COMMITTEE OF THE WHOLE – CITY OF MUSKEGO (Approved 1/10/12)
MINUTES OF MEETING HELD TUESDAY, DECEMBER 13, 2011
Mayor Chiaverotti called the meeting to order at 7:09 PM.
ROLL CALL
Mayor Kathy Chiaverotti, Aldermen Snead, Harenda, Borgman, Werner, Soltysiak,
Schaumberg, and Fiedler. Deputy Clerk Jill Blenski was also present.
STATEMENT OF PUBLIC NOTICE
The meeting was noticed in accordance with the Open Meeting Law.
APPROVAL OF MINUTES 11/22/11 minutes were approved and 10/11/11 minutes
were approved as corrected (on page 3 under comments of Ald. Soltysiak at the top).
Instead of “He opposes the creation of a new department head position for the City
Engineer,” it should read, “He opposes the creation of a new director position.” T. Snead
moved to approve as corrected, Ald. Werner seconded. All in favor as corrected.
NEW BUSINESS
Discussion on Teen Advisory Board – Ald. Schaumberg spoke regarding TAB. She has been
working with this committee for the last seven months, trying to find and understand their
goals that pertain to the City. For various reasons the meetings that were scheduled had to be
moved to a different date, there was a constant lack of a quorum; in fact they haven’t had a
quorum since August. She has talked with the Chamber of Commerce, the Mayor and Ald.
Snead to try to find a way to make this work. Tina Weiss, Executive Director of the Muskego
Chamber of Commerce, is willing to work with the group if they want to do community
projects.
Ald. Schaumberg’s suggestion is to dissolve the committee removing the city requirements.
Discussion followed on how and why this group was formed in the first place. Ald. Harenda
stated that function of the Teen Board was to give input to the City as it grows and he feels
the current Council is at fault for not following the original guidelines that stated that the
members of the Council were to nominate two members each year, which has not been done.
Ald. Snead feels it hard to find teens that have the time to devote to another activity. Ald.
Fiedler doesn’t think you can blame the Council for lack of interest in the teens. Mayor
Chiaverotti had spoken with School Superintendent Schroeder and he had stated that the teens
have a number of opportunities to get involved in through school functions. She also noted
that any teen could come before a City committee if there was an issue that he/she wanted to
present or discuss. M Pact, Muskego Performing Arts Center, has expressed interest with
working with the teens on their Teen Idol program.
The consensus was that Ald. Schaumberg would tell the TAB that it would not be an official
subunit or board of the Council, which would eliminate the use of City staff time as well as
the need to meet the open meeting law/quorum requirements.

Update on Tess Corners Fire Department Retention Program - Mayor Chiaverotti reported
that the Fire Department has turned down the two retention program options that were
offered by the City as they did not want to give up ownership. She feels that the ball is now in
their court and unless they come back with a proposal, it’s a dead issue.
