MINUTES OF MEETING HELD FEBRUARY 8, 1966
The meeting was called to order at 7:35 P.M. by Mayor Gottfried.
Present - Mayor Jerome Gottfried, Aldermen Arthur Bostater, nngelis, Henry Hudziak, Edmund Budish, Myron Weaver, Donald Wieselmann and Henry Wolf, City Clerk Bette Bowyer and Attorney William Reilly.
Minutes - Alderman Budish moved that the minutes of the previous meeting held January 2.5, 1966, be accepted as presented and placed on file. Seconded by Alderman Weaver and the motion aarried.
COMMITTEE REPORTS
Finance Committee - Alderman Wolf presented the report of the Finance Committee meeting held February 2, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Budish. Alderman Wolf corrected the minutes on Page two, sixth paragraph, the last sentence to read, Mr. Osahman will be asked to appear before our next Committee meeting for explanation of the conviction. The motion to accept the Finance Committee Minutes, as corrected, carried.
Public Safety Committee - Alderman Wieselmann presented the report of the Public Safety Committee meeting held on January 27. 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Hudziak, motion carried.
Public Welfare Committee - No report.
Public ~e~#.%Ollml~tbai‘ <Alderman Budish presented the report of the Pub,lic Works Committee meeting held on February 3, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Weaver. In answer to a question from Aldennan Wolf as to the difference between Alternate #1 and Alternate #2, Alderman Weaver explained that Alternate #l was the original channel design of 60 feet. The bids for this project were all rejected because of being too high. The Public Works Committee then decided to reduce the width of the channel to such a degree that it would meet our needs for the next ten years. Alternate #2 reduced the width to about one-half of the original channel design.
Alderman Weaver commented on the spraying of elm trees in the city. He indicated that the spraying program has not appeared to be successful and called upon the Aldermen to express their opinion as to how they felt about this. Mayor Gottfried stated that the City has always followed the recommendations of the State Agriculture Department as to solutions used for spraying, etc. In spite of this only half of the elm trees on City property are left. It was the feeling of several members of the Council that money being spent on the control of Dutch Elm disease is being used to no avail. The motion to accept the minutes of the Public Works Committee carried.
Rules, Laws & Ordinance Committee - Alderman Weaver presented the report of the Rules, Laws & Ordinance Committee meeting held on February 3, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman DeAngelis, motion carried.
Planning Commission - The report of the Planning Commission meeting of February 1, 1966, was accepted and placed on file.

UNFINISHED BUSINESS
Ordinance #26 - The Clerk gave the sec,ond reading of Ordinance #26, i.e. an Ordinance to Amend the Zoning Ordinanae of the City of Muskego. The Planning Commission intends to report this out at their next meeting.
Ordinance #32.- The Clerk gave the second reading of Ordinance #32, i.e. An Ordinance Establishing the Hours which the Election Polls are to be Open in the City of Muskego. Alderman Wieselmann
l moved for the adoption of Ordinance #32, seconded by Alderman Hudziak, motion carried.
COMMUNICATION FROM MAYOR'S OFFICE
Mayor Gottfried announced the appointment of Alderman Edmund Budish as coordinator of the dedication ceremonies of the Luther Parker Cemetery.
Mayor Gottfried reminded the Aldermen of the meeting with the State and County Highway officials at the Waukesha County Court House on February 9, 1966, at 7:30 P.M. in regard to the proposed reconstruction of Racine Avenue from Highway 24 south to the County Line.

Mayor Gottfried announced the change of date of the Common Council meeting from March 8 to March 7, 1966, due to the fact that the Primary Election is to be on March 8.
Mayor Gottfried appointed the following people to act as judges to select a symbolic City Seal for the City of Muskego. Rev. Donald Roth, Mr. Harold Sanders, Mr. Albert Czarnecki, Mr. William Griener, Mr. Harold DeBack, Mr. Fred Lavey, Mr. Roger Murphy and Mrs. Margaret Williams.
NEW BUSINESS
Resolution #113 - The Clerk read Resolution #113, i.e. Joining the League of Wisconsin Municipalities and the Transfer of Funds for this Purpose. Alderman Wolf moved for the adoption of Resolution #113, seconded by Alderman Budish. In answer to Mr. Wieselmann's question as to why there was an increase of money paid for dues, Alderman Wolf explained that a new City's initial year's dues are one-half of the normal dues paid by Upon a roll call vote the motion to adopt Resolution

Resolution #114 - The Clerk read Resolution #114, i.e. Awarding of Contract for the Clearing and Cleaning of Muskego Creek from Woods Road South to Big Mu&ego Lake. Alderman Weaver moved for the adoption of Resolution #114, seconded by Alderman Budish. Upon a roll call vote the motion to adopt Resolution #114 carried unanimously.
Resolution #llz - The Clerk read Resolution #115, i.e. To
Authorize the Public Works Committee to Set Weight Limits on Municipal Streets In the City of Muskego. Alderman Weaver
moved for the adoption of Resolution #115, seconded by Alderman Wieselmann, motion carried.
Resolution rl6 - The Clerk read Resolution #116, i.e. To
Authorize t e Citv Attorner to Act in the Matter of the Wisconsin Electri; Power Company*s Proposed Transmission Route. Alderman Budish moved for the adoption of Resolution #116, seconded by Alderman Wieselmann. In answer to Alderman
Bostater as to what legal action the City could take, Attorney Reilly answered that an injunction could be obtained or whatever ;iE;;ection was necessary. The motion to adopt Resolution #116 .

Resolution #117 - The Clerk read Resolution #117, i.e. Appoint- ment of Election Officials. Alderman Weaver moved for the adoption of Resolution #117, seconded by Alderman Wieselmann. Upon a roll call vote the motion to adopt Resolution #117 carried unanimously.
VOUCHER APPROVAL - Alderman Budish moved that the Common Council approve payment of vouchers in the amount of $ll+,s98.18 payable to Bebruarg 8, 1966. Seconded by Alderman Wolf. Upon a roll call vote the motion carried unanimously.
LICEI?SE REQUEST - Alderman Wolf moved that the Common Council deny the application of Mr. William Deffner for a Bartender's License, seconded by Alderman Budiah. In answer to Alderman Weaver as to why this license request was denied, Alderman Wolf stated that on two different occasions Mr. Deffner was seen serving liquor before he had been granted a License to do

CITY OFFICIALS REPORT
The Clerk presented the Financial Report showing a cash balance as of January 30, 1966, ,$303,151.31, same plaoed on file.
The Clerk read the Building Inspectorvs report for the month of January, 1966, same placed on file.
The Clerk read a request for a Zoning change from RSM to RS3. Mayor Gottfried stated that the earliest possible date that a Public Hearing could be held in regard to this change would be on March 22. Alderman Wolf moved that a Public Hearing be held on March 22, 1966, 7:00 P.M. for the proposed zoning change, seconded by Alderman Weaver, motion carried.
The Clerk read an inter-office aomnunication directed to Mayor Gottfried and the Common Council from the Planning Commission advising that the Planning Commission has recommended that the City Attorney pursue whatever legal steps are necessary to protect the interest of the City of Muskego and the property owners involved regarding the proposed transmission line in the southern part of the City.
The Clerk read a communication from Attorney Wm. Reilly regarding the restoration plan of Gravel, Inc., same referred to the Planning Commission.
The Clerk read a communication from herself directed to Mayor Gottfried regarding a tax assessment error on the property of Mr. Victor Lemke. Communication referred to the Finance Committee.
The Clerk read a letter of resignation directed to Mayor Gottfried from Mr. John Meinhardt who wishes to resign from the Planning Commission of the City of Muskego.
The Clerk read a communication directed to Mayor Gottfried from Mr. George C. Berteau, Chairman of the Southeastern Wisconsin Regional Planning Commission requesting that the Mayor and Common Council attend a meeting on February 21, 1966, at 7:30 P.M. Oak Creek City Hall to review the Root River Plan Proposals. Communication referred to the Planning
Commission.

The Clerk read correspondence from the Waukeaha County Historical Society announcing a lecture and slides on the Fox River Valley of Waukesha County to be held at the Old Court House on Sunday afternoon, February 20, 1966, at 3:00 P.M.
Resolution #118 - The Clerk read Resolution #llS, i.e. Directing the City Attorney to Draft an Ordinance Regulating Dance Hails and other Places of Amusement in the City of Muskego, presented by Alderman Myron Weaver for the Council's consideration. Alderman Weaver moved for the suspension of rules in order that Resolution #118 could be discussed at the present meeting, seconded by Alderman Wiesehann, motion
carried. Alderman Weaver moved to adopt Resolution #llS, seconded by Alderman Wieselmann. In answer to the question from Alderman Budish for an explanation to this Resolution, Alderman Weaver explained that it was his feeling that the City should assume the licensing of dance halls and relieve the County of this responsibility therefore keeping fees collected in the City. Upon the suggestion of Attorney Reilly, Alderman Weaver moved to refer Resolution #118 to the Rules, Laws & Ordinance Committee, seconded by Aldenan Wolf, motion carried.
Alderman Weaver moved to adjourn the meeting. Seconded by Alderman Wieselmann and the motion carried. The meeting
adjourned at 9:05 P.M.
