resolution #I18 carried.

Mayor Gottfried advised that on March 9, 1966, at 8:00 P.M. the first meeting of the newly established Police and Fire Commission would be held. They would become acquainted and discuss their responsibilities. He invited the Press as well as the Aldermen to attend this organizational meeting.
NEW BUSINESS
Resolution #124 - The Clerk read Resolution #l2i+, i.e. Awarding of Contract to Install Drinking Water Facilities. Alderman Wolf moved that the Common Council adopt Resolution #l24, seconded by Alderman DeAngelis. Upon a roll call vote, the motion to adopt Resolution #l24 carried unanimously.
Resolution #125 - The Clerk read Resolution #125, i.e. Reimbursement for Tax Roll Errors. Alderman Hudziak moved that the Common Council adopt Resolution #125, seconded by Alderman Wieselmann. Upon a roll call vote the motion to adopt Resolution #125 carried unanimously.
Resolution #126.- The Clerk read Resolution #126, i.e. Refunds for Tax Errors. Alderman Budish moved for the adoption of Resolution #126, seconded by Alderman Wolf. Upon a roll call vote the motion to adopt Resolution #126 carried unanimously.
Resolution #127 - Attorney Hippenmeyer read Resolution #127 as follows:
"BE IT RESOLVED that the Jurisdictional Offer to Walter Vesbach and Dorothy Vesbach for 21.3 acres in the amount of $9,950.00 be approved.
BE IT FURTHER RESOLVED that the Mayor be and he hereby is authorized and directed to execute the offer on behalf of the City and cause the same to be served on the landowners."
Attorney Hippenmeyer then read the Jurisdictional Offer to Walter Vesbach and Dorothy Vesbach. This offer had to do with the construction and operating and maintaining sanitary sewage lagoons and stabilization ponds. Alderman Wolf moved for the adoption of Resolution #127, seconded by Alderman Weaver and upon a roll call vote the motion to adopt Resolution #l27 carried unanimously.
Attorney Hippenmeyer then read the second Jurisdictional Offer to Walter Vesbach and Dorothy Veshbach. This involves a tri- angular piece of land approximately 901 on each side for the purpose of constructing, operating and maintaining a sanitary pumping station. #128 as follows: Attorney Hippenmeyer then offered Resolution
"BE IT RESOLVED that the Jurisdictional Offer to Walter Vesbach and Dorothy Vesbach for that easement described in the description page thereof and in the amount of $100.00 be approved.
BE IT FURTHER RESOLVED that the Mayor be and he hereby is authorized and directed to execute the offer on behalf of the City and cause the same to be served on the landowners."
Alderman Wieselmann moved for the adoption of Resolution #128, seconded by Alderman Budish and upon a roll call vote the motion to adopt Resolution #128 carried unanimously.
Resolution #l29 - Attorney Hippenmeyer presented Resolution #129
as follows:
"BE IT RESOLVED that the Jurisdictional Offer to Walter Vesbach
and Dorothy Vesbach for that land described in the relocation order of this Council dated August 24, 1965, and in the amount of $250.00 be approved.

BE IT FURTHER RESOLVED that the Mayor be and he is hereby
authorized and directed to execute the offer on behalf of the City and the cause the same to be served on the ,landowner."
Alderman DeAngelis moved that Resolution #129 be approved by
the Common Council, seconded by Alderman Wieselmann and Alderman Hudziak. This Jurisdictional Offer involved $250.00 for the construction of a sanitary sewer and for an access road. Attorney Hippenmeger
advised that this is an easement of 301 in width and 935’ long. Upon a roll call vote the motion to adopt Resolution #129 carried unanimously.
Ordinance #33 - The Clerk gave the first reading of Ordinance #33 i.e. An Ordinance to Amend an Ordinance Known as the Building Code of the City of Muskego, Waukesha County, Wisconsin.
VOUCHER APPROVAL - Alderman Budish moved that the Common Council approve payment of vouchers in the amount of $6,124.07 payable to March 7, 1966. Seconded by Alderman Wolf. Upon a roll call
vote the motion to approve payment of vouchers carried unanimously.
LICENSE APPROVAL - Alderman Wolf moved that licenses to tend bar
be approved and issued to Jack Erickson and Alex J. Kaczmarczyk. Seconded by Alderman Bostater and the motion carried.
CITY OFFICIAL'S REPORT
Attorney Hippenmeyer commented on the Wisconsin Electric Power Company's proposed transmission line. After considerable discussion Attorney H5'ppenmeyer stated that in the final analysis the Electric Company could place the line anywhere they choose. He stated that on March 16, 1966, a meeting would be held in Madison with the Public Service Commission. He suggested that Mayor Gottfried and Planner Knetzger attend this meeting.
The Clerk presented the Financial Report showing a cash balance as of February 28, 1966, of $281,418.35.
The Clerk read the Building Inspectorls Report for the month of February, 1966, same to be placed on file.
COMMUNICA'lIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Mr. Clarence Dahlen, President of the Park and Recreation Board regarding Urban Renewal assistance. Communication referred to the Planning Commission.
Alderman Wolf moved to adjourn the meeting, seconded by Alderman Weaver, motion carried. The meeting adjourned at 9:43 P.M.
