ccm19660110REPORT OF lHE MEETING OF THE CITY OF MUSKEGO COMMON COUNCIL, PLANNING COMMISSION AND MR. DAVID SHELDON OF THE URBAN RENEWAL ADMINISTRATION
MEETING HELD AT THE CITYHALL ON JANUARY 10, 1966.
The meeting uaa called to order by Mayor Gottfried at 7:45 P.M.
Present were Aldermen Boatater, Budisb, De Angelia, Hudxiak and Wolf. Members of the Planning Commission were Mr. Charles

Buehler and Mr. Clarence Walrath. Also present were Supervisor Robert Gumieny and Building Inspector Gerald Lee. Alderman Weaver arrived later because of scme prior commitments.
Mayor Gottfried indicated that be, Alderman Budisb, Building Inspector Lee and Mr. Sheldon had made a tour of the City of Muskego during the afternoon of January 10, 1966. He indicated that they had located the various plaoea in the City that might be and very probably would be eligible for Urban Renewal. He then introduced Mr. Sheldon who explained the oircumatancea of the Urban Renewal and later answered questions.
Mr. Sheldon explained that there were two different programs, one was a renewal program, the other an open space program. He further explained that the City of Muakego was in a very
l good position for Urban Renewal if such is desired and should follow through on whatever requirements wbicb would be the development of a Housing Code.
He indicated that Urban Renewal Projects are in the hands of looal municipalities with very little interference from the Federal Government. He indicated, of pourae, that the Government is always there to see that things are going correctly but that the City is the one that handles most all of the details.
Be explained some of the processes that have to go through which include the survey and plan, an application which at the be- ginning is paid by the City. When the program gets to a certain point there is a reserve of funds that is set up by the Federal Government and these funds are broken down into either grant or loan funds. He then Indicated that you got into part one of the orogram which was more or less the planning stage and took anywhere from six months to a year. This inoluded the appraisal of the marketability of land for reuse which is usually done by outside appraisers. He indicated that this is the moat important step and the most lengthy one.
l After this is completed then part two is where the funds are allocated and the physical work takes place. On the Urban Renewal situation the Federal Government pays 75 per cent and the Local Government pays twenty five per cent. Several local situations can account for the twenty five per cent the Local Government contributes and these are such as sewers, streets and the like that are in the proposed area, but only so much that is allocated and lies within that area.

Alderman De Angelis asked what sort of reimbursement there is to individuals and businesses that have to relocate as the result of such a project. He indicated that up to $200.00 could be alloaated to a family as an outright grant for rem location and up to $25,000.00 as an outright grant to relocate a business.
Mr. Charles Buehler asked about the true allocation of moneys and how costs are established. It was explained that the original Goat, of course, are made on an estimated basis and it would not be until the final project was completed and the

land sold that you would know what the actual coat is. It is

felt that in the usual project there is about a 30 per oent
loss. In other worda, you are not able to sell for as much as you purchased it for. This resulting from the fact that you are purchasing older buildings and then destroying
them along with having to also withstand wrecking costs.
Alderman Bostater asked the question as to what kind of City
improvements would be included in the Citg*s portion of
the cost. He specifically asked whether or not a City Hall
or the like could be used. Mr. Sheldon explained that such
an item could not be used because it is used by and is for
the purpose of all aitizens and not specifically for the area
which Urban Renewal would apply to.
Mr. Sheldon also indicated that rehabilitation of buildings
are urged rather than destruction, if this is at all possible. In other words, he indioated that if there is a usable
building within reasonable condition it should be used and
not destroyed.
Mr. Sheldon also indicated that there was no need for any
outside help to file an original workable plan, which is
the first phase of the process and prior to filing application.
He did feel that probably some outside help would be needed
when it ceme time to file the application and follow it
through.
