COMMITTEE OF THE WHOLE – CITY OF MUSKEGO Approved 2/28/12
MINUTES OF MEETING HELD TUESDAY, January 10, 2012
Mayor Chiaverotti called the meeting to order at 6:32 p m.
ROLL CALL
Mayor Kathy Chiaverotti, Aldermen Snead, Harenda, Borgman, Werner, Schaumberg, and
Fiedler. Also present Deputy Clerk Jill Blenski. Alderman Soltysiak was absent.
STATEMENT OF PUBLIC NOTICE
The meeting was noticed in accordance with the Open Meeting Law.
APPROVAL OF MINUTES
Ald. Snead moved to approve the December 13, 2011 minutes, Ald. Harenda seconded;
motion carried.
NEW BUSINESS
1. Discussion on Public Comment Policy - Mayor Chiaverotti stated that this item was put
on the agenda to clean up the policy on the public comment procedure. What appears on
the Common Council agenda does not match the policy procedure from 2006. The policy
doesn’t exclude the public from speaking at council meeting but on the agenda it appears to
exclude them from speaking and we need to get them to agree. Discussion centered on
whether the public be allowed to comment on a closed session item and if there should be a
time limitation.
Ald. Borgman commented that the policy should state “at the discretion of the Mayor” to
keep it uniform with the public comment registration form. All agreed to eliminate “at the
discretion of the Mayor” on the form as the Mayor already has that right.
Results of the straw poll vote taken regarding public comments on closed session items
were:
Aldermen Snead, Werner and Schaumberg voting no
Aldermen Harenda, Borgman and Fiedler voting yes.
Consensus was that the procedure would proceed to Council to not allow comments on
closed sessions. The Council could then determine if it would make an amendment at the
meeting.

Ald. Snead moved to adjourn at 6:55 p.m. Seconded by Ald. Fiedler; motion carried.
