ccm19660111, : :. COMMON couNcIL CITY OF MUSEEGO MINUTES OF MEETING RELD JANUARY 11, 1966 The meeting was called to order at 7:33 'P.M. by Mayor Gottfrled. Present - Mayor Gerome Gottfried, Aldermen Arthur Bostater, Paul mngelis, Henry Hudziak, Edmund Budish, Myron Weaver,.Donald Wieselmann and Henry Wolf, Clerk Bette J. Bowyer and Attorney William Reilly. Minutes - Alderman Wolf moved that the minutes of the previous meeting held December 28, 1965, be accepted as presented and placed on file. Seconded by Alderman Wlesslmann, motion carried. COMMITTEE REPORTS Finance Committee - Alderman Wolf presented the report of the Pinance Committee meeting held January 5, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Budish, motion carried. Safety Committee - Alderman Wieselmann presented the report of athttee meeting held January 6, 1966, and moved thzt thz 3[eport be accepted and placed on file. Seconded by Alderman Hudeiak, motion carried. Public Welfare Committee - Alderman De Angells presented the report of the Public Welfare Committee meeting held on January 5, 1966, and moved that the report be accepted and placed on file. Seconded by Alderman Budlsh. Alderman Weaver reminded the Alderman that according to Resolution x100, Mr. Dale Dawson of Gravel, Inc., was to have met six requirements by December 1, 1965, before he could operate in 1966. These requirements have not been met. His plant is now shut down until after April 1, 1966. Mr. De Angel18 stated that he had contacted Mr. Polein and a restoration report will be received within the next week. The motion to accept the report carried. Public Works Committee - Mr. Works Cmumitt Wieselmann reported that the Public h Id an informal meeting on January 6, 1966, as there was no &izess for the Committee to discuss. - Alderman Weaver reported e Committee had met from 7:45 P.M. the discussion primarily being on the Firearms Ordinance. The report of the meeting will be presented at the Common Council meeting of January 25th. e Planning Commission - Alderman Wieselmann referred to Page 4 of the .Plannlng Commission minutes, the second paragraph under the heading Wisconsin Electric Power Company. He questioned whether or not the land owners of the property where the transmission line would run would be able to attend the meeting of the Planning Commission. Mayor Gottfried indicated that all people are welcome at any time, however until such time when a public hsar- ing date is set they cannot take part in any discussion. Ordinance ‘X30. The Clerk gave the second reading of Ordinance #30. i.e. an Ordinance Establishing the Number of Election Inspectors and Clerks for the Wards in the City of Muskego, Waukesha County, a Wisconsin. Alderman Wieselmann moved that Ordinance #3O be adopted by the Common Council, seconded by Alderman De Angelis. Upon a roll call vote the motion carried unanimously. Page 2. Ordinance #s - The Clerk gave the seoond reading of Ordinance #31, i.e. and Ordinance to amend the Zoning Ordinance and the Official Zoning Map of the City of Muskego. Alderman Budish moved that Ordinanoe #31 be adopted by the Common Counoil, seconded by Alderman Weaver. However, upon reobmiaendation of Attorney Reilly Aldermen Budish and Weaver withdrew their motion8 to adopt Ordinance #31 until a revised map is in the Citges possession. COMMUNICATIONS FROM THE MAYORtS OFFICE a Mayor Gottfried gave a short resume of the problems involved in the Wisoonsln Electric Power Companges plans to erect a new transmission line facility in the City. The Planning Commission ia attempting to get drawings of the proposed pro- ject from the Electric Company and the location of the project. -*- Mayor Gottfried stated that in regard to Resolution #ill, under New Business, the Engineering Firm of Ruekert dc Mielke and the Planning Firm of Nelson& Associates have met and discu.ssed what It would cost to make a study of the possibilities of an Industrial Park. They have given an estimate and feel certain that such a study would not cost over $2~00.00. Mayor Gottfried indicated that the Firms would like to go into this extensively, do survey work, etc., this being the reason for the coat of $2500.00. NEW BUSINESS The Clerk read Resolution x111, i.e. To Authorize ert & Mielke and Nelson and Associates to study f Creating a City Induetrlal Park. Alderman De Angelia moved that Resolu,tion #ill be adopted by the Council, seoended by Alderman Weaver. Alderman Wieselmann moved that Resolution #ill to tabled to a later date. The motion to table Resolution #ill lost for lack of a second. Alderman Budish then moved that Resolution #ill be presented to the Public Work8 Committee for further study. Seconded by Alderman Wleselmann. Alderman:Wieselmann expressed his opinion that a stu.dy of this kind was not needed. At this point Mayor Gottfried had Council President Budish take over the Chair. Be then spoke against the motion to refer Resolution #ill to a Committee. Alderman Wolf asked for a point of order indicating that the conversation was going beyond the motion to refer. Alderman Bostater commented on the zoned Industrial land in our Comprehensive Land Use Plan. After further diSGuSSiOn, upon a roll call vote to refer Resolution #ill to the Publio Works Committee, Aldermen Bostater, Budiah and Wieselmann voted “Aye” and Wolf voted “No”. and Aldermen De Angelis, Hudxiak, Weaver The motion to refer Rearolution #ill to the Public Works Committee was defeated. Alderman Wleeelmann moved to defer action on Resolution #x111 to a future date, seoonded by Alderman Budiah, motion carried. The Clerk read the contraot between the City of Muskego and the Tess Corners Fire Department. Alderman Hudziak moved that the contraet between the City of Muskego and the Tess Corner8 Fire Department be approved and that the Mayor and Clerk be authorized to execute the contract. Seconded by Alderman Wleselmann, motion oarried. 0 The Clerk read the oontract between the City of Muskego and the Huskego Volunteer Fire Company. Alderman Hudziak moved that the contract between the City of Muakego and the Musksgo Volunteer Fire Company be approved and that the Mayor and Clerk be authorized to execute the contract. Seconded by Alderman Wieselmann, motion carried. ‘ - . Page 3. VOUCHER APPROVAL - Alderman Wolf moved that the Common Council approve payment of vouohers in the amount of $14,308.47 payable to January 11, 1966. Seconded by Alderman Bostater and upon a roll call vote it carried unanimously. LICENSE APPROVAL - Alderman Bostater moved that the Bartender's License for Martin Morris b.e approved. Seconded by Alderman Budish and the motion aarried. 0 r33~og;:lu~g - The Clerk read ~Resolution #112, i.e. That xtractive Permit of Gravel, Inc. be hereby Reoinded because of failure to oomply with all six recommendations as set down by the Planning Commission and passed by the Council, by Deaember 1, 1965, as provded by Resolution x100. Alderman Weaver moved to adopt Reaolution x112. The motion to adopt Resolution #112 lost for lack of a second. CITY OFFICIAL'S REPORT The Clerk read the Building Inspector*8 report for the month of December, 1965, aame placed on file. The Clerk read the Building Inspector*s report for the year 1965, same placed on file. 9 The Clerk preaented the Financial Report showing a cash balance as of December 31, 1965, of $325,630.03, same placed on file. COMMUNICATIONS AND MISCEZtiREOUS BUSINESS The Clerk read a conrmunication from Jack W. Friend requesting that attention be given to a sign or light being placed at a side road coming off Highway 24 at Bellview Dr. in Ludwig's Subdivision. Communication referred to Public Safety Committee. The Clerk read a communication directed to Mayor, Counoilmen and' Staff from Vi Joy, reporter from the Hub, expressing appreciation for their fine aooperation in the past. Communication placed on file. Alderman Wolf moved to amend Ordinanae #2j' to change the Assistant LibrarianIs aalary from $2.00 to $2.50 per Hour. -Se&nded by Alderman Budish. Upon a.roll call vote to amend Ordinanoe #27, , Aldermen Bostater, Budish, De Angelis, Eudsiak, Weaver and Wolf Alderman Wieselmsnn voted "No". '0 voted “Aye”. Alderman Weaver direoted the following question to the City Clerk. "Has there been a Bond plaoed in our hands for the amount of $20,000.00 from Gravel, Inc. to cover their restoration plans?" The Clerk answered that there has been no Bond received. Alderman Weaver stated that the agreement between the City of Muskego and Gravel, Ino. ia already in violation over 30 days. He felt that Gravel, Inc. should be made to abide by the agreement aa any other gravel extraction company in this City. Mayor 1 Gottfried stated that Attorney Hippenmeyer oould not prepare i the necessary the neceaaary papers until the restoration plan was completed. a Alderman Wolf moved to adjourn the meeting, seaonded by Alderman Budiah.
