pfcm20010118CITY OF MUSKEG0 POLICE & FIRE COMMISSION MEETING Thursday, January 18,2001 7:OOPM A meeting of the City of Muskego Police & Fire Commission was held on Thursday, January 18, 2001 in the conference room of the City of Muskego Police Department. President Michael Kuwitzky called the meeting to order at 7:OlPM. Roll call taken with Commissioners Michael Kuwitzky, Robert Rammer, Richard Petfalski, and Blenda Treba present. Commissioner Sindic was excused. It was noted that the Statement of Public Notice was posted and sent to the press in accordance with State Statutes on Monday, January 15,2001 Commissioner Petfalski made a motion to move into closed session pursuant to State Statutes, Section 19.85 (1) (c ): Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility for the specific purpose of considering employment, promotion, compensation, or performance evaluation data, more specifically to conduct an oral interview for Patrol Officer. Commissioner Rammer seconded. By a roll call vote, motion canied 4-0. The Police & Fire Commission reconvened into Open Session to continue the remaining agenda items. Commissioner Treba made a motion and Commissioner Petfalski seconded to add the candidate to the eligibility list with the motion carrying 4-0. Commissioner Rammer made a motion to approve the agenda items with Commissioner Petfalski seconding. Motion canied unanimously. Commissioner Rammer made a motion to approve the October 19,2000 meeting minutes. Commissioner Petfalski seconded. Motion canied 4-0. Commissioner Petfalski made a motion to accept the November 30,2000 meeting minutes. Commissioner Treba seconded. Motion carried 4-0. 0 REPORT FROM THE POLICE DEPARTMENT. 0 Chief Johnson advised the Commission of three retirements; Detective Lt. James Budish on January 1 91h, Officer Jerome Schmeling on January 1 7'h, and Sgt. Paul Manske to retire mid-February. Jasson Ziminski was offered employment as a Police Officer and his starting date will be Tuesday, January 23,2001 Chief Johnson explained that Lt. Budish's position would be held open for a while as the Department needs the new officers on the street. Chief Johnson advised of the upcoming Staff Meeting on Friday, January 19', where a new Sergeant would be selected. This Sgt. would be covering the Late Shift. Police Association Union. The positions of Junior Sergeant are being worked on with the Muskego MUSKEGO POLICE & FIRE COMMISSION MEETING January IS, 2001 Page 2 Chief announced that he is the Emergency Government Director for the City of Muskego and explained about the upcoming installation of a Siren Warning System. City of Milwaukee is providing $100,000 towards the building of a Live Fire House at the Firearm Range. The City of Muskego will be adding additional space to this building for the storage of large evidentiary items. The FBI is working on their budget but plans on additional monies to the project for a classroom building. OLD BUSINESS: Second Reading of Policy and Procedure for “Hiring of a Chief of Police” was done. A motion to adopt the Policy was made by Commissioner Petfalski and seconded by Commissioner Treba. Motion carried 4-0. A discussion was held on the policy “Recruitment Process and Procedures” The second reading of the policy was done at the October 19,2000 meeting. Chief Johnson recommended a change in Section IV subsection D “Selection, Approval, and Probation”, “newly hired officer will begin a one year probationary period” to “newly hired officer will being a probationary period’ Commissioner Rammer made a motion to accept this policy with the amendment and Commissioner Petfalski seconded, carried 4-0. NEW BUSINESS: Nothing COMMUNICATIONS AND OTHER MATTERS AS AUTHORIZED BY LAW. Nothing Commissioner Petfalski moved the meeting be adjourned until Thursday, April 26,2001 at 7:30PM. Commissioner Rammer seconded and motion carried un ’ meeting was adjourned at 8:05PM.
