FINANCE C@lMITIEE - Alderman Bostater presented the report of the Finance Comnittee
special meeting of June 29, 1965, and moved that the report be accepted and placed
on file, Alderman Wldish seconded the r&ion and it carried.
Alderman Bostater presented the report of the Finance Conmittee meeting of
July 7, 1965, and roved that the report be accepted and placed on file, Alderman Budish seconded the motion and it carried.
Alderman Bud&h advised the Council that approval of a Picnic License for St.
Paul Evsngellcsl Lutheran Church be included in the Finance Committee report.
PUBLIC SAFELY - Alderman Bostater presented the report of the Public Safety Cosmrlttee
meeting of June 24, 1965, snd saved that the report be accepted and placed on file,
Aldemmn Hudziak seconded the cotion snd it carried.
PDBIJC WELFARE - Alderman DeAngelis presented the report of the Public Welfare Com-
mlttee meeting of July 7, 1965, and moved that the report be accepted snd placed on file, Alderman Hudziak seconded the motion and it carried.
In answer to question from Aldermen Wieselnnnn, Alderman DeAngelis explained the
reason for estimates ranging from $6100 to $10,000 for repair and remodeling of the
Jewel Crest Building.
RULES, LAW8 & ORDINANCES - Aldernnn Wolf presented the report of the Rules, Laws &
Ordinances Comnittee meeting of June 24, 1965, and saved that the report be accepted
and placed on file, Alderman DeAngelis seconded the cotion and it carried. Mayor Gottfried called for recess at 7:59 P. M. during which there was discussion
of the sskendnmnts to the Zoning Crdinance as outlined in the Rules, Laws & Ordinances report. The meting was reconvened at 8:05 P. M.
Alderman Budish questioned the Rules, Laws & Crdinsnces Comnittee’s recommendation
to increase petitioner’s fees from $25 to-$50. Alderman Wolf advised that as a
rezoning costs upwards of $100, the Cornnittee felt that petitioners should help defray
the costs. Aldenran Budish suggested that this might cause hardship on petitioners
Of small areas. Alderman Wolf advised that the Comnittee felt that the benefits gained
by the petitioners would offset the $50 fee.
PUBLIC WORKS - Alderman Budish presented the report of the Public Works CosIfdttee
meeting of July 2, 1965, and moved that the report be accepted and placed on file,
Alde- Wolf seconded the motion and it carried.
Alderman Budish advised that Mr. Peppers, additional employee for the Highwsy
Dept., would begin working for the City of Muskego July 19, 1965, instead of July
12th as shown in the report.
PLANNING CCMUSSION - The Planning Comnission report of July 6, 1965, was accepted and
illaced on file.

seconded the motion snd. it carried.
RE’3XUTION #64 - The Clerk gave the second reading of Resolution #64, i. e. accepting
offer of the Jewel Crest Adv. Assoc. to donate the Jewel Crest Clubhouse and grounds
to the City.
City Attorney Hippenmeyer advised the Council that he had contacted Attorney
Jack Radtke as to legal ownership of the clubhouse and grounds, however, he had not
received evidence of title as yet. It was the opinion of the Council to defer action until legal ownership is established. Attorney Hippenmeyer advised that he would notify
the Public Welfare Conmittee of his findings.
RFSOLUTION #68 - ‘Ihe Clerk gave the second reading of Resolution #68, 1. e. authorizing
Public Works Conmittee to take action on graveling, sealing and partially draining
roads in Jewel Crest Subdivision. Alderman DeAngelis moved for the adoption of Resolution #68. Aldenran Hudsiak
seconded the motion.
Alderman Budish moved to amend. Resolution #68 as follows:
5th Paragraph: Change the word “could” to “should”, omit the word “partially”
and omit the words “for approximately $~,ooo.oo”.
6th ParaSraph: Add the words in the portion reading - to take whatever action
is needed “and to advertise for bids” to have approximately -, and omit the
words “partially” and “at a cost not to exceed $6,500.00tt.
7th Paragraph: Cmit all the words following “De it further resolved” and. insert
in their place “that all bids shall be submitted to the Comnon Council for approval before sny work commences.”
Alderman Hudziak seconded the motion and it carried.
Resolution #68 as amended was adopted.
MAYORS COIWUNEATIONS’ AND RFCOMMENDA~ONS - T
The Clerk read a letter drafted by Mayor Gottfried to be sent to businesses which
have to relocate because of the expansion of the expressway system urging them to
consider Kuskego as a new location, sase referred to Welfare Comnittee.
Mayor Cottfried connented on the zoning snendnmnts in Ordinance #16. He advised the
Council that Planner Russell Knetzger had been authorized to work with City Attorney
Hippenuksyer in drafting the asmndments and bringing the Zoning Ordinance up-to-date.
The only area of difference was in the fees charged for a zoning change. Tne Mayor
stated that Attorney Hippenmeyer had reconutrended $35, the Planning Comnission had voted for $25, and the Rules, Laws & Ordinances Connnittee felt the need to raise it to $50. The Mayor advised that perhaps the $50 fee would discourage people from asking
for a legitimate zoning change. The Council was asked to consider this matter when
reviewing the amendments before the next Council meeting.
RFSOLUlTON #71 - The Clerk read Resolution #71, i. e. authorizing transfer of $150.00
from the General Fund to Account #564 (Health Insurance and Retirement Fund).
Alderman Dudish moved for the adoption of Resolution #71. Alderman Wolf seconded
the motion and it carried.
RF3XUTION #72 - The Clerk read Resolution #72, i. e. compensation to be paid to the
Hurrane Officer.
Alderman Bostater moved for the adoption of Resolution #72. Aldermsn Wolf
seconded the notion.
Mr. Wolf moved to amend Resolution #72 by deleting the words’% provided for by
the ordinance” in No. 4. Aldemmn Bud&h seconded the motion and it was carried.
There was SORE discussion as to the disposing of dogs, and it was determined
that a dog is disposed of by injection and that the anesthesiologist charges $2.00 for this service leaving the Humane Officer with additional work for no remuneration.

1’ Alderman D&x&is moved to smend Resolution #72 by changing the remuneration in

No. 4 from 'Ike Dollars ($2.00) to Three Dollars ($3.00). Alderman Budish seconded the notion and it was carried. Resolution #72 as ended was adopted.
PESCLUTION #73 - Alderman Bostater moved to dispense with the reading of Resolution #73. i. e. Transuortation Act of 1962. Alderman Hudziak seconded the motion and
8 ‘-’ it carried. - Action was deferred on this until the next meeting to give the Alderman time to review same.
ORDINANCE #16 - Alderman Wolf moved to suspend with the rules that would prevent Grdinance #16 from having its first reading at this Council meeting. Aldemmn Budish seconded snd the motion was carried. City Attorney Hippermmyer advised that under our present rules of order all ordinances must be read once. The Clerk read Ordinance #16, i. e. zoning amendments to the Zoning Ordinance. Ordinance #16 will be brought before the Council July 27, 1965, for consideration.
VOUCHER APPROVAL - Alderman Budish moved that the Cornnon Council approve for payment of vouchers in the amount of $31,684.76 payable July 13, 1965. Alderman Bostater seconded and upon roll call the motion was carried unanimously.
LICENSE APPROVAL - Aldernmn Bpstater xmved that the Cornon Council approve Operator's LLicenses under the Liquor Ordinance for Fred Bergen, William Edwards, Elwood Albers and Robert Gamacke subject to receipt of satisfactory fingerprint reports. Alderman Wieselnmnn seconded the motion and it carried. Alderman Bostater moved that the Cornnon Council approve a Picnic License for St. Paul Evangelical Lutheran Church. Aldenran Budish seconded the motion and it carried. Aldernmn Bostater moved that the Connmn Council approve Class B, Fermented Malt Bev. and Class B, Intoxicating Liquor Licenses to Clifford S&ill. Alderman DeAngells seconded and the motion carried.
Clerk-Treasurer Bette Boviyer presented: Financial Report showing a cash balance as of June 30, 1965, of $226,301.36, same placed on file. - Building Inspector's Report for June, 1965, same placed on file. City Attorney Pilchard Hippermeyer reDOrkd: 'I'ennvson Lane road location correction, deeds have been sent to the property ow&s involved and have not been ret&ed as yet. Adsm Ignaziak's dying operation, Mr. Igna~iak~s attorney stipulated to the items of guilt snd has 3 weeks in which to file a brief. If Mr. Ignaziak operates during the interim period, he will be held in contempt of court. City acquisition Big Muskego Dam, Attorney Hippermmyer suggested that Mayor Gottfried have the City Engineer preoare sn easement. Attorney-Hipperi&yer reported that'he will represent Muskego in the Dane County Court in the suit between the Town of Norway and State B&d of Health.
County Supervisor County Supervisor Charles Ziesemer appeared and reported on the activities of the Furniture i Equipment Comnittee. He mentioned County Board action on a resolution to not employee snyone over 65 years of age, resolution regarding the extension of Moorland Road, approval of new industrial site for Waukesha Motors, and a resolution regsrding the Highway Conmission and Hiway 24. Supervisor Ziesemer suggested that the City of Muskego make fonral request to the Health Dept. to take samples of the lakes in the Cosnmnity as a sanitarian has been hired for this purpose. He further advised that the Food Stamp Program had been approved by the State and is now waiting for federal government approval.

Aldermsn Budish moved to set the hearing date for rezoning the Leon &xdo PrOeertY l from A to R-l snd the Wm. F. Kapke property from RS-2 to 00.9 for August 24, 1965, at 7:00 P. M. and 7:15 P. M. Aldemran Hudziak seconded the motion and it was carried.

Alderman Budish advised the Council that Mayor Gottfried had offered his services Saturday afternoon at 1:30 to paint the building at Horn Field.
Alderman Wolf moved for adjournment and Alderman Budish seconded the motion and the meeting was adjourned at 1O:lO P. M.
