MINUTES OF MEETING HELD JUNE 22, 1965
CITY HALL
The meeting was called to order at 7:40 P.M. by Mayor Gottfried.
PRESENT: Mayor Jerome Gottfried, Aldermen Arthur Bostater, Edmund
Budish, Paul M. DeAngelis, Henry Hudziak, Myron Weaver and Henry Wolf, City Clerk Bette Bowyer and City Attorney Richard Hippentneyer.
ABSENT: Alderman Donald Wieselmann
MINUTES: Alderman DeAngelis moved, as seconded by Alderman Budish, that the minutes of the previous meeting be approved. Motion carried.
COMMITTEE REPORTS
FINANCE COMMITTEE - Alderman Wolf presented the report of the Finance Committee meeting of June 16, 1965, and moved that the report be accepted and placed on file, Alderman Bostater seconded and the motion was carried.
PUBLIC SAFETY - Alderman Hudziak presented the report of the Public
Safety Committee meeting of June 17, 1965, and moved that the report be accepted and placed on file, Alderman Wolf seconded and the motion was carried.
PUBLIC WELFARE - Alderman DeAngelis presented the report of the Public
Welfare Committee meeting of&n9 16, 1965, and moved that the report be accepted and placed on file, Alderman Bostater seconded and the
motion was carried.
Alderman Budish urged the Council members to view the Jewel Crest
building and grounds that the Jewel Crest Adv. Assoc. desires to release to the City before the next Council meeting.
RULES, LAWS & ORDINANCES - Alderman Weaver presented the report of
the Rules, Laws & Ordinances Committee meeting of June 10 & 17, 1965,
and moved that the report be accepted and placed on file, Alderman DeAngelis seconded and the motion was carried.
PUBLIC WORKS - Alderman Weaver presented the report of the Public
Works Committee meeting of June 17, 1965, and moved that the report be accepted and placed on file, Alderman Budish seconded and the a motion was carrisd.

Report .of June 15, 1965, was accepted and placed
RESOLUTION #61 - The Clerk presented the second reading of Resolution
#6l, i. e. authorizing the preparation of newsletters to be mailed to
residents of Muskego.
Alderman Wolf moved, as seconded by Alderman Hudziak, for,the
adoption of Resolution #6l. Upon roll call the motion was carried
unanimously.

Alderman Wolf moved, as seconded by Alderman DeAngelis, for the

MAYORS COMMUNICATIONS & RECOMMENDATIONS
Mayor Gottfried pointed out that there had been some discussion in
newspapers that people do not get an opportunity to be heard in a
city form of government; however, in Muskego any citizen or Alderman
who wishes to "sit in" on any committee meeting has the opportunity to do so since regular meetings are held and always scheduled in
advance.
Mayor Gottfried advised the Council that consideration should be
given to obtaining land for a municipal site because, as the City
grows, there will be demands for a City Police Dept., recreation
grounds and the present City Hall will not be adequate. He further
advised that monies had been set aside for this purpose and at this
time there is $30,000 in the minicipal site fund. Mayor Gottfried
appointed Aldermen DeAngelis, Hudziak and Weaver to a Municipal
Site Committee to study needs and look into municipal sites available.
Alderman DeAngelis was designated Chairman.
NEW BUSINESS
RESOLUTION #63 - The Clerk read Resolution #63, i. e. establishing
Durham Cemetery as a memorial to Luther Parker.
Resolution #63 will be brought before the Council July 13, 1965, for its second reading.
RESOLUTION #66 - The Clerk read Resolution #66, i. e. designating
Waukesha Savings & Loan Assoc. as depository.
Alderman Wolf moved, as seconded by Alderman Budish, to suspend
the rules that interfere with adoption of Resolution #66. Motion
carried.

RESOLUTION #65 - The Clerk read Resolution #65, i. e. authorizing the
Clerk-Treasurer to invest excess funds.
Alderman Wolf moved, as seconded by Alderman Bostater, for
suspension of the rules that interfere with the adoption of Resolution
#65. Motion carried.
Alderman Bostater moved, as seconded by Alderman Budish, for
the adoption of Resolution #65. Upon roll call the motion carried
unanimously.
RESOLUTION #64 - The Clerk read Resolution #64, i. e. accepting
offer of the Jewel Crest Adv. Assoc. to donate the Jewel Crest Club-
house and grounds to the City, same referred to City Attorney
Hippenmeyer.
RESOLUTION #67 - The Clerk read Resolution #67, i. e. confirming
appointments for the Board of Review:
Alderman

Alderman Budish moved, as seconded by Alderman Hudziak, for thl e
adoption of Resolution #67. Upon roll call the motion was carried
unanimously.
RESOLUTION #68 - The Clerk read Resolution #68, i. e. authorizing
Public Works Committee to take action on graveling, sealing and
partially draining roads in Jewel Crest Sub-division, same referred
to Finance and Public Works Committees. Attorney Hippenmeyer advised the Council to give consideration
to adopting a policy for paving roads. This suggestion was referred
to the Public Works Committee.

The Clerk read Resolution #69, i. e. appointing Mr. RESOLUTION #69 -
John Kelly, City of Muskego Humane Officer. Alderman Hudziak moved, as seconded by Alderman Wolf, to suspends the rules that interfere with the adoption of Resolution #69. Motion carried.
Mayor Gottfried called for recess at 9:12 P. M. to determine
whether a previous resolution had been adopted by the Council which
set the salary schedule for the Humane Officer. The Council re- convened at 9:15 P. M. and it was determined that a seoarate
resolution will-be prepared fixing the compensation for the Humane
Officer.
Alderman Hudziak moved, as seconded by Alderman Budish, to
adopt Resolution #69. Upon roll call the motion was carried unani-
mously.
VOUCHER APPROVAL - Alderman Wolf moved, as seconded by Alderman Bo-
stater, that the Common Council approve for payment vouchers in the
amount of $9,088.19 payable June 22, 1965. Upon roll call the motion
was carried unanimously.
Mayor Gottfried called for recess at 9:19 P. M. to have Mr. John
Kelly, newly appointed Humane Officer, sworn in by the Clerk. The
meeting was reconvened at 9:22 P. M.
LICENSE APPROVAL - Alderman Wolf moved, as seconded by Alderman Budish, that the Common. Council approve operator's licenses under the Liquor
Ordinance for Frederick Utapatel, Louis Kobs, Nils Persson and Richard
Neufuss. Motion carried.
Alderman Wolf moved, as seconded by Alderman Bostater, that the
Common Council approve a one day Transcient Merchants License to
Wonderland Studios of Burlington, Wis. Motion carried.
APPROVAL OF BAY SHORE ASSESSORS~PLAT - The Council reviewed the Asses-
sorts Plat of Bay Shores and-Attorney Hippenmeyer gave a brief history of 'this plat. The proposed agreement between the Richdorfs and City ' of Muskego was read and reviewed by Attorney Hippenmeyer.
RESOLUTION #70 - Attorney Hippenmeyer presented Resolution #70, i. e.
approval of the Assessor's Plat of Bay Shores.
Alderman Budish moved, as seconded by Alderman Weaver, for the
suspension of the rules that interfere with adoption of Resolution #TO.
Motion carried.
Alderman Weaver moved, as seconded by Alderman Hudziak, for the
adoption of Resolution #TO. Motion carried.
OFFICIALS REPORTS
Attorney Hippenmeyer reported that he had received the signed Res:
toration Plan and Bond in the amount of $30,000 from Hales Corners Sand & Gravel.
County Board Supervisor Myron Weaver reported on the progress of the
University of Wisconsin-Waukesha, the extension of Moorland Road and
the Muskego County Park allotment of funds. He also suggested that
the Common Council invite other Muskego County Board Supervisors to report on other Committee activities.
COMMUNICATIONS - The following communications were presented by
the Clerk with disposition as follows: a Rezoning Petition for land in Section 1 owned by William F.
Kapke and Development Corp. of America, referred to Planning Commission.
Communication from Big Bend-Vernon Vol. Fire Dept. advising that
a charge of $50.00 will be made for each rescue call, referred to
Finance and Safety Committees.
Attorney Hippenmeyer suggested that the Committee consider a
contract with them.

Communication from Waukesha County Extension Service listing
Milwaukee businesses and industries forced to relocate because of
freeway construction, referred to Public Welfare Committee.
Communication from J. E. Meier, District Engineer, State Highway
Commission regarding transportation planning, referred to Public
Works Committee.
Communication from Planning Commission recommending that
Accessory Use Permit for an asphalt plant be denied, referred to Pub- lic Welfare and Finance Committees.
ADJOURNMENT - Alderman Budish moved, as seconded by Alderman Hudziak
for ad~journment and the meeting adjourned at 1O:OO P. M.

COMMON COUNCIL
CITY OF MUSKEGC
Gentlemen:
The Planning Commission of the City of Muskego, at its
meeting of June 15, 1965', by a three to two vote, has
recommended that the Accessory Use Permit which allows
the operation of an asphalt plant in Section 5 be
denied. The action was taken for the following reasons:
1. Odor & Dust
2. Operation of plant not compatible with residential dis-
trict in the surrounding area.
3. Creating property de-evaluation
4. The original permit granted 7 years ago was issued on
the basis that this plant was of a portable and tem-
porary nature.
