pfcm19980423CITY OF MUSKEG0 POLICE & FIRE COMMISSION MEETING April 23, 1998 7:30PM The regular meeting of the Police & Fire Commission of the City of Muskego was held on Thursday, April 23, 1998, in the conference room of the City of Muskego Police Department. The meeting was called to order at 7:30PM by President Michael Kuwitzky. Present were Commissioners Michael Kuwitzky, Robert Rammer, Richard Horn, Blenda Treba. and Chief John Johnson. Absent was William Martin. Commissioner Horn moved that the agenda be approved as printed. Seconded by Commissioner Rammer, Motion carried unanimously. Two changes were made in the minutes from the January 1 5Ih, 1998 meeting. Commissioner Rammer moved to approve the minutes after the changes were made. Commissioner Horn seconded. Motion carried unanimously. REPORT FROM THE POLICE DEPARTMENT Chief Johnson reported on the following items: 1 Gary Mrotek has been chosen as the Child Advocate of the Year by the Parents Place of Waukesha County for his dedication and volunteerism to children. 2. Bids for the building expansion project will be opened on Thursday, April 30Lh If bids come in within budget, building will commence in approximately two weeks. 3. Firearms range plans are in limbo at this time due to being over budget on the estimates. FBI is taking the plans back to Washington. 4. Lisa Siemion graduated from recruit school on March 12*, 1998, and is doing her field training at this time with an expected June 1" date of going on her own. 5. City has approved the creation of a Captain and Lt. Detective position with the elimination of the Detective Sergeant position. 0 MUSKEG0 POLlCE & FIRE COMMISSION MEETING April 23, 1998 Page 2 OLD BUSINESS: 1 Police Department Promotion Process - after discussion of the promotion process Commissioner Rammer made a motion giving the Chief ofPolice the authority to promote, by appointment, for the position of Detective Lieutenant. Commissioner Horn seconded. Motion carried unanimously. Chief Johnson then discussed the position of Captain and stated a second-in-command is needed in the Chiefs absence. Commissioner Rammer made a motion that the Commissioners interview internal candidates of Lieutenant rank, and to certify applicants to the Chief of Police for appointment as Captain. Commissioner Horn seconded and motion passed unanimously. The interview process for the position ofcaptain is to be held on Tuesday, May 19*, 1998 at 7:OOPM. Commission re: Fire Companies - the issue was discussed. It was determined that the Commission is not to be involved at this time until a position for Fire Chief is created by the City. 2. Review Motions Received from Common Council Concerning Role of NEW BUSINESS: e None COMMUNICATIONS AND OTHER MATTERS AS AUTHORIZED BY LAW Commissioner Kuwitzky reported that William Martin has decided not to continue as a Commissioner for another term. A new Commissioner is to be selected by the Mayor Commissioners were reminded that the election of officers will be held at the July meeting. Commissioner Treba moved that the meeting be adjourned until July 16Ih. 1998 at 7:30PM. Seconded by Commissioner Horn and motion carried unanimously. The meeting adjourned at 8:45PM.
