The regular meeting of the Police & Fire Commission of the City of Muskego was held on
Thursday, July 30th, 1998, in the Conference Room of the City of Muskego Police
Department. The meeting was called to order at 7:30PM by President Michael Kuwitzky.
Present were Commissioners Michael Kuwitzky, Richard Horn, Roger Moraga, Robert
Rammer, Blenda Treba. and Chief John Johnson.
Commissioner Rammer moved to approve the minutes of the April 23d and May 19Ih,
1998 meetings. Commissioner Moraga seconded. Motion carried unanimously.
REPORT FROM THE POLICE DEPARTMENT.
Chief Johnson reported on the following items:
1 Lisa Siemion is on her own after field training and is doing fine
2. The policy on Department Organization was handed out. Chief Johnson stated
it seems to be working.
3. Firearm Range is finally moving along. We are waiting for a formal agreement
on the changes. Changes were necessary due to the cost of construction being
higher than what was estimated earlier, At this point we will build as much as
we can with the money available to us. Bids for the berms should be going out
soon.
4. The building expansion is moving along on schedule with minor problems
being handled.
5. Received a third Universal Hiring Grant for $75,000 for the hiring of an
officer The grant is to be used over a three year period.
6. The 1999 Budget process is starting
7 The new Citizen Complaint Form was handed out. This form is used by
citizens to make a formal complaint against an officer, Due to a change in
State law a section had to be added.

8. ChiefJohnson stated the law suit brought against the City ofMuskego by Mr.
Murphree has been dismissed by the court. Chief Johnson stated the City has
never been successfully sued and this is due in large part to the good training
our officers receive.
9. 800MHz system was explained by Chief Johnson. It was stated that there is no
common frequency for various departments to use especially in a countywide
emergency. Shared communications would be a benefit. The 800MHz system
is a high end frequency radio system that would be county wide at a projected
cost of $2.5 million.
OLD BUSINESS:
None
0 NEW BUSINESS:
Election of new officers was held. Commissioner Rammer nominated Commissioner
Michael Kuwitzky for the position of President. Commissioner Horn seconded
Additional nominations were asked for with none being placed. Commissioner Horn
moved to close the nominations and Commissioner Treba seconded with motion carried
unanimously. Commissioner Kuwitzky named as President.
Nominations for the position of Vice-President/Secretary were held with Commissioner
Kuwitzky nominating Commissioner Horn. Commissioner Treba seconded and motion
carried unanimously with Commissioner Horn being named the Vice-President/Secretary
The hiring process for the position of Patrol Ofiicer was discussed. Chief Johnson stated
the trend nowadays is to go out and look for good people, to recruit and not use a list.
Commissioners decided to put the physical fitness testing before the oral interviews and
asked that more money be put into the budget to allow for this process. Different ideas
were presented and it was decided the system is good, it just needs to be fine tuned.

COMMUNICATIONS AND OTHER MATTERS AS AUTHORIZED BY LAW
The June 16Ih, 1998 letter received by Mr David Cameron reference response times by the
Muskego Fire Department to a garage tire was reviewed along with a letter written by
Commissioner Kuwitzky and Fire Chief John Ludwig. Nothing more received on this
matter
Commissioner Moraga moved the meeting be adjourned until October IS*, 1998 at
7:30PM. Commissioner Treba seconded and motion carried unanimously. The meeting
adjourned at 8:45PM.
