PUBLIC COMMENT
City Residents and Taxpayers Only – Speakers will be limited to making comments related to
all agenda items excluding closed session items relating to employment and labor issues.
Comments will be limited to three minutes per speaker per agenda item. There will be no
discussion by/with the Common Council during Public Comment.
CONSENT AGENDA
Items listed under consent agenda will be approved in one motion without discussion unless
any Council member requests that an item be removed for individual discussion. That item
then can be acted on separately at the same meeting under the part of the meeting it would
normally appear.

CITY OFFICIALS' REPORTS
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
CLOSED SESSION
Please take notice that following communications and miscellaneous business as
authorized by law, the Common Council will convene, upon passage of the proper
motion, into closed session pursuant to:
(1) Wis. Stats § 19.85 (1) (c), considering employment, promotion, compensation or
performance evaluation data of any public employee over which the Governmental body
has jurisdiction or exercises responsibility, more specifically, evaluation of the skill sets
of current individual employees in relation to a potential reorganization of the
Engineering and Community Development departments including but not limited to,
potential succession planning of said departments and employees; And
(2) Wis. Stats § 19.85 (1) (e), the deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specific public business,
whenever competitive or bargaining reasons required a closed session, more specifically,
the continuing outsourcing of contractual services with regard to Engineering and the
potential commencement of outsourcing of contractual services with regard to
Community Development in an effort to maintain efficient and cost effective operations
of these departments.
Action may be taken in Closed Session. Upon conclusion of the Closed Session, the
Common Council will then reconvene into Open Session to continue with agenda items,
including motions to recommend approval or rejection of the above listed deliberations
or any of the public agenda items that have not been acted upon.
