COMMITTEE OF THE WHOLE – CITY OF MUSKEGO (Approved)
MINUTES OF MEETING HELD TUESDAY, NOVEMBER 23, 2010
Mayor Johnson called the meeting to order at 6:29 p.m.
ROLL CALL
Mayor Johnson, Aldermen Snead, Borgman, Werner, Soltysiak, Schaumberg, Fiedler. Also
present Community Development Director Jeff Muenkel, Parks & Recreation Director Craig
Anderson, Information Systems Director John Wisniewski and Recording Secretary Jill Blenski.
Alderman Harenda was absent.
STATEMENT OF PUBLIC NOTICE
The meeting had been noticed in accordance with the Open Meeting Law.
APPROVAL OF AGENDA
There were no issues with the agenda items listed.
APPROVAL OF MINUTES
Ald. Snead moved for approval of the October 26, 2010 minutes. Ald Schaumberg
seconded; motion carried.
NEW BUSINESS
1. Long term trail planning. Community Development Director Muenkel introduced a long
term recreation trail plan that he and Parks & Recreation Director Anderson have been
working on. He stated as part of the City’s 2020 plan the goal was to get an idea of the
monies needed for capital improvements long term – storm water – sewer – water and
they felt they were lacking in trail planning. The Parks & Conservation plan was to have
trails all over the city and to connect the existing trails. Staff’s proposal (see attached) is
to take the existing and proposed trails and put a planned year on each and estimating
the cost for each one. Each budget year staff and council would evaluate projects and
cost to see if it works with the proposed budget.
Over the next decade the goal would be to concentrate on connecting the loops. For the
next few years’ trails would be done with some major road projects: next year Durham Dr
and Janesville Rd. in 2012/2013. The big changes would come in 2014 with completing
some of the Woods Rd, Racine Ave. and part of Tess Corners Dr. trails. Listed in the
2020 plan is a plan to complete a trail around Big Muskego Lake. Recreation Director
Craig Anderson stated that this would help with grant funds and DNR funds – as they
assign point totals to different trail sections and such. Staff is looking for comments from
the council as far as prioritizing projects.
2. Paperless packets. Mayor Johnson stated that Community Development Director Jeff
Muenkel has been raising funds to assist in paying for this project. As directed by council,
Director Muenkel checked into grants for “green” projects and found there were none

available. $6000 was raised through local business and developers. There is also
approximately $5500 left from the AgendaQuick software budget that was approved for
2010. He has been researching Ipad’s to implement this. This is intended to make
things more efficient, would allow the public to view documents and would also free up
staff time. Additional savings would also be reflected in paper and copier costs.
Agenda’s and supplements would be emailed to the aldermen and posted on the website
for the public to view. There would no longer be paper packets distributed. The Muskego
Room would be connected to the program and we would add TV’s or projector screens
(public viewing devices). He hopes to be ready to go paperless and to add the public
viewing devices starting sometime in February 2011.
He is looking for approval from the council to utilize the balance of the AgendaQuick
software funds from 2010 along with the privately pledged money to implement the Ipad
and monitor project. The Committee of the Whole agreed with the proposal.
3. Economic Development in Muskego. Community Development Director Muenkel gave
an overview of what Economic Development is (see attached detailed information) and
what his department goals are. Economic development is not just the building of new
commercial structures; it must also focus on the retention and redevelopment of existing
businesses as well.
Some of the activities his department does are as following:
General marketing of the Community
Mailings
Working with existing Muskego businesses
Visiting with business owners
Researching new incentive techniques
Director Muenkel went over some current activities of note:
Pioneer Drive Redevelopment
Muskego Business Park
Downtown Redevelopment & Janesville Road Reconstruction
TIF 8 Redevelopment
He went on to discuss future projects, Economic Development Strategic Plan and
Economic Development funding.
The City needs to continue with its’ marketing efforts to promote new commercial activity
especially with the upcoming redevelopment of Janesville Rd and the development of the
Moorland Road corridor.

unanimously.
