COWM20090512 COMMITTEE OF THE WHOLE – CITY OF MUSKEGO approved 5/26/2009 MINUTES OF MEETING HELD TUESDAY, MAY 12, 2009 Mayor Johnson called the meeting to order at 6:15 p.m. and led those present in the Pledge of Allegiance. ROLL CALL Mayor Johnson, Ald. Snead, Harenda, Borgman, Werner, Schneider, Schaumberg, Fiedler, and Deputy Clerk Blenski. Also present Department of Community Development Department Head, Muenkel. STATEMENT OF PUBLIC NOTICE Deputy Clerk Blenski stated that the meeting had been noticed in accordance with the Open Meeting Law. APPROVAL OF AGENDA There were no issues with the agenda. APPROVAL OF MINUTES Ald. Borgman moved to approve minutes, of the April 28, 2009 meeting. Ald. Snead seconded; motion carried. NEW BUSINESS 1. Discussion regarding combining Public Works and Public Utilities Committees. Mayor Johnson indicated that this action would potentially save the City monies for staff time, administration and attorney fees when applicable. Ald. Harenda was concerned about how the committee, if combined, would be structured. Ald. Werner wanted to know how the funds would be handled. Department Head Muenkel indicated that there was some redundancy between the two separate meetings and issues could be more streamlined, if combined. Both Department Heads, for the Utilities- Kloskowski and Public Works- Delikat are in agreement with the prospect of combining the two committees. The brevity of the meetings was also discussed and how contingency on one another’s’ decisions to move forward on issues. The majority in attendance agreed that it was a good idea to combine. An ordinance will have to be done to combine the Public Works and Public Utilities Committees. Department Head Muenkel left after this issue was discussed. 2. Discussion regarding the Resolution #212-2007 Fire/Rescue Service for the City of Muskego-Fire Study Committee Recommendations. Mayor Johnson indicated that it was recommended that a committee be formed to oversee the Fire Department. Ald. Werner likes the idea of citizen members (such as Park & Recreation Board) instead of the council committees that have three aldermen serving. Ald. Fiedler likes the idea and would appreciate subject matter experts that have the time to devote and understand what it is the City can do to best ensure the fire protection of its’ citizens. Mayor Johnson stated that the Fire Department was aware of this item being placed on the agenda for today and he will invite the Fire Department to discuss this issue at a future meeting. Ald. Committee of the Whole Page 2 Schaumberg stated that she wanted to hear the Fire Departments’ input. The majority thought it was a good idea and would benefit the Council as well as the Fire Department, especially at budget time. Ald. Werner requested a resolution to terminate the previous Fire/Rescue Service Committee. Ald. Snead suggested that some type of recognition be done for the citizen members, advisors, etc. that have served on the committee. ADJOURNMENT Ald. Snead moved to adjourn at 6:52 p.m. Seconded by Ald.
