COMMITTEE OF THE WHOLE – CITY OF MUSKEGO (Approved)
MINUTES OF MEETING HELD TUESDAY, FEBRUARY 23, 2010
Mayor Johnson called the meeting to order at 6:45 p.m. and led those present in the Pledge of
Allegiance.
ROLL CALL
Mayor Johnson, Aldermen Snead, Harenda, Borgman, Werner, Schneider, Fiedler, Clerk-
Treasurer Moyer. Also present Wisconsin Municipalities Representatives, Dennis Tweedale
and Rick Kalscheuer. Ald. Schaumberg (Absent)
STATEMENT OF PUBLIC NOTICE
The meeting had been noticed in accordance with the Open Meeting Law.
APPROVAL OF AGENDA
There were no issues with the agenda items listed.
APPROVAL OF MINUTES
Ald. Borgman moved to approve minutes of the February 9, 2010. Ald. Harenda seconded;
motion carried.
NEW BUSINESS
1. Presentation by League of Wisconsin Municipalities Mutual Insurance regarding Public
Officials’ Liability Insurance.
Representatives from League of Wisconsin Municipalities Mutual Insurance Dennis Tweedale
and Rick Kalscheuer showed a 20 minute DVD presentation titled “In The Scope of Your
Authority: Preventing Public Official’s Liability”.
The purpose of the DVD is to help elected or appointed officials stay within the scope of their
authority and to maximize their liability protection by avoiding willful and wanton conduct.
The presentation showed officials and Department Heads some basic principles on how to
conduct themselves and how to avoid conditions that lead to litigation.
A question and answer period followed.

Ald. Snead moved to adjourn at 7:30 p.m. Seconded by Ald. Fiedler, motion carried
unanimously.
