April 18, 1996
The regular quarterly meeting of the Police and Fire Commission
of the City of Muskego was held on Thursday, April 18, 1996,
in the conference room of the Muskeqo Police Department. The
meeting was called to order at 7:29PM by President Kreuser.
Present were Commissioners Robert Kreuser, Richard Horn, Michael
Kuwitzky, William Martin, and Blenda Treba; and Chief Johnson.
It was noted that the meeting agenda was posted and submitted
to the press on April 11, 1996.
Com. Horn moved that the agenda be approved as printed. Seconded
by Corn. Kuwitzky. Motion carried unanimously.
The newly hired officer, Candace Luczak, was introduced to the
Commission and then she returned to duty.
Com. Martin moved to approve the minutes of the January 25,
1996 meeting as published. Seconded by Com. Horn. Motion
carried unanimously.
Chief Johnson reported that the Department was busier than
normal :
1. The remodeling of the station has been completed and
the Commissioners were invited to tour the changed areas.
2. Lt. Gifford will be retiring on May 1 after 26 years of
service, Sgt. Meeks will be retiring on April 1 after
be retiring on April 19 after 28 years of service.

OLD BUSINESS:
1. The Recruitment Process Policy, Draft #4, was reviewed and
discussed.
Chief Johnson requested that the scoring process for the
physical fitness test be changed to a composite score of
60% or greater using the Cooper Institute National Police
Standard as stated in Draft 4 as it is a more realistic
method of scoring and conforms more with the scoring done
by other police departments.
Com. Kuwitzky moved that the Recruitment Policy be changed to
reflect that the physical fitness testing be changed to read
greater using the Cooper Institute National Police Standard
that the candidate must achieve a composite score of 60% OK
unanimously.
as written in Draft #4. Seconded by Corn. Treba. Motion carried
Com. Kuwitzky moved that the final reading of the City of
Muskego's Recruitment Process Policy, Draft #4, which includes
the above listed change, be approved and adopted as the
Commission's policy. Seconded by Com. Horn. Motion carried
Unanimously. This second reading of the policy was in accordance
with the Commission's policy dated October 10, 1991.
NEW BUSINESS:
1. Chief Johnson reported that two more candidates would be
eligible for further hiring consideration if this new
physical fitness scoring criteria was followed. A
discussion was held as to whether this physical fitness
scoring should be retroactive.
Corn. Kuwitzky made a motion that based on the above policy
change, the Commission gives Chief Johnson authority to look
at eligible personnel on the eligibility list using the new
scoring standard. Corn. Horn seconded the motion. Motion carried
unanimously with Corn. Martin opposed.
The Commission approved that the Chief be given permission to
continue the hiring process of candidates on the eligibility
list using the written test score percentile of 70% as the
cutoff.
2. It was decided that all promotions should be approved by
the Commission.
Corn. Kuwitzky moved to approve the promotion of Detective John
LaTour to the position of Sergeant. Seconded by Corn. Martin.
Motion carried unanimously.
Corn. Martin moved to approve the promotion of Officer Craig
Moser to the position of Sergeant. Seconded by Com. Kuwitzky.
Motion carried unanimously.
The above promotions were made due to the retirement of Lt.
Gifford and Sgt. Meeks. A promotion to the position of
Lieutenant is in the process of being made.
Coin. Kreuser read a resolution of appreciation to Carol Stillwell
for her 20 years of service. Com. Horn moved the adoption
of the resolution. Seconded by Corn. Kuwitzky. Motion carried
unanimously.
Corn. Horn moved that the meeting be adjourned until July 18,
1996. Seconded by Corn. Kuwitzky. Motion carried Unanimously.
The meeting adjourned at 8:43PM.

On April 24, 1996, the City of Muskego Police and Fire Commission
approved via telephone, the apointment of Officer James Kaebisch
as Detective.
