pfcm19970717UNAPPROVED July 17,1997 7:30PM CITY OF MUSKEG0 POLICE & FIRE COMMISSION MEETING The regular meeting of the Police & Fire Commission of the City of Muskego was held on Thursday, July 17, 1997, in the conference room of the City of Muskego Police Department. The meeting was called to order at 7:30PM by Vice-PresidentISecretary Richard Horn. Present were Commissioners Richard Horn, Michael Kuwitzky, Blenda Treba, William Martin, Robert Rammer, and Chief John Johnson. Mr Robert Rammer was introduced to the Commission as its newest member Commissioner Kuwitzky moved that the agenda be approved as printed. Seconded by Commissioner Treba. Motion carried unanimously. Commissioner Treba moved to approve the minutes from the April 17, 1997 meeting as published. Commissioner Kuwitzky seconded and motion carried unanimously. REPORT FROM THE POLlCE DEPARTMENT, 0 1 Officer Candace Luczak, as reported earlier, had her probationary period extended due to a problem qualifying with her firearm. Mer a change in weapon, and remedial help on the range, she has qualified and will be off her probationary period shortly. 2. Officer Andrew Krause has completed his probationary period and is doing well, working the 3-1 IPM shift. 3. Officer Jeffrey Fuller has completed his Field Training and is now on the midnight shift and doing well. 4. Officer Teny Hilliker will be finishing his Field Training around the 1st of August and will be assigned a shift. Officer Hilliker is doing very good. 5. Sgt. Paul Manske suffered a set back after having a heart attack earlier this year He had to have the angioplasty procedure done again but is expecting to be back on a full-time basis around August 1 st. 6. Officer Michelle Molinari has been on Light Duty since July 1st due to her pregnancy. She is expected to deliver her baby girl end of October, beginning of November 7 A new position for a Police Officer for 1998 is being anticipated and we need to look at October or November as beginning the hiring process. This will be discussed at the October meeting. 8. Plans for the Firearms’ Range are moving along with only the lease agreement with the landfill and the FBI cooperative agreement needing to be completed. All approvals and zoning have been done and as soon as the agreements are signed, bidding can be started 0 MUSKEGO POLICE & FIRE COMMISSION MEETING July 17, 1997 Page 2 9. The Facilities Planning Study was shown to the Commissioners. This ten year plan was finished approximately one month ago. The current building is twenty years old and needs a new roof, furnace, and generator. These items need to be replaced even without the remodeling and are included in the $1.5 million estimated cost for the expansion project. The building needs to be brought up to code which would include handicap accessibility and an elevator (Chief Johnson mentioned an interesting fact - $386,000 has been spent on the construction of this building and the upgrades which have been done over the past twenty years) 10. A “Hiring Process Manual” has been completed by the Administrative Assistant and is available to be reviewed by the Commissioners. 11 The Muskego Police Department is now on the Internet. Officer John Mesich created the page on his personal computer and it has been installed on our system for one day now. Chief Johnson has already received communications from a subject in England. A copy of the web page was passed around for the Commissioners’ perusal OLD BUSINESS: The second reading of the following two new policies was done: “In the event of a disciplinary hearing, a non-employee of the Police Department shall take the minutes for record.” Commissioner Kuwitzky made the motion to approve with Commissioner Rammer seconding. Motion carried unanimously. “Applicants for the position of Police Offcer with the City of Muskego Police Department, having qualifying veteran points, shall have the points added to their written test score.” Commissioner Kuwitzky made the motion to approve with Commissioner Martin seconding. Motion carried unanimously. The rescinding of the policy dated 06/26/79 - Composite Scores was discussed and the second reading was done. “The oral interview should hold a 70% weight of the composite score and the written test should hold 30%. Veteran points are to be included in the oral score.” Commissioner Kuwitzky made the motion to rescind this policy and Commissioner Martin seconded. Motion carried unanimously. MUSKEGO POLICE & FIRE COMMISSION MEETWG July 17, 1997 Page 3 A review of oral interview questions #3 and #7 was done with the Commissioners feeling that the revised questions better met their needs, and also decided that they would like to keep all questions in order to ensure a better interview process. NEW BUSINESS: Chief Johnson read the Recognition of Robert Kreuser for 15 Years of Service. Commissioner Kuwitzky moved to approve with Commissioner Treba seconding. Motion carried unanimously and the paper was signed by the five Commissioners and will be delivered to Robert Kreuser Election of new officers was held. Commissioner Treba nominated Commissioner Horn for the position of President, which he declined. Commissioner Horn nominated Commissioner Kuwitzky for this position and Commissioner Martin seconded. Additional nominations were asked for with none being placed. Commissioner Rammer moved to close nominations and motion was carried unanimously with Commissioner Kuwitzky being named as President. Nominations for the position of Vice-PresidentLSecretary were held with Commissioner Treba nominating Commissioner Horn. Commissioner Kuwitzky seconded. No other nominations were received for this position. Commissioner Rammer moved to close nominations and motion was carried unanimously with Commissioner Horn being named as Vice-Presidenusecretary COMMUNICATIONS AND OTHER MATTERS AS AUTHORIZED BY LAW Chief Johnson stated he will bring pictures from the archives to the next meeting as the department will be celebrating their 30 year anniversary Numerous pictures and articles were found which will be very interesting for the Commission to look at. Commissioner Kuwitzky moved that the meeting be adjourned until October 16, 1997 at 7:30PM. Seconded by Commissioner Rammer and motion carried unanimously. The meeting adjourned at 8:22PM.
