The regular meeting of the Police & Fire Commission of the City of Muskego was held on
Thursday, April 17, 1997, in the conference room of the City of Muskego Police
Department. The meeting was called to order at 7:33PM by President Kreuser Present
were Commissioners Robert Kreuser, Michael Kuwitzky, Blenda Treba, William Martin,
Richard Horn. and Chief John Johnson.
Commissioner Kuwitzky moved that the agenda be approved as printed. Seconded by
Commissioner Horn. Motion carried unanimously.
Commissioner Kuwitzky moved to approve the minutes from the October 31, 1996
meeting as published. Commissioner Horn seconded and motion carried unanimously.
Minutes to be signed by Commissioner Horn at the next meeting.
Chief Johnson reported on the following items:
I Jeffrey Fuller and Terry Hilliker have been hired as police officers. Fuller is
certified and had worked as a jailer for Milwaukee County and just completed his field
training. Hilliker will be finishing up at the end of April on his certification and will then
start his training within the department.
2. Officer Candace Luczak had her probation period extended due to problems
with qualifying with her firearm. Chief Johnson explained the problem and stated she is
buying a different gun and he expects no problems with her qualification.
3. Sgt. Paul Manske suffered a heart attack at work on March 25. He is doing
fine and is back at work on a part time basis and is expected to make a full recovery and
be back within two months.
4. Officer Michelle Molinari is pregnant and it will be up to her doctor when she
will be pulled from street duty. If light duty is available she will work that otherwise will
have to take sick leave.
5. The changes in the Penalty Code were explained with Chief Johnson stating
that the state law changed approximately one and one-half years ago and our code was
contrary to that. The reckoning period was removed from the code and copies of the up-
dated penalty code will be sent to the commissioners.
6. The eligibility list is reported to be down to zero and possibly another list will
be in order in Fall so that we have a list ready when we need to hire again.
7 New range plans were discussed. The present range is on land owned by Waste
Management and they were not willing to expand, therefore, Emerald Park Landfill was
approached and agreed to a range. The FBI has agreed to finance $342,000 for the
development of the new range. Chief Johnson stated that plans for the new range have
been approved by the City and the Common Council but there has been opposition from
residents in the area. The range would be used approximately 65 days a year and we
would have one of four such ranges in the entire country

0 8. Expansion of the police department was discussed. Durrant Architects were
chosen and they have had several meetings with the department.
9. Chief Johnson explained about the officer shooting that occurred last year and
stated the officer involved in the shooting is doing tine. He was involved in some
counseling along with a counseling session offered to spouses of officers within the
department.
We have had two serious accidents, both involving alcohol. One accident involved a
fatality and the other occurred approximately three weeks prior with a female being
paralyzed.
OLD BUSINESS:

NEW BUSINESS:
1, Commissioner Kreuser announced that this meeting would be his last as he is
not accepting reappointment. Mr Kreuser served on the commission for fifteen years.
2. Commissioner Kreuser stated Mayor De Angelis wanted the commission to
discuss the taking of minutes at disciplinary hearings. The City feels that this should be
done by someone outside of the department. They all agreed that it will continue as in the
past - for disciplinary hearings an outside recorder will be brought in to take a word-by-
word recording of the hearing. The following wording was drafted for a new policy:
Commissioner Kreuser stated all minutes should be co-signed by the secretary
0 “In the event of a disciplinary herring, a non-employee of the Police
Department shall take the minutes for record.”
Commissioner Kuwitzky made the motion which was seconded by Commissioner Treba.
A discussion followed before the motion was carried unanimously. The second reading
will be held at the July meeting.
3. A discussion of the oral interview rating process was held. Mer a lengthy
discussion it was decided that the resolution of June 26th, 1979, dealing with Composite
Scores. be rescinded. Commissioner Kuwitzky made the motion with Commissioner
Treba seconding. Motion carried unanimously. The following words were drafted for a
new policy:
“Applicants for the position of Police Officer with the City of Muskego Police
Department, having qualifying veteran points, shall have the points added to
their written test score.”
Commissioner Horn made a motion with Commissioner Kuwitzky seconding. Motion
carried unanimously with a second reading to be held at the July meeting.
The commissioners would also like the oral interview questions to be reviewed, especially
#3 and #7 Chief Johnson will work on this.
Commissioner Kuwitzky moved that the meeting be adjourned until July 17, 1997
Seconded by Commissioner Horn with motion being carried unanimously. The meeting
adjourned at 8:40PM.
