CITY OF MUSKEGO POLICE & FIRE COMMISSION MEETING

A meeting of the City of Muskego Police & Fire Commission was held on Thursday, February
17,2005, in the Aldermen's Room located at City Hall, W182, S8200 Racine Avenue. President
Kuwitzky called the meeting to order at 7:00PM.
Pledge of Allegiance
Roll call taken with Commissioners Michael Kuwitzky, Robert Rammer, Lewis Lehman, Brenda
Treba and Terry Sindic present.
Statement of Public Notice was given to the press and posted on Thursday, February 10,2005
and an amended agenda was sent to the press and posted on Wednesday, February 16,2005,
changing the location of the meeting.
Commissioner Rammer made a motion to approve the agenda items. Commissioner Treba
seconded with the motion carrying 5-0.
Commissioner Kuwitzky stated he has been communicating with the attorneys representing the
City and Officer Jasson Ziminski, and a hearing date of Tuesday, March 1,2005 was set. A
motion was made by Commissioner Rammer giving authorization to Commissioner Kuwitzky to
adjourn or otherwise change the date of the hearing at his discretion. Commissioner Sindic
seconded and motion carried 5-0.
Commissioner Sindic made a motion to accept a letter, sent by Ms. Laura Becker to the Police &
Fire Commission, into tonight's meeting. Commissioner Lehman seconded and motion carried
5-0.
Captain Paul Geiszler was called upon to explain the internal investigation he conducted
reference Ms. Becker's complaint. Captain Geiszler stated per conversations with personnel at
Dictaphone (maker of the recording equipment) that it is impossible to alter the original tapes.
He further explained that Ms. Becker had an opportunity to listen to the original recording along
with the copy made for her through her Open Records request. Captain Geiszler indicated that
the original archived DVD RAM recording and Ms. Becker's cassette recording were exactly the
same. Captain Geiszler also stated that Muskego Police Clerk Heather Kraus had listened to
both recordings with Ms. Becker and Kraus advised Captain Geiszler that the recordings were
exactly the same. Ms. Becker reiterated that she believes the original archived DVD RAM had
been altered by Captain Geiszler.
Ms. Becker was then accorded time to answer questions about her complaint.

At 7:31PM the Commission moved the meeting to the Police Department to listen to the original
archived DVD RAM and at 7:59PM, reconvened back at City Hall.
Ms. Becker did not return to the meeting therefore Commissioner Sindic made a motion to
terminate the investigation, seconded by Commissioner Lehman with motion carrying 5-0.
Commissioner Kuwitzky stated the Commission does not believe there was any tampering with
the original archived DVD RAM and Captain Geiszler could not and did not tamper with the
archived DVD RAM or the recording given to Ms. Becker.
Commissioner Rammer made a motion to adjourn and Commission Lehman seconded. Motion
carried, 5-0 and the meeting was adjourned at 8:07PM.
