CITY OF MUSKEGO
MINUTES OF MEETING HELD DECEMBER 28, 1965
The meeting was called to order at 7:50 P.M. by Mayor Gottfried.
Present - Mayor Jerome Gottfried, Aldermen Arthur Bostater, Paul M.
De Angelis, Henry Budziak, Edmund Bvdish, Myron Weaver, Donald D.
Wieselmann and Henry Wolf, Clerk Bette J. Bowyer and Attorney Hippenmeyer.
a Minutes - Alderman Budish moved that the minutes of the previous
meeting held December 14, 1965, be approved and placed on file.
Seconded by Alderman Hudziak and the motion carried.
Finance Committee - Alderman Wolf presented the report of the Finance Committee meeting held December 22, 1965. and moved that
the report be accepted a;d placed on file.- Seconded by Alderman
Budish. Alderman Wieselmann questioned whether or not the salary
of the Clerk-Treasurer had been set at $6,000.00. Alderman Wolf stated that the salary of the Clerk-Treasurer had been set at
$6,500.00 and that it had been approved by the Common Council.
The motion to accept the report carribd.
Safety Committee - Alderman Wieselmann presented the report of the Safety Committee of the meeting held December 23, 196.5, and
moved that the report be accepted and placed on file. Second~ed by Alderman Hudziak. In answer to Alderman Budish as to whether
or not Civilian Defense Director Mr. Trepanier had asked the
Committee for expense money in the amount of $27.60 to cover
expenses incurred at a Civil Defense meeting at Burlington,
Wisconsin, Alderman Hudziak stated that he had asked the Committee prior to his attendance at the meeting in Burlington. The motion
to accept the report carried.
Public Works Committee - Alderman Wieselmann presented the report
of the Public Works Committee meeting held December 23, 1965, and
moved that they be accepted and placed on file. Seconded by
Alderman Weaver. After-some discussion as to whether or not the
Gas Company would repair any damage they might do to people's
property now and could not repair it properly during the winter
months, Attorney Hippenmeyer stated they would have to do so even
after six months had passed and if necessary, he would draw up
an agreement to take care of the problem. The motion to accept
the report carried.
l Rules, Laws & Ordinance Committee - Alderman De Angelis presented
the report of the Rules, Laws & Ordinances Committee meeting
held December 16, 1965, and moved that the report be accepted and placed on file. Seconded by Alderman Wolf, motion carried.
Planning Commission - The report of the Planning Commission of
December 21, 1965, was presented. The report was accepted and
placed on file.
UNFINISHED BUSINESS
Ordinance #27 - The Clerk gave the second reading of Ordinance #27,
an Ordinance Establishing Salaries of Employees and Officers
ii"ihe City of Muskego, Wisconsin. Alderman Budish moved that Ordinance #27 be adopted by the Common Council, seconded by
Alderman Weaver.
Alderman Wolf moved to amend Ordinance #27 under the category of
Cit Clerk's Office and City Hall Maintenance the salary amount
of $ 591.66 per month be changed to read $541.67. Alderman Budish
seconded the motion.

Alderman Wisselmann moved to amend the Amendment to have the
Clerk-Treasurer's salary read $~,OOO.OO per year, or $500.00
per month. The motion lost for lack of a second.
Alderman Wieselmann then stated that due to the fact that there will be a referendum as to whether or not the Clerk-Treasurer's
Office will become two separate offices, would~ not the salary
be divided at that time? Mayor Gottfried explained if the
referendum is passed the dividing of the office would not take
place until 1968. Alderman Wieselmann then questioned why there
was an increase to $6,500.00 from $6,000.00. He understood
there had not been a request by the office to get a raise. He
felt the raise that was given last spring would be adequate
for the position. Additional help had been added to help with
the work. Alderman Budish stated that he felt we did not add any additional help and that the work had more than doubled.
Upon a roll call vote to amend Ordinance #27, Aldermen Bostater,
Hudziak, De Angelis, Wolf, Weaver and Budish voted "Aye". Ald-
erman Wieselmann voted "Naye". The motion carried. _
Attorney Hippenmeyer called attention to several changes that should be made in Section II. Alderman De Angelis moved to amend
Ordinance #27 as follows in Section II. Following the words
Highway Department Employees, add "and Park and Recreation
Employees." Following the word quarterly add "and Water Patrol- men who will be paid one-half of their salary on July 1 and the
other half on October 1." Alderman Wieselmann seconded the
motion and it carried.
Alderman Wieselmann moved to amends Ordinance #27 under the category of Elected Officials that the salary of the Police
Justice bc $50.00 instead of $100.00 as shown. The motion lost
for lack of a second, Upon a roll call vote to adopt Ordinance
#27 as amended, Aldermen Budish, Bostater, Hudziak, De Angelis,
Wolf, Weaver voted "Aye". Alderman Wieselmann "Naye". The
motion carried.
Ordinance k28 - The Clerk gave the second reading of Ordinance
#28, i.e. an Ordinance Providing for Standards and Regulations
for-Driveways and Culverts in the City of Muskego. Alderman
Wieselmann moved to adopt Ordinance #28, seconded by Alderman
Weaver, motion carried.
Ordinance #29 - The Clerk gave the second reading of Ordinance
$29, i.e. an Ordinance Establishing Speed Zones on Certain City
Streets in the City of Muskego, Waukesha County, Wisconsin.
Alderman Wolf moved for the adoption of Ordinance #29, seconded by Alderman Budish, motion carried.
COMMUNICATIONS AND RECOMMENDATIONS FROM THE MAYOR
Mayor Gottfried read correspondence from Mr. Dean Swartzel,
Regional. Director of Urban Renewal, Housing & Rome Finance
&w-v, stating that on January 10, 1966, he would send
Mr. David Sheldon, a representative of the Agency to spend
the afternoon touring Muskego and meeting with the Planning
CommisQi.on 7:li COX.C~ Council members at 7:30 P.M. answering
questions, etc., as to the possibility of the City of Muskego
embarking on an Urban Renewrl Program.
Mayor Gottfried referred to some administrative salary figures for the benefit of the Alderrnen~ for ~yea~rs 1963, 1964, 1965 and
1966.
Mayor Gottfried referred to a communication from\is office tc
the Aldermen relative to the possibility of investigating whether or not Muskego should ever go into the development of
an industrial Dark. He indicated that he has had no answers
from the Engineering Firm of Ruekert Bt Mielke and Planning
Consultants Nelson & Associates as tc what a study would cost, but he hoped that by the next Council meeting he could have a
resolution prepared and have a discussicn on the matter.

Mayor Gottfried stated that by the end of January, 1966, he plans to appoint a Firs and Police Commission. It is his
intention to place the five names of the appointees in the
hands of the Aldermen prior to "th8 Common Council meeting
and if they have a valid reason for disapproving of any
appointment he will remove their names.
NEW BUSINESS
Ordinance 830 - The Clerk gave the first reading of Ordinance #30, i.e. an Crdinance Establishing the Number of Election
Inspectors and Clerks for the Wards in the City of Muskego,
Waukesha County, Wisconsin. The second reading will be given
at the next Common Council meeting to be held January 11, 1966.
$i;fin;ry~ 7431 - The Clerk gave the first reading of Ordinance
an Ordinance to Amend the Zonking Ordinance and the Official Zoning Map of the City of Muskego. The second reading
will be given at the next Council meeting held January 11, 1966.
Resolution #107 - The Clerk read Resolution #107, i.e. a Resolution
to Authorize the Mayor to Apply for Federal Aid in the Constrution
of Sewage Facilities. Alderman Wolf moved for the adoption of
Resolution #107, seconded by Alderman Weaver. Mayor Gottfried indicated that now that Muskego is a City the application forms
necessary to request Federal Funds must be updated. Alderman
Wolf stated that the Federal Aid would cover'jgst the construction
cost, not the purchase of land. Attorney Hippermeyer stated
that in regard to the pending law suit between the Town of Norway
and the State Board of Health, a decision from the Attorney
General's Office will be given in February of 1966. The motion
to adopt Resolution #107 carried~.
Resolution #lo8 - The Clerk read Resolution #lOa,

Wolf moved that Resolution #lo8 be adopted by the

i.e. the Resolution #109 - The Clerk read Resolution #109,
Tna~nsfer of Funds from the General Fund to Specific Accounts
of the Budget for 1965.. Alderman BUdiSh moved for the adoption
of Resolution #109, seconded by Alderman Wieselmann. Alderman
Wieselmann asked for clarification in the remarks made as far as the Clerk's salary is concerned. He questioned a $2,000.00
increase from the last year. Mayor Gottfried explained that
part of the increase was due to an increase in Social Security
an,d salary increases of the Council for the Clerk, Deputy Clerk
and clerical help. The motion to adopt Resolution #109 carried.
Resolution #llO - The Clerk read Resolution #llO, i.e. a
Resolution Providing for the Advertising of Bids for Cleaning
of Muskego Creek Between Woods Road and Big Muskego Lake.
Alderman !4ieselmann moved for the suspension of rules so that the Council could act on this Resolution immediately. Seconded
by Alderman Weaver, motion carried. Alderman Wieselmann then
moved for the adoption of Resolution #llO, the motion was
seconded by Alderman Budish and it carried.
VOUCHER API'ROVAL
Alderman Budish moved that the Common Council approve for
payment vouchers in the amount of $6,092.31 payable to December 28, 1965. Alderman Wolf seconded the motion and upon a roll
call vote it carried unanimously.

LICENSE REQUEST
Alderman Wolf moved that the Common Council disapprove the
request for a Bartender's License for David Kaczmarczyk for
reasons of a police record so close to becoming of legal age.
Seconded by Alderman Budish and the motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a request from the Wisconsin Natural Gas Company
regarding the installation of 326 feet of 2" H.P. steel main
and one 3/b" H.P. lateral to serve 'the Dean Eige residence
at S67 W12976 Larkspur Road and also to install approximately 480 feet of 2" H.P. steel main and 3/4 H.P. lateral to serve
the Emil Krizan residence at Wl34 36362 Fennimore Dr. Alderman
Weaver moved that the Common Council grant permission to the
Gas Company to install these lines. The motion was seconded
by Alderman Wieselmann Andy it carried.
Alderman Weaver commented that this meeting completed the first
year of business as the City of Muskego. He indicated that his
work as an Alderman proved to be a very enlightening experience
and despite the long hours of Committee work, etc., he has certainly enjoyed working with his fellow Aldermen as well as
the Mayor.
Attorney Hippermeyer also commented along the same lines as
Alderman Weaver. He stated that he has never worked with a
group of men as well as this group and they are to be highly
commended.
ADJOURNMENT
Alderman Weaver moved for adjournment. Seconded by Alderman
De Angelis, motion carried and the meeting adjourned at 9:23 P.M.
