MINUTES OF MEETING HELD JUNE 8, 1965
CITY HALL
PRESENT: Mayor Jerome Gottfrisd, Aldermen Arthur Bostater, Edmund
Budish, Paul M. DeAngelis, Henry Hudziak, Myron Weaver, Donald Wiesel-

mann, and Henry Wolf, City Clerk Bette Bowyer and City Attorney Richard Hippenmeyer.
The meeting was called to order at 7:35 P.M. by Mayor Gottfried.
Alderman Wieselmann requested that the minutes of the previous meeting,
May 25, 1965, be amended as follows:
"Unfinished Business, Resolution #53 - Alderman Wieselmann asked for the reservation for the right to be heard on Resolution #53 and asked
that it be put into the minutes as a matter of record."
Alderman Budish moved, as seconded by Alderman Weaver, that the min-
utes of the previous meeting be approved as amended. Motion carried.
COMMITTEE REPORTS
l FINANCE COMMITTEE - Alderman Wolf presented the report of the Finance
Committee meeting of June 2, 1965, and moved that the report be
accepted and placed on file, Alderman Bostater seconded and the motion
was carried.
Alderman Wolf advised that in Resolution #57, i. e. Official Newspaper,
the word~s "The Hub" be inserted in the 'proper spaces in the second and third paragraphs and the words "Oak Creek' in the proper space in
the third paragraph.
PUBLIC SAFETY - Alderman Wieselmann presented the report of the Public
Safety Committee meeting of May 29, 1965, and moved that the report
be accepted and placed on file, Alderman Hudziak seconded and the
motion was carried.
PUBLIC WELFARE - Alderman DeAngelis presented the report of the Public Welfare Committee meeting of June 2, 1965, and moved that the report
be accepted and placed on file, Alderman Budish seconded and the
motion was carried.
a RULES, LAWS & ORDINANCES - Alderman Weaver presented the report of the
Rules, Laws & Qrdinances Committee meeting of June 3, 1965, and moved
that the report be accepted and placed on file, Alderman Wolf seconded and the motion was carried.
Alderman Wolf advised that the Committee was progressing with the Gun Ordinance.
PUBLIC WORKS - Alderman Wieselmann presented the report of the Public
Works Committee meeting of June 4, 1965, and moved that the report be
accepted and placed on file, Alderman Weaver seconded and the motion
was carried.
PLANNING COMMISSION REPORT of June 1, 1965, was accepted and placed

UNFINISHED BUSINESS
ORDINANCE #13 - The Clerk gave the second reading of Ordinance #13,
1. e. an ordinance relating to the care, keeping and confinement of
dogs.
Alderman Wolf moved, as seconded by Alderman Weaver, for the
adoption of Ordinance #13 and the motion carried.

ORDINANCE #12 - The Clerk gave the second reading of Ordinance #12,
1. e. to amend the Zoning Ordinance and Official Zoning Mao with
OIP- Institutional and P;blic Service overlay to those-lands in Sec.
2 owned by American Atonement Lutheran Church and those lands in
Section 16 owned by Muskego Community Church. Alderman Wieselmann moved to adopt Ordinance #12, seconded by
Alderman Budish and the motion carried.
RESOLUTION #ST - The Clerk gave the second reading of Resolution #.!?.
Alderman Wolf moved, as seconded by Alderman DeAngelis, to
l adopt Resolution #57, i. e. designating The Hub as official newspaper.
Motion carried.
MAYORS COMMUNICATIONS AND RECOMMENDATIONS
A communication from Mayor Gottfried to the Aldermen expressing his appreciation for cooperation of the city officials and suggesting
that the terms of Aldermen be staggered was read by the Clerk. This
communication was referred to the Rules, Laws & Ordinances Committee.
Mayor Gottfried advised, in regard to the envelope each Alderman had
received from the Jury Commissioner, that cities must have a required
number of jurors and that it is the responsibility of the Aldermen
to provide this, although at this time they do not represent a speci-
fic ward. Each Alderman is to provide 6 names of persons who would be
willing to serve on a jury.
Mayor Gottfried advised that a large number of dead fish have accumu-
lated on the west shores of Little Muskego Lake. The Conservation
Dept. has conducted extensive studies to determine the cause. Their
opinion is that it is a temporary situation, possibly depletion of
oxygen in certain layers of the water.
Mayor Gottfried commented on the reference of Alderman Wieselmann
regarding Resolution #53 passed at the last meeting. He reviewed the
accepted practices in the presenting of motions.
NEW BUSINESS
ORDINAfJCE #lb - The Clerk read Ordinance #lb, i. e. creating the
Board of Review.
Alderman Weaver moved, as seconded by Alderman DeAngelis, to
suspend the rules that interfere with adopting Ordinance #lb. Motion
carried.
Alderman Wolf moved, as seconded by Alderman Weaver, to adopt
Ordinance #lb. Motion carried.
RESOLUTION #so - The Clerk read Resolution #59, i. e. appointing Mr.
Block as alternate Water Constable.
Alderman Hudziak moved, as seconded by Alderman Bostater, to
susoend the rules that interfere with the adoption of Resolution #59.
Motion carried.
Alderman Hudziak moved, as seconded by Alderman Wieselmann, for
the adoption of Resolution #59. Motion carried.
RESOLUTION #61 - The Clerk read Resolution #61, i. e. authorizing the
preparation of newsletters to be mailed to residents of Muskego.
Resolution #6l will be brought before the Council June 22, 1965,
for the second reading.
4 ORDINANCE #ls - The Clerk read Ordinance #ls i. e. an ordinance smsn-
ding Ordinance #4, same referred to the Rules, Laws & Ordinances
Committee.
RESOLUTION #62 - The Clerk read Resolution #62, i. e. authorizing
one additional employee for the Highway Department, same referred
Finance Committee.
l LICENSE APPROVAL - Alderman Wolf moved, as seconded by Alderman
Budish, that the Common Council accept the recommendation of the . _. ^ . .

Finance Committee for approval of licenses under the Liquor uruinance
for Allen Schuler, James Gchuler, Kathryn Martin, Oliver Johnson and the Muskego Athletic Assn. Motion carried.

VOUCHER APPROVAL - Alderman Wolf moved, as seconded by Alderman
Bostater, that the Common Council accept and pass for payment the
vouchers in the amount of $8,071.49 payable June 8, 1965. Upon
roll call the motion passed unanimously.
RESOLUTION #60 - The Clerk read Resolution #60, i. e. that the agree-
ment orovidinn for the allocation of maintenance of a portion of West
Tans Road between New Berlin and Muskego be approved.
Alderman Weaver moved, as seconded by Alderman Budish, for

suspension of the rules that interfere with adopting Resolution #60.
Motion carried.
Alderman Weaver moved, as seconded by Alderman Wieselmann, for the adoption of Resolution #60. Motion carried.
REPORTS OF CITY OFFICIALS
REPORT OF CITY CLERK BETTE BOWYER
FINANCIAL REPORT for May showing a cash balance of $167,651.03
as of May 31, 1965, was read by the Clerk, same placed on file.
Mayor Gottfried reported that he has advised the Clerk that the monies in the Waukesha Savings & Loan in excess of $10,000 should be
transferred to the Waukesha State Bank after July 1, 1965. He also
reported that the Finance Committee was considering purchasing Treasury
Bonds and will have a report shortly.
The Clerk reported that a check in the amount of $55,101.57 had been received for payment of income tax reapportionment.
BUILDING INSPECTORS REPORT for May, 1965, was read by the Clerk,
accepted and placed on file.
The Clerk expressed her appreciation to the Aldermen for getting
Committee reports in early.
REPORT OF CITY ATTORNEY HIPPENMEYER
Regarding City acquisition of Big Muskego Dam, Alderman Budish
reported that the Committee has approached the Casaers, easement
pending.
Regarding Hales Corners Sand and Gravel, Restoration Andy
Performance Bonds have been sent to owners by registered mail.
l Regarding Muskego's Sewers, Continental Appraisal Co. has
almost completed appraisal of area south of Hiway 24, Lannon Dr.
Regarding Tennyson Lane, Attorney Hippenmeyer advised that he
is awaiting property description before he can conclude action on
same.
PARE & RECREATION BOARD REPORT - Alderman DeAngelis presented a
report on the activities of the Park & Recreation Board, same to be
placed on file.
The Clerk advised that the insurance agent was re-evaluating the entire insurance program and the Finance Committee will receive
a report.
l COMMUNICATIONS - The following communications were presented by the
Clerk with disposition as follows:
Communication from Mrs. Edna Samrt, Publicity Chairman of the
Muskego Playhouse, inviting Mayor and Council members to the Playhouse
production on Civic Night, June 18, 1965, placed on file.
a Communication from Attorney Jack A. Radtke regarding Quarry and
Asphalt Plant Permits for Dale Dawson, referred to Planning Commission
and Welfare Committee.

Communication from Robert E. Anthony of United Fund concerning
City of Muskego becoming part of Greater Milwaukee United Fund,
placed on file.

Communication from Barbara Sands, Recording Secretary, advising
that the Planning Commission recommends that the appropriate Committee draft the necessary ordinance to regulate the establishment of grades
on a plat, referred to Rules, Laws & Ordinance Committee.
REPORT OF COUNTY BOARD SUPERVISOR - County Board Supervisor Myron
-0' Weaver reported on the construction of a university in the City
of Waukesha. He'reported that-there are three baildings in the present plans. He mentioned the possibility of state control and
also mentioned defensive measures e in the buildings.
LEON BOURDO - The Clerk read the Petition for Rezoning from Leon
Bourdo, which was referred to Planning Commission for recommendation.
ADJOURNMENT - Alderman Wieselmann moved, as seconded by Alderman
Weaver, for adjournment and the meeting adjourned at 9:25 P.M.
