MINUTES OF MEETING HELD MONDAY, JULY 18, 2005
The Board of Review of the City of Muskego was called to order by Vice Chairman
Henry Posbrig at 5:37 PM. Also present were Board Members Dave Gosse, Bill
Jasinski and Chairman Lynda Guhr (arrived at 5:45 PM and assumed the Chair), Atty.
Eric Larson representing the Board, Assessor Laura Mecha, Mark Link of CLT, and
Clerk-Treasurer Janice Moyer.
The Clerk noted that the meeting was noticed in accordance with the open meeting law.
She further stated that at least one Board member has met the mandatory training
requirement.
The Assessment Roll was received by the Board. The Assessor gave a brief report.
She stated that the last citywide reevaluation was done in 2001. She reported the
assessed value for 2005 for all general property (excluding manufacturing) was
$2,238,922,690. Of that $48,017,600 is new construction. The total assessed value
for 2004 was $1,623,593,760.
A Notice of Intent to File Objection with Board of Review and Objection Form for Real
Property Assessment were submitted by Donald and Linda Zoellner and Daniel
Ziolkowski. No one was present. The Board determined it would wait until 7:30 PM
before taking any action.
A Notice of Intent to File Objection with Board of Review and Objection Form for Real
Property Assessment were filed by John Huebner. Mr. Huebner was present and
stated his reason for filing the forms during the first two hours of the Board’s first
meeting. Henry Posbrig moved to accept the late filing and to find that the property
owner showed good cause for doing so regarding the Huebner objection. Bill Jasinski
seconded; motion carried.
The Board determined it would deliberate each case after hearing all the objections for
the evening. Henry Posbrig moved to accept the schedule as prepared by the Clerk
and to set Monday, July 25 to hear the remaining objections. Bill Jasinski seconded;
motion carried.

Real Property Assessment were filed by John Foshey. Mr. Foshey was present and
stated his reason for filing the forms during the first two hours of the Board’s first
meeting. Henry Posbrig moved to accept the late filing and to find that the property
owner showed good cause for doing so regarding the Foshey objection. Bill Jasinski
seconded; motion carried. It was noted the objection would be heard on July 25, 2005.

Board Member Henry Posbrig recused himself from hearing the John Gnas objection,
S110 W20408 South Denoon Road. Mr. Richard Larkin was also present as the
appraiser.
At 7:33 PM, Atty. Larson asked if anyone was present who wanted to file an objection
form but had not done so yet. Elizabeth Biskobing responded. Atty. Larson stated the
matter would be addressed after the Gnas hearing.
Following the Gnas hearing, Mr. Posbrig resumed his position on the Board. Elizabeth
Biskobing was present and stated the reason for filing the forms late. Henry Posbrig
moved to accept the late filing and to find that the property owner showed good cause
for doing so regarding the Biskobing objection. Bill Jasinski seconded; motion carried.
Bill Jasinski moved to deny the late objection filed by Daniel Ziolkowski and to find that
the property owner did not show good cause for doing so. Henry Posbrig seconded;
motion carried.
Bill Jasinski moved to deny the late objection filed by Donald and Linda Zoellner and to
find that the property owners did not show good cause for doing so. Dave Gosse
seconded; motion carried.
The Board resumed hearing objections as follows:

The Board took a short recess and then reconvened to hear the following objections:

The Board deliberated all of the above objections as follows:
Lemke: Henry Posbrig moved to sustain the Assessor’s value and to formally adopt
the Findings of Fact, Determination and Decision. Bill Jasinski seconded. Motion
carried 4-0.

Range: Bill Jasinski moved that the taxpayer and other evidence presented at the
hearing rebut the presumption of accuracy granted by law to the Assessor and to set
the new assessment at $89,700 for land and $256,260 for improvements for a total of
$345,960 and to formally adopt the Findings of Fact, Determination and Decision.
Henry Posbrig seconded. Motion carried 4-0.
Gnas: The Board noted that Mr. Posbrig removed himself from hearing the case. Bill
Jasinski moved to sustain the Assessor’s value and to formally adopt the Findings of
Fact, Determination and Decision. Dave Gosse seconded. Motion carried 3-0.
Stoeberl: Henry Posbrig moved to sustain the Assessor’s value and to formally adopt
the Findings of Fact, Determination and Decision. Bill Jasinski seconded. Motion
carried 4-0.
Laughran: Dave Gosse moved to sustain the Assessor’s value and to formally adopt
the Findings of Fact, Determination and Decision. Bill Jasinski seconded. Motion
carried 4-0.
Conrardy (Paul): Henry Posbrig moved to sustain the Assessor’s value and to formally
adopt the Findings of Fact, Determination and Decision. Bill Jasinski seconded.
Motion carried 4-0.
Conrardy (Philip): Bill Jasinski moved to sustain the Assessor’s value and to formally
adopt the Findings of Fact, Determination and Decision. Dave Gosse seconded.
Motion carried 4-0.
Conrardy (David): Bill Jasinski moved to sustain the Assessor’s value and to formally
adopt the Findings of Fact, Determination and Decision. Henry Posbrig seconded.
Motion carried 4-0.
Carlson: Henry Posbrig moved that the taxpayer and other evidence received at the
hearing rebut the presumption of accuracy granted by law to the Assessor and to set
the new assessment at $52,000 for land and $140,500 for improvements for a total of
$192,500 and to formally adopt the Findings of Fact, Determination and Decision. Bill
Jasinski seconded. Motion carried 4-0.
Miron: Bill Jasinski moved to sustain the Assessor’s value and to formally adopt the
Findings of Fact, Determination and Decision. Dave Gosse seconded. Motion carried
4-0.
Crimi: Bill Jasinski moved to sustain the Assessor’s value and to formally adopt the
Findings of Fact, Determination and Decision. Henry Posbrig seconded. Motion
carried 4-0.
The Clerk was directed to mail the Notice of Determination forms by certified mail.

At 12:35 AM, Henry Posbrig moved to adjourn to Tuesday, July 19, 2005 at 6:00 PM.
