The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Thursday, April 27, 1995, in the
Conference room of the Muskego Police Department. The meeting was
called to order at 7: 32PM by President Kreuser.
Commissioners Robert Kreuser, James Haag, William Martin, and Blenda
Present were
Treba; Chief Johnson; City Clerk Jean Marenda; and Michael Kuwitzky.

It was noted that the meeting agenda was posted and submitted to the
President Kreuser asked if any of the Commission would object to the
taping of the meeting which they did not so the meeting was
recorded.
Michael Kuwitzky was introduced as the new Commissioner replacing
Com. Haag as of May 1, 1995.
Muskego was administered to Corn. Haag, Kuwitzky, Kreuser, Martin and

was then administered to him after which City Clerk Marenda left the
meeting.
There were no objections t'o the agenda as printed.
Chief Johnson questioned the first paragraph on the second page of
the minutes of the January 19, 1995. After a discussion, it was
decided the minutes were correct as written and Corn. Martin moved
that those minutes be approved as published. Seconded by Com. Horn.
Motion carried unanimously.
Com. Horn moved that the minutes of the Special Meeting of March 16,
1995 which was called to critique the interview and testing process,
be approved as published. Seconded by Corn. Treba. Motion carried
unanimously.

there is the possibility that a couple will retire in 1996.

the State, was explained.

0 4. Additional stationary radar patrol is being set up in certain
areas in answer to complaints from citizens.
5. The Department is participating in the "Green-up Muskego"
program in an effort to eliminate junked cars in the City. Ed
Salentine has offered to tow any junked cars at no expense to
the residents and donate them to "Rawhide" and the residents
can use that as a tax deduction.
6. Two Department clerks were out on sick disability. One for an
extended period of time but the other one has returned to work.
A clerk from City Hall assisted the Department with clerical
work.
OLD BUSINESS:
Review of Oral Interview Procedures: Com. Treba brought up that
after researching the Commission rules, her interpretation is that
only Commission members should vote on the candidates and any police
personnel should be allowed to assist in any way but not vote on the
candidates or influence the Commission in their voting. Any

should be passed on to the Commission.

Update on Anonymous Survey: The pile of survey replies was shown to
the Commission and copies of the three letters written by citizens
had been distributed to the Commission. The Commission agreed that
there should be no response to this anonymous survey.
Policy on Hiring Process Complaints: The letter that was received
from a candidate and a memo to the Commission from the President of
the Commission was read. The President stated he had contacted City
Attorney Macy regarding the candidate's letter. Macy stated she
really doesn't have any legal standing--only a personal interest.
Macy suggested the candidate be placed on the July meeting agenda to
discuss only the appropriateness of the tests we use and hear her
advised of same by letter. All Commissioners agreed.

Correspondence from Dan Serdyn: Chief Johnson stated that it is not
known if this correspondence is a formal complaint or charqe. City
Attorney Riffle states it is not a complaint as it d0esnI-t list a
particular complaint or charge. Also, the correspondence was not
officially served on the President of the Commission which is
required by State Statute. A copy was given to an Alderperson and
then City Hall made a copy and sent it to the Commission. The City
Attorney recommended a letter be sent stating the Statute
requirements and including a copy of the Statute. The Commission
decided that they would ignor this correspondence.
Oral Interview Questions: The President suggested that the
questions should be placed on the July agenda. This would include
the old ones, the ones written by Lt. Daley and any that the
Commissioners compose.
Orals Interviews: There are 11 oral interviews scheduled for April
29, 1995, starting at 8:30AM and ending at 3:30PM with an hour and a
half for lunch. Nine are males; two are females. Six are certified
and five are not. The physical agility test will be on May 6.
