COWM20090811 COMMITTEE OF THE WHOLE – CITY OF MUSKEGO Approved 9/10/2009 MINUTES OF MEETING HELD TUESDAY, AUGUST 11, 2009 Mayor Johnson called the meeting to order at 6:26 p.m. and led those present in the Pledge of Allegiance. ROLL CALL Mayor Johnson, Ald. Snead, Harenda, Borgman, Werner, Schneider, Fiedler, Schaumberg and Clerk Treasurer Moyer. Also present, Community Development Director Muenkel. STATEMENT OF PUBLIC NOTICE Clerk Treasurer Moyer stated that the meeting had been noticed in accordance with the Open Meeting Law. APPROVAL OF AGENDA There were no issues with the agenda items listed. APPROVAL OF MINUTES Ald. Borgman moved to approve minutes, of the July 14, 2009 meeting. Ald. Schneider seconded; motion carried. NEW BUSINESS 1. Discuss the 2009 mid year building inspection data. A discussion regarding the building inspections services took place. Mayor Johnson introduced Community Development Director Muenkel who reviewed a memo that was attached to the COW agenda. Director Muenkel indicated that the culture of the building department meshed well with the planning department culture. The department has the exposure to a lot of outside agencies, i.e. contractors, developers and citizens. He stated that the community development department is conducting all business matters in a professional manner. He reviewed the customer service timelines being followed regarding returning phone calls, customer service inspector counter hours, and customer service surveys. Director Muenkel indicated that overall there were a lot of positive comments received by the customers and that the inspectors are more accessible than ever before. Director Muenkel stated that the staff level of two inspectors is right for the amount of inspections at this time. The building inspection department will have a 13% decrease (approx $40,000) and the planning department a 6% decrease (approx. $46,000) in the budget for the 2010 expenditures. By combining resources overall the departments function more efficiently. Director Muenkel did not recommend committing to any outsourcing of the building inspection department functions at this time. 2. Continue the discussion of the Common Council Committee make-up. Mayor Johnson reviewed the spreadsheet attached to the COW agenda. There was overall discussion on a new committee structure. Mayor would like for the council members to review the attachment and think about the future make-up of the committees. No action is being taken at this time.
