CITY OF MUSKEGO POLICE & FIRE COMMISSION MEETING
WEDNESDAY, APRIL 16, 2014
The regular meeting of the City of Muskego Police & Fire Commission was held on Wednesday, April 16,
2014, in the conference room of the City of Muskego Police Department. Commissioner Kuwitzky called
the meeting to order at 5:00 PM.
Pledge of Allegiance
Roll Call was taken with Commissioners Kuwitzky, Gleason, Treba, Mooney and Whittow present.
Statement of Public Notice was given to the press and posted on Tuesday, April 15, 2014. Commissioner
Treba made a motion to accept the agenda items and Commissioner Whittow seconded.
Commissioner Gleason noted a spelling error in the January 16, 2014 minutes. The word “term” in line
#23 is spelled “tern”. Also the date of the minutes should be corrected from Wednesday to Thursday.
Minutes to be corrected. Commissioner Mooney made a motion to accept the corrected minutes.
Commissioner Whittow seconded. Motion carried unanimously.
Report from the Police Department:
New hires: Zach Smith, Brad Sippel, Zach Watson and Tom Lemanczyk are in field training.
Background is being done on the final candidate.
Several candidates failed their background check due to: habitually late for work, sleeping on
the job, recent Disorderly Conduct arrest, past drug use including heroin and negative contacts
with current Muskego officers.
One candidate turned down the job offer.
Officer Diedrich and K-9, Sirius have been deployed over 30 times and have done several
demonstrations.
PD personnel participated in a Coffee with a Cop at Muskego Regency.
PD will be holding a drug collection on April 26 in the PD garage.
The PD will have a personal drug collection bin installed in the front lobby of the department.
Heroin” Crisis in the Burbs” will be presented at Muskego High School on May 12, 2014.
Muskego Police Department awards ceremony will be held on May 1, 2014 at 7 pm.
Citizens Academy graduation will be held on May 6, 2014 at 6 pm.
Chief discussed the Wisconsin Tax Payer study on law enforcement spending in Wisconsin.
Meeting briefly suspended to move to PD garage to meet Officer Diedrich and K-9, Sirius.
Meeting resumed in the conference room.
Old Business:
Commissioners were presented with a packet containing the commissions operating policies and
procedures. Commissioner Treba pointed out several areas that needed to be changed to
comply with current practices. Ex. Policy change dated 04/11/1991 indicates the Chief will
telephone each commissioner; this should be changed to email each commissioner.
Commissioner Gleason will review the Chief of Police hiring process and bring recommendations
to the July 2014 meeting. The entire packet will again be discussed at the July meeting.
New Business:
Commissioner Gleason presented a matrix which could be used to determine the order in which
the commission interviews new officer candidates. After extensive discussion, it was determined
that Commissioner Gleason would meet with Chief Moser sometime in May to develop a matrix
that could be used to determine interview placement of the candidates. Commissioner Kuwitzky
also volunteered to assist in the process. The matrix will be discussed at the July meeting.
